Mueller Outlines Rosenstein August 2nd, Scope Memo – Investigate Claims in Steele Dossier…

On Pages #11 and #12 of the Weissmann/Mueller report, the special counsel team outlines the purpose and intent of the probe as delivered by Deputy Attorney General Rod Rosenstein.  Within these pages Mueller outlines the August 2nd Scope Memo that has previously been hidden and remains redacted through today.

Read the highlighted portion carefully to understand the scope of the instructions.  Note the careful wording “the Special Counsel had been authorized since his appointment to investigate allegations”… This means from Day #1 of the special counsel, the scope of the probe was always to investigate the claims within the Ohr/Steele Dossier:

The August 2nd Scope Memo additionally authorized the investigation of “certain other matters” specifically relating to Manafort (financial crimes), and Papadopolous and Flynn (FARA violations).

These paragraphs tell us a great deal about what originated the purpose of the FBI investigation and the continued purpose of the special counsel.  Remember, the special counsel was a continuance of the FBI counterintelligence operation which officially began on July 31st, 2016.  [The unofficial beginning was much earlier]

Understanding now that Mueller is saying from Day One he was investigating the Steele Dossier; here’s where we all need to question the assumptions.

From the beginning most people have thought the Fusion-GPS objective was to dig up dirt on Trump for political exploitation.  However, with all the recent information outlined there’s actually a more significant role for Fusion.

The overall intelligence apparatus of the U.S. government was already conducting political surveillance on their political opposition.  The systems of the intelligence apparatus such as FISA-702(16)(17) databases searches were being exploited months (if not years) beforehand.  When NSA Director Admiral Mike Rogers discovered the use of the database he shut down contractor access on April 18th, 2016.

When Fusion GPS was hired by the DNC and Clinton team, also in April of 2016, it now appears the purpose was to provide cover for government surveillance already taking place.  Perhaps part of that motive was fear of what NSA Mike Rogers might do.

The Obama administration (U.S. government intelligence apparatus) needed an external source of information that could cover their domestic surveillance and spy operations. That’s why Fusion GPS was hired, and why emphasis was put on using European and Australian intelligence contacts to create the plausible process to continue surveillance that was always taking place.

This corrupt weaponizing of the U.S. intelligence apparatus is MUCH BIGGER than anyone currently absorbs. The Steele Dossier was an eventual part of the cover-story.

When Peter Strzok and Lisa Page were discussing the “insurance policy” in August 2016, they were not discussing insurance from the perspective of their success, ie. Clinton elected; they were discussing insurance from the position of: if they failed.

If Clinton was elected, great; everything continues as normal. However, if Clinton was not elected the weaponization of government needed a cover story, a plausible legitimate reason for why political surveillance/spying was taking place.  This is the insurance policy need…. This is why they needed the Steele Dossier.

Regardless of anything happening to stop them, the intelligence community was conducting surveillance of their political opposition.  To validate that surveillance the intelligence community needed a plausible FBI counterintelligence operation.  That’s where John Brennan (CIA) comes in.

Brennan manufactured the plausible excuse for an FBI operation to begin through the use of “unofficial channels” via Joseph Mifsud, Stefan Halper and eventually Alexander Downer via an Australian intelligence asset Erika Thompson; who was working in London with U.S. intelligence assets Terrence Dudley and Greg Baker, ie. the “Papadopoulos operation”.

While the overseas operation was working to create plausible explanation and start Crossfire Hurricane, back in the U.S. Fusion-GPS was contracted to supplement the appearances for a domestic parallel track.  Fusion ran operations for the Russian appearances inside the U.S., ex. Trump Tower meeting.

For their effort, Fusion was using previously extracted FISA-702(16)(17) results to create more supportive evidence and plausible material.  That Fusion effort led to the Steele Dossier.

However, in a similar way the Brennan operation needed the Australian Diplomat Alexander Downer to cross from “unofficial” into “official” channels, the Steele Dossier  needs a way to cross from ‘unofficial opposition research‘ into official investigative status.

Enter the Steele Dossier.

The Steele Dossier is the investigative virus the FBI needed.  To get the virus into official status, they use the FISA application as the delivery method and injected it into Carter Page.  The FBI already knew Carter Page; essentially Carter Page was irrelevant, what they needed was the Dossier in the system {Go Deep}.

With the communication from Alexander Downer (foundation for the EC), in conjunction with the Steele Dossier (foundation for the Page FISA), the CIA and FBI now held a plausible -albeit fraudulently obtained- basis to explain/justify all of their 2015 and 2016 political spying and surveillance activity.   This is their insurance policy.

Andrew Weissmann was/is one of the DOJ participants who is well aware of the status of the operations as they proceed.  In 2016 and 2017 Weissmann is being briefed by DOJ official Bruce Ohr who is carrying messages from Fusion-GPS and Chris Steele into the FBI.

If Hillary wins the election, everything just evaporates into the ether.  However, if Hillary loses the election – the fraudulent investigative evidence now protects all of the players for their role in weaponized intelligence spying and surveillance operations.

Fraudulent justifications.

Just like the Susan Rice justification Memo, fraudulent justifications are what’s behind those paragraphs in the Rosenstein scope memos as delivered to Weissmann and Mueller.

Fusion GPS was not hired to research Trump, the intelligence community was already doing surveillance and spy operations.  The intelligence community needed Fusion GPS to give them a justification for already existing surveillance and spy operations.

See the difference?

Fusion-GPS gave them the justification they needed with the Steele Dossier.

That’s why the Steele Dossier is so important in the scope memos.

I hope AG Barr pursues the “matter” to use former AG Lynch’s term. What do you think – we have a 30/70 chance of seeing justice across the board?

        One player at a reasonable one small part of the larger collusion. A jury does not have to understand the financial and organization chart of a drug cartel to convict an MS 13 member for murder, just a body and a witness.

          I would thank you for your service to the court, but I believe no jury in a DC courtroom would convict any deep state operative of anything.

          It is arguable that exposing the guilty in a court proceeding would be a excellent means of making the charges real and the evidence public, but the “not guilty” verdicts would be heralded by the msm to loudly and frequently to “completely exonerate” the co-conspirators and to discredit their accusers. The net effect would be a contribution to historical accuracy but a slap to the face of Lady Justice and we the patriotic people.

          Moreover, it most likely would not happen in time to influence the 2020 elections.

            @dallasdan-ASSUMING Barr will do the right thing and bring charges on these vermin-the roll-out of said charges must be timed properly to have maximum impact on 2020 elections.

            It’s on;y 19 months until the 2020 Prez election. The DOJ could paper-shuffle this thing until then with ease.

        A grand jury is required it is a very frightening thing if you are a wrong doer involved in a conspiracy. It also slows a careful and thorough establishment of the elements of a crime. Our system of justice is a very frightening force if it turns its attention to you. Just ask the associates of Trump caught up in this hoax. Time to go on offense and I wouldn’t want anyone else as captain on my team than Trump…and Barr is a pretty good QB prospect.

          Also, in writing there’s something called “inverted pyramid” style

          Building a story like building a pyramid from the ground up is akin to telling a detective story with all the preamble leading to a final reveal or conclusion.

          Inverted pyramid is starting with that conclusion and then working down to fill in the base.

          There’s a technical writing style called “STOP format” that adheres to the inverted pyramid style. I’ll search for an example and post it, but I got something on the stove just now.

        Connect Carter Page to Mueller through the Buryakov surveillance. No way Mueller did not know about Page facilitating electronic surveillance of Russian intelligence inside the New York consulate. He probably signed off on it. Which means he knew Page was an undercover FBI employee and that the central premise of the original FISA application and the 3 renewals was fraudulent.

I seem to recall news stories about Hillary asking President Obama to “shut it down” – meaning the investigation.

          But Barr has the option to “split the baby”, a phrase often used by judges to mean create a compromise that allows both sides of a dispute to win. My guess is that the politically well-protected plotters have already cooked up a plan to set up their underlings to take the fall. There is too much evidence in the public domaine for Barr to do nothing without the right’s base burning down the DOJ. Likewise, leftist violence will ensue if anyone tries to take down His Royal Highness Obama. They may go as high as McCabe (who, as SD has demonstrated, threatened in his book to take down Mueller and Rosenstein) or even throw Comey under the bus before getting too close to HRH Obama’s orbit where everything was done “by the book”.

            Austin probably has it right. The past predicts the future. In 2009, Comey ‘s friend and now current attorney Patrick Fitzgerald was investigating the attempted selling of president elect Obama’s Senate seat by IL Gov Blagojevich. Mueller was head of FBI. Blago was being wiretapped (sound familiar?). Fitzgerald who was the special counsel who nailed Scooter Libby for lying to the FBI. Anyway Fitzgerald pulled the witetap suddenly…if I remember it correctly…prematurely…I wondered at the time if the wire tap was getting too close go someone ig shouldn’t. Blago was indicted. He was all over TV claiming he did nothing wrong. Then suddenly Blago shut up, went to jail and has been a model prisoner. I don’t think anybody else went to jail. Jesse Jackson’s son might have been involved…can’t remember details…but i think Jackson’s son lost his House seat and went into treatment for mental issues.

            So stands to reason some lower level person will be scalded…probably Page, Ohr, maybe Strzok or Priestap. Maybe as high as McCabe who might be persuaded a la Webb Hubbell back in the 90s or Blago in 2010 to go quietly…

    So if Flynn was the subject of a FISA warrant during the transition, and Trump was not under investigation, why didn’t Comey tell the President-Elect that Flynn was not a suitable candidate for Nation Security Advisor given that he was under investigation. Why was this information not included in the Presidential Daily Briefings? All of this business requiring FISA Warrants was related to *National Security*. Once again Rosenstein, as did Comey before him states implicitly through the referral that TRUMP IS NOT UNDER INVESTIGATION.

    On what basis did the federal employees withhold national security information from the President of The United States?

        In her book, Sidney Powell describes the last day in jail of one of the Enron people – his jailers tried to hold onto him by taunting and pushing him so he would strike back so they could call it a new crime and put him back in his cell. That seems to be how Mueller’s team was treating Trump. Accuse an innocent man, then push shove scream threaten his family, and if he does anything but keep his hands at his side eyes straight ahead… Gotcha

        But according to these documents TRUMP was NEVER the subject of the counterintelligence investigation. Three members of his campaign were. Obama wasn’t the subject of the Hillary email investigation. That can’t make him guilty by associaltion without naming him as a subject of the investigation. To this day they aren’t accusing him of obstructing an investigation into him, they are accusing him of obstructing an investigation into Russian interference into the election, an investigation he should have been fully appriased of. They can’t have it both ways.

          Not when the DOJ didn’t formalize it within the scope memo. Trump himself was never under investigation. I can’t imagine a statue that allowed them to withhold information from the President of The United States when he wasn’t under investigation, hence the SMS message “we need to lock redacted in a FORMAL chargeable way” which never happened. The unofficial investigation into Trump never actually became a formal investigation into Trump. Ever. They were formally unjustified in withholding information from a counterintelligence operation from the Commander in Cheif.

      By documenting the Trump was under suspicion of collusion, they were able to justify lying to him. This was a ruse from the gitgo to hide all of the dirty deeds they were perpetrating prior to his election. Once he was elected – they were at risk. So to protect themselves, they concocted this scheme to bring him down.

      Nobody but his voters had any respect for President Trump. That was obvious in every nuance of this whole scenario. Even though he has been one of the best Presidents, (considering the pushback he’s been getting), he was never afforded the respect due a President of the United States.

      Is it possible Mrs Ohr pulled this info, possibly dating from her original ham license, and was looking for a way to launder it into the FBI not going through Bruce – to close and obvious- hence her seeking out someone who had a story already crafted where her info could be inserted without a great deal of re writing, to make it appear it was obtained while she was at GPS and Steele was brought in to rinse it so that could make it appear to be coming from a source outside NSA but in actuality it was all pulled by “in house” ?

The swamp smear machine is the three letter govt agencies, the front companies and the media all in cahoots. I’m sorry the first amendment to the US constitution ( if it still exists) does not give the media the right to lie. They all need to be held accountable. If you “knowingly” perpetuated crimes against the United States Govt. you must be held accountable.       Again: as if the dossier, and a lot of the media reporting from early 2016 on, all came from the same script.

      Very little that the Russians reportedly said sounds like the Russians would have said it – at least not with a straight face. Too much of what’s in the dossier does nothing more than serve to confirm the suspicions raised by reporting in the U.S. media. It’s hard to pick one thing that the whole dossier comes off like. But here’s what it doesn’t come off like: intelligence.

      She thought it was fake from the get go, and that it was written simply to reinforce the memes already put out by the press. She also suggests that it sounds like a put up job by Soros and his left wing buddies all over the world

      So, therefore, it is just one hop so to speak to the prime mover…our own (ie Barry’s) intel people. The entire thing was just one more massive gaslighting of this country, using a fake story and a credulous and socialist press to echo the themes for months…and then with a little help from a few dozen loyal Barry soldiers to create an investigation that took the first two years of the Trump presidency.

      Simpson hired Nellie Ohr to work for his firm as a researcher in October 2015. It was at this time that Fusion GPS was retained by the Washington Free Beacon to engage in research on the Trump campaign.

      Why did the FBI need the insurance policy? Rodgers people were conducting an audit of 702 searches that went back 6 years. The FBI could have gotten wind of this audit. Questions must have certainly come up as to who these private contractors were prior to making it to Colliers FISA court abuse opinion.

      It would be great if we had a timeline of the audit and when the FBI/DOJ might have gotten wind of it. That could be a very important piece of this puzzle.

    I suspect that, as a matter of course – even in “straight forward” investigations – the the US Government will routinely create “parallel investigations” in order to cover up just how much electronic communication/information is being gathered on US Citizens on a daily basis.

    They take the info they get from the NSA databases (run by Rogers) and then launder it through a third-party so that they don’t have to present, in court, the real source of their information – i.e. massive electronic eavesdropping on US Citizen’s daily communications.

    What Brennan did with Steele was not some masterminded feat of deception – it was just business as usual….

The NSA is part of the military and has competing interests with the CIA. Why didn’t Snowden reveal the CIA’s project HAMMER, which is the CIA’s ultimate spying tool. The CIA knew the NSA could spy on their activities and wanted the NSA wrecked. The NSA hacking codes were released after the Snowden reveal and it almost worked.       Even Steele’s adding outlandish nonsense to the dossier was a calculated move. It gives it the veneer of third-party sourcing, and hides nuggets of information that could only have been obtained by electronic surveillance by a government.

      It wouldn’t surprise me if we were to learn that Fusion GPS is a de facto arm of US Intelligence Agencies – and a large part of it’s revenue is “earned” by laundering information obtained by the US Government in order to conceal it’s real source.

      That only goes so far in this case. I’ve researched for criminal cases wehre FISA warrants appear, and as far as I know, there are ZERO. SO, the entire point of FISA warrants is to support the FISA system, which is osentibly “control” or regulation of government snooping. The higher the volume of these secret warrants, supposedly the more regulation is going on.

      The whole FISA system is a sham to support the illusion that the government practices restraint in use of snooping.

      Not to say your “parallel construciton” system doesn’t operate, it does. My point is just that in the “spy on Trump” case, the parallel construction uses FISA. In most cases, the parallel construciton uses regular magistrates and warrants that eventually become public. The government violates the 4th amendment all the live long day, and as long as a parallel construct exists, the violations are not even detected, let alone pose a risk to a criminal prosecution.

Parallel construction is the name of the game for law enforcement from the local PD, Sheriff, State Police, State’s Attorney up to the FBI.       What other reason could there possibly have been for Mueller to “accidentally” leave his cellphone (most likely recording everything) at the White House after his meeting with POTUS when Rosenstein brought him (Mueller) in as a possible candidate for FBI director?     What’s becoming more abundantly clear to me is that our government for many years has weaponized the Intelligence Agencies to: bring down political opposition, destroy dissenting voices, blackmail and extort judges, CEO’s politicians, lawmakers, etc.

    It’s very possible that part of the reason they were spying on everything Trump was because they would be able to “control” him and negate the MAGA agenda if they were able to find something blackmail worthy on him.

    I also think that everything that was on Carlos Dangers laptop was blackmail material that Hillary and Obama had used and kept as a database to control everyone.

    What do you think would happen if the American people were to find out the depth spying, blackmail and corruption that has been used to maintain power?

    There would be politicians drug out of their houses and executed by sun-up tomorrow. This is in my opinion what they are really hiding. Does anyone really believe this started after Trump came down the elevator?

    Think about these things:
    1. SCJ John Roberts : Blackmailed for favorable Obamacare ruling.
    2. Ted Cruz: Pictures and talk of his affair suddenly come out
    3. Herman Cain: His affair conveniently “leaks out” when he was getting to popular.
    4. Mitt Romney: What do they have on him that he “surrendered” to Obama.
    5. General Petraeus: His affair conveniently leaked and he was blackmailed into silence with the calendar schedule ( classified info ) used against him because he knew too much.

    My point is that our government has been using the IC to spy and collect harmful material to use as they need it. The only reason it failed with President Trump was because they couldn’t find anything on him to first, destroy him and when that didn’t work, control him.

    What does someone do when they have nothing? They make things up.

    Trump- pee taped= made up.
    Trump-Agent of Russia = made up.

    I really don’t know if President Trump could allow the complete truth to come out without there being mass blood shed. And all Americans that would “act” upon the truth coming out would be completely justified, especially the ex military that have sworn an oath to defend against all enemies foreign and DOMESTIC.

Rosenstein and the rest were SO dirty that they knew that if Trump wasn’t neutered or removed, they were looking at major prison time. So, they they basically had no chose by that time but to go all in on the conspiracy and try to remove Trump. Honestly, I think the”lock her up” chants and Trump vowing to put Hillary in prison terrified these people more than we’ll ever know, hence the scheme to frame and remove a president.

    They had nothing to do with a crime of conspiracy with Russia to hack computers. Therefore, this was outside his jurisdiction to act as a prosecutor. This activity was invalid, and any evidence seized from these search warrants should have been excluded as well as any investigative fruit from that poisonous tree.

    But Rosey fixed it by back-dating it for his pal Mueller.

    We the Patriot community labor under an outmoded Madisonian bias, a presumption of unitary sovereignty. Trump has played the role of wise fool. He’s the Madisonian standard-bearer of the written Constitution. He’s covered explicitly by the paper. Unvetted and unbeholden to the Trumanites, he can pretend the division of sovereignty never occurred.

    ‘In reality’, we are under the sway of a double government and dual sovereignty (see Michael Glennon). The so-called Trumanite Network (birthed by the 1947 NSA Act and further consolidated under the Patriot Acts) has, through narrative co-optation (MSM) and the patently ‘unfair’ tool of surveillance, enjoyed most-favored-sovereignty status over the Madisonian Institutions. Madison has become subservient to Truman.

    This whole ploy has been a cat-and-mouse routine wherein the Trumanite Network has sought to feign its continued subservience to the Madisonian transfer of power. Alas that’s all ornamental pomp and circumstance now. Whereas the Trumanites are a permanent installation. Moreover they’ve never had to cover their tracks before in the post-Truman era. So their efforts, particularly during the post-election coup phase, have been haphazard and sloppy. They’ve also surfaced themselves to an alarming degree.       The Trumanite Network is working under the auspices of an undisclosed sovereignty which allows them to feel more ‘forward-looking’ than ‘corrupt’. They are the domestic arm of a Five Eyes transnational enterprise which, had the sixteen-year final roll-out not been invaded by a exogenous President, would have evolved into complete power.     We probably should know more about Ed O’Callaghan, Rod Rosenstein’s right hand man. He was the man with the beard standing on the platform with Barr and Rosenstein at the press conference. He is said to be the person under Rosenstein who supervised the Mueller probe.

      NOW. Why I couldn’t sleep. The 40 FBI agents
      has been on my mind. I want to throw a new
      thought out about those 40 agents, now the dust
      is settling.

      How many of them were in field offices? The FBI
      has 56 field offices. Think back to all the occurrences
      that were going on during the primaries. Remember
      the thwarted assassination attempt at the Dayton Airport?

      That would be the Cinncinnati field office. The same
      area that covered for Lois Lerner a few years prior.
      Doesn’t matter that it was a “different agency”, It’s
      the mindset you notice.

      Remember the cancelled Chicago rally? Chicago
      field office’s jurisdiction.

      And, then there was the debacle where the southern
      California police herded Trump supporters through their
      attackers. San Diego Field office.

      By what I’ve read and observed, I’d throw New York,
      Newark, Baltimore, San Fransisco into the mix of
      possible other field offices that would be in consideration.

      So. Maybe we might consider all the “hinky” occurences
      that seemed to continually pop up during the primaries
      and after the election. And see what field offices might
      have been involved. If this was the M.O., it would also
      be a way that the big boys got to hold onto more of their
      billable hour 30 million. All the savings in air fare from
      not having to fly those 40 agents around.
