CBS is reporting on events within the Office of the Director of National Intelligence.  As CTH previously outlined, Acting Director of National Intelligence Bill Pulte is following a very predictable path. {GO DEEP}

The part of the CBS report that tells the story is: “Six career and political intelligence staff were terminated and 45 were sent back to their home agencies, according to three sources familiar with the personnel moves.” … “One source characterized the cuts as thoughtful and methodical. No staffers have been removed from the counterterrorism group.”

So, who was removed?  Well, I’m certainly not the Nostradamus of USIC, but if I were to hazard an educated guess it looks like the National Intelligence Council – Directorate of Analysis, just lost six political staff, and 45 people from the various liaison desks were ‘sent back to their home agencies.’

As we noted last year, Tulsi Gabbard took the National Intelligence Council (NIC) out of the CIA – fired the heads, then putting the assembly back under the control of the ODNI.  However, highly political operatives within the former CIA-controlled Directorate of Analysis (the former home of Eric Ciarmella) were still problematic.  It looks like Director Pulte just eliminated the remaining DoA rats.

The 45 returned to their ‘home agencies‘ were certainly from the liaison desks inside the DNI.

I’m not sure if that represents 45 from across all the desks, or the complete elimination of some overstaffed liaison desks.  That said, given the nature of the leaking was recently to CNN (State Dept leaks to CNN), I am somewhat confident the State Dept liaison office inside the DNI is now empty office space.  [Just a hunch 😂]

At 9:30am London time, British Prime Minister Keir Starmer made it official, he resigned. {Politico – Details}

“The question being asked now is not who was best placed to change the Labour Party, to take us into power and to begin the vital work of improving lives for millions of people. Those questions have been answered. The question my party is asking now is whether I am best placed to lead us into the next general election. I have heard the answer of my parliamentary party to that question, and I accept that answer with good grace.”

Starmer says he will remain caretaker prime minister until his Labour Party chooses a new leader — with expectations growing that it will be former Greater Manchester Mayor and newest Member of Parliament, Andy Burnham.

(Via Daily Mail) […] An EU-UK summit on July 22 has been postponed after Sir Keir’s announcement of his resignation, despite the date only having been confirmed last week. A Government spokesperson said it would now be held ‘at the earliest opportunity’;

A YouGov poll has found that the public thought Sir Keir was right to resign by a margin of 62 per cent to 19 per cent, with another 19 per cent undecided;

Sir Keir’s allies have refused to rule out him quitting as an MP, raising the prospect of a tricky by-election fight in his constituency with the Greens;

Labour MPs and Nigel Farage have been calling for a general election to be held after the change in PM;

A familiar pattern emerges as the wife of Socialist Spanish Prime Minister Pedro Sánchez, is indicted on corruption charges and remanded to give up her passport and return to court for check-in every 15 days until trial.

BARCELONA, Spain (AP) — A judge on Saturday ordered the wife of Spanish Prime Minister Pedro Sánchez to face trial on charges of influence peddling and corruption, and to surrender her passport.

Investigative judge Juan Carlos Peinado issued the ruling, arguing that Begoña Gómez represented a flight risk. In addition to surrendering her passport, she must also appear before a court every two weeks. A trial date hasn’t been set.

The decision touched off a heated political confrontation, with calls from the opposition for Sanchez’s Socialist government to resign.

Gómez is accused of using her position to influence government contracts given to a group of technology companies. The judge also accused her of the misuse of public funds in the hiring of a consultant, and the inappropriate use of software while she was a professor at a public university.

On the heels of the G7 in France, U.S. President Trump and Italian Prime Minister Georgia Meloni have been engaged in a geopolitical spat.

The core of the issue centers on Italy’s refusal to allow the U.S. military to conduct flight operations for the conflict against Iran from U.S. airbases in Italy.   President Trump, Vice-President Vance, Secretary of State Rubio and Secretary Hegseth have all remarked on their disappointment with Italy and Spain that has led to a full review of U.S. NATO operations in Europe.

The issue became personal at the G7 when President Trump ignored Meloni’s repeated attempts to repair the friction. President Trump was no longer tolerating the two-faced approach. Actions speak louder than words.

Understanding, a very specific image sensitivity Prime Minister Meloni carries, President Trump stated, “Italian Prime Minister Giorgia Meloni asked, over and over, for a picture with me during the G-7 meeting in France. She is doing poorly in Italy with her level of popularity, possibly because she turned down the United States of America, a Country that truly loves and protects Italy, when it came to denying Iran from obtaining or developing a Nuclear Weapon (But so did NATO, for that matter!). She wouldn’t even let us use Italy’s landing strips or runways, a great logistical inconvenience, and this despite the fact the U.S. contributes hundreds of Billions of Dollars a year to protect Italy, and other “so-called” NATO Allies. Now, after the United States defeated Iran militarily, she wants to be friends again in order to get her “numbers up.” No thanks!!! ~ President DJT

Meloni then hit back with: “these constant, unprovoked attacks are senseless.  As for my popularity, being your friend certainly has not helped it, nor does it depend on my relationship with you. My popularity depends on my ability to defend Italy’s national interest, and that is exactly what I have always done,” Meloni said in a post on Instagram. She added that “in any case, my popularity is none of your concern. I suggest you focus on yours.” {source}

With Acting DNI Bill Pulte coming into office, several people have requested my simple guide to identifying media leaks.

This reference resource is based on historic patterns and generally has an 80/20 accuracy rate.  While there are some leaks that cross through the data pattern, in the aggregate this basic outline has shown to be correct.

The leak source identification can help interested political observers understand the motives and objectives.

When you see the term “exclusive” in the originating media report, this guide increases in accuracy:

• The State Department leaks to CNN
• The CIA leaks to The Washington Post
• The DOJ/FBI leaks to The New York Times and Politico
• DHS domestically leaks to the Wall Street Journal
• The National Security Council leaks primarily to Axios and Politico, NYT secondary
• The Pentagon leaks to Fox News and the Wall Street Journal (Axios more recent)
• Kash Patel leaks to John Solomon – Just The News
• ¹DNI leaks to the Wall Street Journal, however:

¹The ODNI gets a little complicated due to the structure of the ODNI.  Each intelligence agency has a liaison office inside the Office of the Director of National Intelligence.  Generally, the topline guide above overlays with the desk assignment.

Example 1: CNN gets an ‘exclusive’ leak related to the DNI; the leak sourcing is therefore most likely to be the State Dept Desk inside the DNI office. (State Dept leaks to CNN)

Example 2: Washington Post gets an ‘exclusive’ leak related to the DNI.  The leak sourcing is directly from the CIA liaison desk inside DNI.  (CIA leaks to WaPo)

This is the consistent pattern that established itself over the past 20 years.  It is generally accurate on an 80/20 basis. Meaning 80% of the time the origin of the leak can be identified this way with accuracy; 20% of the time it is not.

A lot might be said, but little of it will be grounded in reality.  Here’s a general outline that may provide context for the next few weeks.

First, contrary to popular opinion, leaks from inside the IC related to activity within the ODNI will likely come as an outcome from bad actors in the FBI and the attached liaison office. {EXAMPLE HERE} As you may or may not be aware, every intelligence community silo has a liaison attached to the office of the Director of National Intelligence.

What that means is that every IC agency has a person(s) inside the ODNI that can then be the source of information within the larger parent silo. The most frequent leaking child from within the parent agency is the FBI liaison.  Understand this reality and you begin to understand frustration around Kash Patel’s inability to control his agency.

Second, contrary to popular opinion, CIA Director John Ratcliffe will not be able to partner with Acting DNI Pulte in the same direct manner he was with fully confirmed DNI Tulsi Gabbard.  Despite the ODNI technically sitting atop the CIA within the construct of the overall Intelligence Community, there are rules about information flows to non-confirmed “acting” positions.  Deputy DNI Aaron Lukas will have more intelligence capabilities than Pulte.

CIA Director John Ratcliffe will likely not be the source of conversation about this standard, the information to Pulte will likely come from the DNI Legal Counsel Jack Dever, and/or Deputy CIA Director Michael Ellis who also carries the role of General Counsel for the Central Intelligence Agency.

When SSCI Vice-Chair Mark Warner says he is in communication with IC leadership about isolating Acting DNI Bill Pulte from national security information, he is likely outlining contact with the general counsel of the DNI or CIA, or with the Intelligence Community Inspector General’s office. That said, the National Security Advisor, Marco Rubio, could mitigate some of that isolation by requesting IC information Pulte may desire to review.

It is not coincidental that we have seen Australia, New Zealand, the U.K, and now Canada trigger online ‘age verification’ laws; simultaneous with a political push inside the USA to maintain FISA (702) legislation.

Separating the USA for a moment. The intelligence services of Australia, New Zealand, U.K and Canada make up four of the intelligence services 5-eyes. In essence, the British Commonwealth is the IC commonality. [Yes, there is some validity to the Lyndon LaRouche perspective (Promethean Action PAC)] Additionally, I would also posit a reminder of the international assembly who structured the originating financial sanctions against Russia; again, a commonality.

Focusing on the most recent political creation in Canada, there are three bills currently being rushed through the Canadian House of Parliament, C-34: keep kids safe on social media; C-36: stronger privacy rules, and C-22: modern tools for police.

Not surprisingly, it is difficult to find non-govt-approved information about this legislative construct online.

Canadian media must remain compliant with approved government narratives in order to maintain their business model. However, putting together some various information found on non-controlled information sources, it is possible to begin discussion of the situation.

The two issues that merge with the greatest impact are Bill C-22: The Surveillance Bill, and Bill C-34: The Children’s Safety Bill.

Bill C-22 requires that all information transmission providers, every telecom and internet company, retain metadata on all Canadian users for up to one year.  This is electronic metadata which we all know encompasses a lot more than just content.

Signal app, NordVPN, Windscribe, DuckDuckGo, Apple, and Meta have all formally opposed it. Signal app has threatened to leave Canada entirely rather than comply.  This is a government mandated metadata storage library on all electronic communication and activity by Canadian users. 

Then there’s Bill C-34: The Children’s Safety Bill, as noted by Lucy Hargreaves, a bill that ‘Applies to Everyone’, not just kids.   “The government’s social media ban for under-16s is genuinely popular, with 75% of Canadians supporting it in polling. The problem is what it requires in practice. To stop anyone under 16 from creating an account, platforms need to know how old everyone is. There is no way to identify who is under 16 without identifying everyone who isn’t. This means every Canadian adult would need to submit government ID or a face scan to a third-party verification company before posting a photo, using cloud storage, or playing an online game. The bill also creates a new Digital Safety Commission with sweeping powers to set the rules, decide which platforms must comply, and approve or deny exemptions — with almost no criteria written into the law itself.”

British Member of Parliament, Rupert Lowe, has been conducting an eighteen-month investigation of Muslim rape gangs in the U.K. as perpetrated against young, white, British girls.  Today he released his 212-Page report.

Lowe describes the systemic raping of British pre-teen and teenage girls, as one of the most extensive and devastating failures in modern British history. Speaking after the inquiry’s findings were published, Lowe accused politicians, police, social services, local authorities, the NHS, the judiciary and the media of failing vulnerable victims for years. He praised survivors who gave evidence and warned that the inquiry is only the beginning, promising private prosecutions and further action against those he believes failed to act.  WATCH:

The G7 was originally constructed as an assembly for the U.S, Japan, Canada, Germany, Italy, France and the U.K.  However, in the past several years it has abandoned its limited economic purpose and agenda and morphed into an assembly of nations far beyond the original intent.

Now we watch the ridiculous assemblies of dozens of nations who come under the guise of the G7 to discuss everything from cow-farting mitigation to the best weapons and techniques to fight the Russians.  The economic focus of the G7 is entirely lost.  This will never be more evident than the current apex assembly of leaders brought together at the invitation of Emmanuel Macron in France.  Watch, and you’ll see how geopolitically ridiculous this has become.

Media in the U.K have discovered their domestic equivalent of the American Community Relations Service (CRS).  In Britain the public manipulation operation is run out of an intelligence sub-silo known as the Research, Information and Communications Unit, or RICU.

Both the American government’s CRS, run out of the Dept of Justice, and the British government’s RICU do exactly the same thing.  They manufacture narratives, promote domestic propaganda and support leftist ideology within news cycles.  If there is an event that represents something culturally awkward, like a minority specifically targeting a white person, both the CRS and the RICU quickly go into action to control public information.

Both government organizations can reach into the systems of law and order, police and courts, and instruct the participants about what types of information can be released to the public.  The CRS or RICU then control all information to ensure it is in alignment with the ideological message of the government.   WATCH:

Readers here will likely remember our frequent discussions of the secretive Community Relations Service, within the DOJ.  President Trump initially took apart the CRS, but in the legislative branch congress fully restored the CRS in the continuing resolution funding bill.
