USTR Releases Summary "Fact Sheet" Outlining U.S-China Phase One Agreement…

U.S. Trade Representative Robert Lighthizer has released a two-page summary fact sheet [pdf link here] outlining the “Phase-One” agreement in principal.  From research into the material the principal agreement appears to be an 86-page document covering nine chapters.  The fact sheet covers the top lines of seven chapters:

USTR Robert Lighthizer Delivers Remarks at USMCA Signing Ceremony in Mexico City…

U.S. Trade Ambassador Robert Lighthizer traveled to Mexico to put the finishing touches on the revised USMCA agreement.  Ambassador Lighthizer delivered remarks at the signing ceremony hosted by Mexican President Andres Manuel Lopez-Obrador.
U.S. Trade Representative Robert Lighthizer stressed the United States has a stake in Mexico’s success as representatives from the United States, Mexico and Canada gathered in Mexico City to sign modifications to the USMCA, a historic trade agreement.

President Trump Puts "Temporary Hold" on Designating Mexican Drug Cartels as Terrorist Organizations…

Following a visit to Mexico by U.S. Attorney General Bill Barr, earlier today President Trump announced he was putting a “temporary hold” on the designation of Mexican drug cartels as terrorist organizations.

It looks like President Donald Trump has once again created a significant amount of leverage for Mexican President Lopez-Obrador to continue working with the Trump administration on a variety of security (border and immigration) and economic (USMCA) aspects.

21 People Killed in Cartel Gun Battle Near U.S-Mexico Border….

According to multiple media report U.S. Attorney General Bill Barr was already planning a visit to Mexico prior to a massive cartel gun battle near the U.S. border that has left 21 people dead. .
MEXICO – More than a dozen armored trucks filled with Los Zetas cartel gunmen rolled into a small rural town in the border state of Coahuila. The gunmen spread terror as they attacked the city hall building. The incursion turned into a fierce shootout and several chases where at least 14 cartel gunmen, three civilians, and four police officers died. Preliminary reports point to six additional people sustaining gunshot injuries.


The violence began on Saturday morning. More than a dozen armored trucks, some with machine guns mounted on top, left the border city of Nuevo Laredo, Tamaulipas driving towards the state of Coahuila. The gunmen are members of a faction of Los Zetas called Cartel Del Noreste.

President Trump Challenges Nancy Pelosi NOT To Pass USMCA….

Given the background activity last week between USTR Robert Lighthizer and Mexican Trade Minister Jesus Seade, and their agreement to set up a trilateral trade and labor dispute panel, President Trump now puts Speaker Pelosi in “check”….

Having lost her labor defense shield (well played by Lighthizer/Seade), Pelosi is now either going to stand her party against the majority of Americans as President Trump pummels them over it… Or she puts the USMCA up for ratification (Trump wins) and it looks like she takes a knee….  Well played by President Trump.

President Trump Considering Cartels as "Terrorists" – AMLO Worries About U.S. Invasion, and A.G. Bill Barr Heads to Mexico…

President Trump has said he is close to a decision that would designate Mexican drug cartels as officially recognized terrorist networks by the United States.

Remember, within the geopolitical dynamic that benefits all three North American countries, Mexico needs to start taking clear and decisive actions toward all levels of internal corruption if the ultimate economic objective of the USMCA is going to work.

Mexican President Lopez-Obrador is concerned this designation could lead to U.S. military engagement against the cartels.  The Democrats are concerned this designation would mean they could no longer accept campaign donations from the drug cartels; and into this mix of interests, U.S. Attorney Bill Barr is going to Mexico.

MEXICO CITY (Reuters) – Mexican President Andres Manuel Lopez Obrador said on Friday that his government was committed to fighting organized crime, seeking to dispel fears that the United States could take matters in its own hands in the fight against drug cartels.
U.S. President Donald Trump said earlier this week that he plans to designate the Mexican cartels as terrorist groups, a move aimed at disrupting their finances by imposing sanctions.
While this does not directly give the United States authority for military operations in Mexico, many Mexicans are nervous their northern neighbor could use it as a pretext for a unilateral invention.

USMCA Rumblings – After Letter from Mexico to Pelosi, USTR Lighthizer, FM Seade and FM Freeland Meet in DC…

Something is shaping up in the political background around the USMCA.

Yesterday Mexican President Andres Manuel Lopez-Obrador (AMLO) sent a second letter to House Speaker Nancy Pelosi urging USMCA ratification.  Team Trump and Team AMLO are working together against Team Pelosi & AFL-CIO Richard Trumka.
Essentially AMLO has been saying the labor provisions within the USMCA trade pact are already being put in place by Mexico, and Pelosi should quit trying to hide behind labor concerns to avoid ratification.

Tomorrow, on the eve of Thanksgiving at the request of the Trump administration, U.S. Trade Representative Robert Lighthizer, Mexican Foreign Minister Jesus Seade and Canadian Deputy Minister Chrystia Freeland are holding a meeting to discuss the  AFL-CIO/Pelosi issues within the USMCA labor provisions.
FM Chrystia Freeland is irrelevant to the meeting; she’s a potted-plant rubber stamp for whatever scheme Pelosi is cooking. It is House Speaker Pelosi who is using her pressure over labor unions to hide behind AFL-CIO Richard Trumka and claim U.S. labor unions have issues with the USMCA labor provisions. It ain’t about labor; it is all political cover.
However, it is interesting that USTR Lighthizer, a man with the patience of Job, called Jesus Seade and Freeland to DC:

WASHINGTON – The three trade ministers from the United States, Canada and Mexico are set to meet in Washington on Wednesday to discuss the deal to replace NAFTA, seven people familiar with the plans told POLITICO.
The meeting involving U.S. Trade Representative Robert Lighthizer, Deputy Canadian Prime Minister Chrystia Freeland and Mexican Undersecretary for North America Jesús Seade comes as the Trump administration is nearing a compromise with House Democrats to make changes to the USMCA.

Peter Navarro: If Pelosi Could Pause the Impeachment, Congress Could Pass the USMCA…

White House trade and manufacturing policy advisor Peter Navarro appears on Fox News to discuss two key economic and trade issues: (1) the current status of U.S-China trade discussions “round one”; and (2) the status of USMCA ratification (Pelosi’s delay).
Nothing in the China trade discussion is solid, until everything in the China trade discussion is settled; this is one of the key aspects to President Trump’s directive to USTR Robert Lighthizer.  No deal is a more favorable outcome than the construct of a trade deal that cannot be enforced.
On the USMCA ratification, again it all falls upon the politics of Pelosi.  The agreement would pass tomorrow if it were put up to a vote; there is no controversy.  Speaker Pelosi is holding back the ratification vote for pure political purposes.

USMCA ratification is the first domino in long-chain of ‘America First’ economic benefits. As soon as USMCA passes a wave of North American investment will surge. The downstream consequences includes leverage for U.S-China, U.S-Europe, U.S-India and U.S-U.K trade agreements.
