Day Four – The Fourth Branch of Government, The Intelligence Branch

As our understanding of The Fourth Branch expands, it is important to pause and reflect upon a specific ‘check and balance‘ within the system before finishing with the final two chapters.

The modern system to ‘check’ the executive branch was the creation of the legislative “Gang of Eight,” a legislative oversight mechanism intended to provide a bridge of oversight between the authority of the intelligence community within the executive branch.

The Go8 construct was designed to allow the President authority to carry out intelligence operations and provide the most sensitive notifications to a select group within Congress.

The Go8 oversight is directed to the position, not the person, and consists of: (1) The Speaker of the House; (2) The Minority Leader of the House; (3) The Chair of the House Permanent Select Committee on Intelligence, HPSCI; (4) The Ranking Member (minority) of the HPSCI; (5) The Leader of the Senate; (6) The Minority Leader of the Senate; (7) The Chair of the Senate Select Committee on Intelligence, SSCI; and finally (8) the Vice-Chair of the SSCI.

Example: When the Chief Executive (the President) initiates an intelligence operation on behalf of the United States, the President triggers a “finding memo.” In essence the instruction to the intel agency or agencies to authorize a covert operation.   When that process takes place, the Go8 are the first people notified.  Depending on the sensitivity of the operation, sometimes the G08 are notified immediately after the operation is conducted.  The notification can be a phone call or an in-person briefing.

Because of the sensitivity of their intelligence information, the Gang of Eight hold security clearances that permit them to receive and review all intelligence operations.  The intelligence community are also responsible for briefing the Go8 with the same information they use to brief the President.

Day Three, The Fourth Branch of Government, The Intelligence Branch

People want examples of work the Intelligence Branch conducts, specifically how it protects itself.  Here is an example before going further tomorrow.

Mark Steyn and Glenn Greenwald discuss the surveillance state weaponized by Barack Obama, and why Julian Assange had to be taken down.

Yes, the history of the U.S. national security apparatus goes back decades; however, the weaponization of that apparatus, the creation of an apex branch of government, the Intelligence Branch, originated under President Barack Obama.

Obama took the foundational tools created by Bill Clinton and George Bush and used the intelligence system architecture to create a weapon for use in his fundamental transformation. An alliance of ideologues within government (intel community) and the private sector (big tech and finance) was assembled, and the largest government weapon was created.  Think about this every time you take your shoes off at an airport.

After the weapon was assembled and tested (Arab Spring), the legislative branch was enjoined under the auspices of a common enemy, Donald J Trump, an outsider who was a risk to every entity in the institutional construct of Washington DC.

Trillions were at stake, and years of affluence and influence were at risk as the unholy alliance was put together.   Again, Steyn and Greenwald discuss the result, but overlook the critical cornerstone that Obama set. WATCH:

To understand the risk that Julian Assange represented to U.S. Intelligence Branch interests, it is important to understand just how extensive the operations of the FBI/CIA were in 2016.

It is within the network of foreign and domestic intel operations where Intelligence Branch political tool, FBI Agent Peter Strzok, was working as a bridge between the CIA and FBI counterintelligence operations.

Day Two – The Fourth Branch of Government, The Intelligence Branch

If we start with this interview between Tucker Carlson and Glenn Greenwald, we can see they get a lot of the foundation correct, but they misaligned the cornerstone.

When Barack Obama was installed in January 2009, the Democrats held a 60 seat majority in the U.S. Senate.  As the people behind the Obama installation began executing their longer-term plan {SEE DAY ONE}, the Senate Select Committee on Intelligence was a tool to create the Intelligence Branch; it was not an unintentional series of events.

When Obama was installed, Dianne Feinstein was the Chair of the Senate Select Committee on Intelligence (SSCI), and Democrat operative Dan Jones was her lead staffer.  Feinstein was completely controlled by those around her including Senate Majority Leader Harry Reid.  The CIA was in the process of turning over personnel following the Bush era, and as a result of a massive multi-year narrative of diminished credibility (Iraq WMD), a deep purge was underway. Obama/Holder were in the process of shifting intelligence alignment and the intensely political Democrat Leader Harry Reid was a key participant.

Day One – The Fourth Branch of Government, The Intelligence Branch

First things first, it is not my intent to outline the entire history of how we got to this place where the intelligence community now acts as the superseding fourth branch of government.  Such an effort would be exhausting and only take our discussion away from understanding the current dynamic.

History has provided enough warnings from Dwight D Eisenhower (military aspect), to John F Kennedy (CIA aspect), to Richard Nixon (FBI aspect), to all modern versions of warnings and frustrations from HPSCI Devin Nunes and ODNI Ric Grenell.  None of those prior reference points are invalid and all prior documented outlines of historical reference are likely true and accurate.

A historic affirmation is not the point of these outlines, nor is it useful.

Here we pick up the intelligence issues as they manifest after 9/11/01, and highlight how the modern version of the total intelligence apparatus has now metastasized into a fourth branch of government.  If we take the modern construct we can highlight how and why the oversight or “check/balance” in the system has become functionally obsolescent.

Factually, the modern intelligence apparatus uses checks and balances in their favor.  The checks create silos of proprietary information that works around oversight issues. That’s part of the problem.

Ironically the Office of the Director of National Intelligence was created in the aftermath of 9/11/01 expressly to eliminate the silos of information which they felt led to a domestic terrorist attack that could have been prevented.  The ODNI was created specifically upon the recommendation of the 9/11 commission.

The intent was to create a central hub of intelligence information, inside the executive branch, where the CIA, NSA, DoD, DoS, and DIA could deposit their unique intelligence products and a repository would be created so that domestic intelligence operations, like the DOJ and FBI could access them when needed to analyze threats to the U.S.   This, they hoped, would ensure the obvious flags missed in the 9/11 attacks would not be missed again.

The DNI office created a problem for those who operate in the shadows of proprietary information.  You’ll see how it was critical to install a person uniquely skilled in being an idiot, James Clapper, into that willfully blind role while intelligence operatives worked around the office to assemble the Intelligence Branch of government.

Preview, The Fourth Branch of Government

After many years of granular research about the intelligence apparatus inside our government, in the summer of 2020 I visited Washington DC to ask specific questions.

My goal was to go where the influence agents within government actually operate, and discover the people deep inside the institutions no-one pays any attention to.

It was during this process when I discovered how information is purposefully put into containment silos; essentially a formal process to block the flow of information between agencies, and between the original branches. While frustrating to discover, the silo effect was important to understand because comprehension of communication networks leads to our ability to reconcile conflict between what we perceive and what’s actually taking place.

In the next few days I am going to explain how the Intelligence Branch works: (1) to control every other branch of government; (2) how it functions as an entirely independent branch of government with no oversight; (3) how and why it was created to be independent from oversight; (4) what is the current mission of the IC Branch, and most importantly (5) who operates it.

When we understand how the Fourth Branch works, questions about our dysfunctional U.S. modern government are answered. Additionally, the motives and intentions of people inside the institutions start to reconcile. Before beginning a deeper explanation, here’s an example almost everyone overlooked.  Remind yourself of a question raised in March of 2017 by Elise Stefanik, and a set of follow-up questions that were never asked.

In April of 2016 the FBI launched a counterintelligence operation against presidential candidate Donald Trump.  The questioning about that operation is what Rep. Stefanik cites in March of 2017, approximately 11 months later.

U.S. Chamber of Commerce Hosts Former Acting CIA Director Mike Morrell for Discussion to Help Multinational Corporations Engage with Fourth Branch of Government

The larger story behind this recent Intercept Article is the headline you just read. Let’s talk….

The U.S. Chamber of Commerce is a representative organization in the United States that lobbies Congress.

The CoC represent the interests of the multinational corporations who use K-Street and J-Street in DC to write rules, regulations, policies and laws as part of their corporate control over U.S. wealth.  That’s what the CoC does.  That’s the entire purpose of the Chamber of Commerce.

For a long time, the CoC has been in the background of multiple political discussions.

During the Obama administration, the federal Dept of Commerce permitted the private sector U.S. Chamber of Commerce to write U.S. trade language; that is to physically write the words that go into U.S. trade deals with other countries.  This was the era of maximum value for the CoC that saw their coffers swell as massive multinational corps realized the CoC was in the business of literally controlling the U.S. capitalist economy.

The arch nemesis of the CoC was President Donald Trump, who threw the CoC out of the room when decisions were being made about trade and economic policy.  This was the era of minimum value for the CoC, when corporations were no longer getting to influence the policy.

In desperate response the CoC turned to their purchased politicians in Congress, specifically to their #1 ally Mitch McConnell, and asked or help in overcoming the problem that Trump and his America First agenda represented.

As MAGA (America First) economic and trade influence in Congress increased, the CoC had trouble because President Trump could target any Republican CoC beneficiaries that undermined the economic policy.  That could result in a career ending primary challenge.  For the first time in decades, the Republican wing of the UniParty had a tough time supporting Chamber President Tom Donohue in his demands for influence.

What happened next was stunning.

The Fourth Branch of U.S. Government Targeted Julian Assange For Kidnapping or Assassination in 2017, A Transparently Obvious Motive Being Overlooked

On September 26, 2021, Yahoo News published an extensive article about the CIA targeting WikiLeaks founder Julian Assange in 2017 and the extreme conversations that were taking place at the highest levels of the U.S. government about how to control him. There is a much bigger story transparently obvious when overlapped with CTH research files on the Intelligence Branch of government; specifically the motive missed by Yahoo News for the stunning activity they outline.

What I am going to outline below, is a deep dive using the resources and timeline from within that article and the specific details we have assembled that paints a clear picture about what interests existed for the Deep State, the Intelligence apparatus and what I call the Fourth Branch of Government.

This fully cited review is not for the faint of heart. This is a journey that could shock many; could alarm more, and will likely force more than a few to reevaluate just what the purpose was for Mike Pompeo within the Donald Trump administration.

As the Yahoo News article begins, they outline how those within the Trump administration viewed Assange as a risk in 2017.  Here it is critical to accept that many people inside the Trump administration were there to control events, not to facilitate a policy agenda from a political outsider.   In the example of Assange, the information he carried was a risk to those who attempted and failed to stop Trump from winning the 2016 election.

Julian Assange was not a threat to Donald Trump, but he was a threat to those who attempted to stop Donald Trump.  In 2017, the DC system was reacting to a presidency they did not control.  As an outcome, the Office of the President was being managed and influenced by some with ulterior motives.

Yahoo, via Michael Isikoff, puts it this way: “Some senior officials inside the CIA and the Trump administration even discussed killing Assange, going so far as to request “sketches” or “options” for how to assassinate him. Discussions over kidnapping or killing Assange occurred “at the highest levels” of the Trump administration, said a former senior counterintelligence official. “There seemed to be no boundaries.”

As we overlay the timeline, it is prudent to pause and remember some hindsight details.  According to reports in November of 2019, U.S. Attorney John Durham and U.S. Attorney General Bill Barr were spending time looking carefully at CIA activity in the 2016 presidential election. One quote from a media-voice increasingly sympathetic to a political deep-state noted:

“One British official with knowledge of Barr’s wish list presented to London commented that, “It is like nothing we have come across before, they are basically asking, in quite robust terms, for help in doing a hatchet job on their own intelligence services””. (Link)

It is interesting that quote came from a British intelligence official as there was extensive pre-2016 election evidence of an FBI/CIA counterintelligence operation that also involved U.K. intelligence services. There was an aspect to the FBI/CIA operation that overlaps with both a U.S. and U.K. need to keep Wikileaks founder Julian Assange under tight control.

Interesting Maneuver, Members of Congress Advocate For Formalization of Fourth Branch of Government

Knowing what YOU know about the intelligence apparatus now operating a superseding branch of government (to control all subservient branches), there is an interesting appeal from current and former congressional representatives asking four leadership members of the Gang of Eight, to formalize a new governing body in the U.S.

Politico outlines the request letter [read here] around the concern that continuity of government might be compromised.  Almost all the signatories are democrats, though there are more than just a few DeceptiCons in the mix.   Here’s how The Hill frames the request:

WASHINGTON DC – A letter signed by nearly 50 former members of Congress is calling for the formation of a new government body to address preparations for modern threats against the U.S. government. 

The letter, first obtained by Politico, said that the Continuity of Government Commission conducted an extensive review of all three branches of government.

The review concluded that “none of the three branches, including Congress, have adequate plans in place to ensure continuous and constitutionally valid operation in a time of national crisis,” according to the letter. (read more)

The Fourth Branch of United States Government

Why does government seem to control so much of our lives now?  What significant changes happened in the past 15 years that created a social shift and allowed government to influence almost every facet of our activity?  Why has the previously ordinary become so complex?  Why is it more difficult to be comfortably invisible and just live out the creed of pursuing ‘life, liberty and happiness’?  What is behind all this?….

We were not sleeping, we were wide awake.  Perhaps distracted, yes; but we were wide awake when something shifted. A Fourth Branch of Government was quietly created, and technology allowed the tentacles of the system to touch us.   That’s the root of it, and if we take the time to understand how the Fourth Branch originated questions about this perpetual angst start to make sense.

It is not my intent to outline the entire history of how we got to this place where the intelligence community now acts as the superseding fourth branch of government.  Such an effort would be exhausting and likely take our discussion away from understanding the current dynamic.

If we take the modern construct, originating at the speed of technological change, we can also see how the oversight or “check/balance” in our system of government became functionally obsolescent.
