Perhaps it’s just because the election is only a few months away, or perhaps it’s because President Trump’s trade and economic policies toward China were always the right approach for the USA. Whatever the reasoning, the Biden administration is now proposing to use tariffs against China just like President Trump.
There’s a hidden dimension to the Chinese EV angle that makes this claim a little dubious, I will explain after the topline big story.
Overall, the New York Times is reporting [SEE HERE] that Joe Biden and USTR Katherine Tai are likely to trigger massive tariffs against imported Electric Vehicles (EVs) from China, perhaps as much as 100% due to the low cost of Chinese production. Additionally, the Biden administration is considering increasing the tariff regime against imports of Chinese steel and aluminum in a bid to protect the American industry.
On the EV issue, this tariff approach is politically duplicitous by Biden against the backdrop of massive investment in Mexico by the three largest Chinese EV automakers. Last December the three Chinese auto manufacturers, MG, BYD, and Chery, announced they were going to spend billions building new EV manufacturing plants in Mexico. Each Chinese auto manufacturer was going to spend between $1.5 to $2.0 billion.
Those Mexican built Chinese EV’s would pass into the USA market under current USMCA trade rules and regulations, as long as they technically meet the material origination rules. This can make tariffs against the Chinese imported EVs a moot point, because China will be making them in Mexico (North American trade agreement).
One of the reasons President Trump said the U.S. auto industry would suffer a “bloodbath,” is specifically because the current Chinese auto companies are targeting these EV’s in the $10,000 or less range. If you want to see what it looks like when cheap Chinese EV’s start to flood a consumer market, visit Russia – the western sanctions have only increased this flow. I can see it clear as day.
China plans to pump out thousands of cheap, what I would consider semi-disposable, electric cars into the USA market. That’s why they have invested so heavily in Mexico. Keep in mind, Blackrock (a Biden benefactor investment firm) is enmeshed with this Chinese move.
This tariff claim by the Biden administration on “import Chinese EV’s” is optics only for political benefit. Whereas the 100% tariffs proposed by Donald Trump specifically target Chinese EV’s made in Mexico.
(Via New York Times) – The Biden administration is set to announce new tariffs as high as 100 percent on Chinese electric vehicles and additional import taxes on other Chinese goods, including semiconductors, as early as next week, according to people familiar with the matter.
The move comes amid growing concern within the administration that Mr. Biden’s efforts to jump-start domestic manufacturing of clean energy products could be undercut by China, which has been flooding global markets with cheap solar panels, batteries, electric vehicles and other products.
[…] The long-awaited tariffs are the result of a four-year review of the levies that President Donald J. Trump imposed on more than $300 billion of Chinese imports in 2018. Most of the Trump tariffs are expected to remain in place, but Mr. Biden plans to go beyond those by raising levies in areas that the president showered with subsidies in the 2022 Inflation Reduction Act.
That includes Chinese electric vehicles, which currently face a 25 percent tariff. The administration is expected to raise that to as much as 100 percent in order to make it prohibitively expensive to buy a Chinese E.V.
[…] Mr. Trump has said he would escalate his trade war with China if re-elected and said this year that he was considering imposing tariffs of 60 percent or more on Chinese imports. In March, Mr. Trump said he would impose a 100 percent tariff on cars made in Mexico by Chinese companies.
The scale of the Biden administration’s tariffs, which are expected to be applied to Chinese electric vehicles, batteries and solar products, is not clear. The new tariffs on Chinese electric vehicles are not expected to apply to traditional gasoline-powered cars that are made in China, according to a person familiar with the plans.
[…] “My U.S. trade representative is investigating trade practices by the Chinese government regarding steel and aluminum,” Mr. Biden told steelworkers in Pittsburgh, referring to Katherine Tai, who heads the office. “If that investigation confirms these anticompetitive trade practices, then I’m calling on her to consider tripling the tariff rates for both steel imports and aluminum imports from China.”
The president added: “I’m not looking for a fight with China. I’m looking for competition — and fair competition.”
The U.S. solar industry has also been lobbying the Biden administration to impose new tariffs on Chinese imports as an influx of cheap solar panels and components has caused prices in that sector to drop by around 50 percent over the last year. (read more)
Stand back and elevate your thinking on this Chinese EV issue; the substance of it is a consequence of a much larger dynamic. It is somewhat of a self-fulfilling prophecy.
There is a cleaving underway, a dedollarization that continues in global trade. Nations are no longer relying (dependent) on dollars as the baseline for trade parity; they are determining their own nation to nation trade valuations outside the use of the dollar as a benchmark.
The result of this dedollarization taking place is massive inflation inside the USA that continues as the dollar (yellow zone) is weakened against the increasingly non-dollar-aligned world (grey zone). The frequency of dollar use is lessening as alternatives are being used.
Trade into the yellow zone still requires a benchmark of dollars, but bilateral trade within the grey zone increasingly does not. This is the root of the global financial and economic cleaving.
China is trying to position their transportation sector (auto, planes, trains and mass transit manufacturing) as Apple manufacturing is to cell phone use. Some of these Chinese electric vehicles are actually impressive, which makes sense when you consider that China steals the engineering and design elements from knuckleheaded western corporations who use China for industrial manufacturing (see Tesla etc).

I remember nearly 30 years ago writing to GM soliciting them to sell me an Impact. I had this forklift battery solar setup I’d been working on since PG&E set up their experimental solar farm near the shop. I was ahead of the curve. They wouldn’t sell me one. Oh, well. Fossil fuel until dead now.
One strategy I see as a probable squeeze on old car/ICE owners is pricing them out of existence through insurance and registration/smog fees. I don’t own any new vehicles; my newest turned 38 this year and the oldest turned 60. I’m seeing it happening already, not as bad here in Oregon but it was awful in California.
However, for we older folks on a limited income, it can be just as devastating. Forex, reg/title/insurance for one year on just one vehicle in the stable is more than the vehicle could sell for on the open market.
I can envision plenty of locals foregoing insurance and registration at some point. I know I will. I already did in CA. Middle finger to Communism. 🙂
We who plan to maintain 20+ y/o cars and trucks well into the future, are worried about spare parts supplies. I’d not be a bit surprised if the EPA et al decided to ban sales of repair parts for all vehicles over, say, 20 years of age. Junkyards will not be able to handle parts demand for long, either.
Small tool-and-die and machine shops here in western Ohio will make any kind of part needed for anything from raw steel or aluminum or whatever.
Some companies specialize in providing parts for antique vehicles, so it should be no problem keeping old cars alive, unless the Communists make it illegal to produce such parts!

For metal parts, CNC is mostly the way to go – like Ausonious mentioned above, find local tool and die shops that can do the job (make the replacement parts).

Yep, my work life was owning a manufacturing shop. When I retired I sold off all the big machines and can easily do what I want on a small single phase machining center. One can get into one, with tooling, for under 100 grand no problem.
CNC plasma cutters are pretty affordable now too. The beauty of a plasma cutter is it operates on shop air (and power of course) and can cut any metal. Very flexible and precise. Manual machines are pretty cheap now. The one I bought a couple decades ago was nearly ten grand. Now they’re a tenth of that, or less.
For vehicles though, inventory and donors (parts vehicles) are golden. In fact, a new voltage regulator for the truck recently took a dump and I pulled the 38 yo one off the donor to take its place until getting a replacement. Expect poor quality new stuff to become more prolific as things get worse out there.
IMO, in transportation, keep it simple. Simple is better. It’s also less visible and less likely to be stolen.
I have already stocked up on the consumable parts for my two ’97 vehicles; brake pads/shoes, belts, hoses etc.
The diodes for the alternators are in mylar bags, the rubbers packed in grease, etc.
As for insurance, I carry whats required (liability only) as due to the nature of my vehicles (big, slow, high visibility) and the wau I drive (conservatively) the odds of me having an accident are remote, the odds of it being my fault, remoter and the odds of me or mine getting injured (they are tanks, figuratively) remotest yet.
They currently price insurance and registration on blue book, and as these are old, their Bokk value is low, hence INS and REG. is low.
Works for me,..as my MONTHLY transportation costs are much less than many others, who are focused on MPG.

I’m no solar fan and the roofs you describe dot the CA landscape so much that bare roofs were becoming hard to find by the time I left last year, at least in the irrigated desert area I lived in.
I will say I bought two Harbor Freight panels to experiment with and a winter windstorm swept one of them off the pump house roof and onto the ground and the panel was undamaged and still puts out the same current as its twin. That surprised me.
The 100W panels weigh a bit over 20lbs each and it fell from almost ten feet up. Impressive. The marble sized hailstorms we had this past winter, a number of them, a rarity here, left both panels undamaged.

It can be a challenge, and costly, but IMO worth it.
Biggest challenge has been car parts for my old vehicles. It’s nearly impossible to get them sourced in USA save for NOS (new old stock) stuff. Being an old pack rat and having donor vehicles has helped but still it’s a challenge.
Working together we can squeeze the CCP, then apply the same squeeze to corporate America and the government. Economic warfare 🙂

Question on the yellow map on two countries in Europe: Norway and Switzerland.
Norway is not a member of the EU, but is part of the EEA. Their Krone is based heavily on the oil they produce. Are they truly a yellow country? They seem to be playing both sides of the fence pretty well.
Similar question on Switzerland. They have a strong economy and a strong independent streak. Will they go down the same economic path with the yellow countries?

I believe Sundance HAS covered this previously, I think in some of the first articles where he used this map, and was intriducing the concept.
What he said (paraphrasing) was there will be this “cleaving” into Yellow and Gray, but there will also be some “unaligned” countries that will interact with both.
Frankly, although India is the “I” in “BRICS” I see them as being one of these countries.
India cut deals to purchase a lot of oil from Russia, after the sanctions, and yet there is a LOT of commerce between U.S. and INDIA, and neither wants that to end.
If you look historically, there is a LOT of advantages to being in a position to be a “gateway” country, Turkey has been a gateway between Europe and the mideast, Ukraine between Western Europe and Russia, etc.
So, its Yellow Gray and “unaligned” or at least those countries able to trade with both.

And, they are the old lead acid flooded type batterirs, so will not end up in a landfill, being recyclable.
Yep, I still have a couple and the cross bike still gets used. Perfect for riding to town or tooling around on the forest roads and trails. I had panniers on it back in the day so it still has the rack. Very handy.
I use a ballistic helmet for a cycling helmet now. Heavier, but can mount gadgets and it helps against bullets and shrapnel as well as road hazards. Brave new world 🙂

I’ve noticed lately that, locally, the traditional (I’ve been running diesel vehicles and tractors for close to 50 years now) diesel to gasoline price differential has returned. Diesel is now a buck or more less a gallon than ethanol gas and about two bucks less than non-ethanol (clear) gas.
I figured the stuff that brings folks wood out of the forest where I live will be running on diesel for the rest of my life so see no reason to change now. It’ll be around.

Big drama over cars most Americans absolutely will not buy because they have no place to charge them, and even if they did we don’t generate enough electricity to charge them all, so for most of us they might as well run on unobtainium.
I’d be curious to see the local matrix. We’re hydro and power is under 8 cents a kwh. Transmission capacity would be the main limitation, especially out here in the sticks at the literal end of the line. It’s all 7200v single phase primary and the wire size is pretty skinny. Makes sense, not much load, even with most places being all electric (no NG, few LP).
Absent that, perfect place to experiment. Cool temps, cheap power. 100 mile range would be plenty. No way will I be forced into it though. No way.

I’ve been on the road nearly 55 years now. Only one person ran into me, now about a decade ago, full tilt from the side (ran a red). Destroyed her compact car but its engineering and airbags saved her life. My old diesel pickup? Engine never stopped running; I drove it away to the curb to clear the intersection. Maybe one day I’ll restore it. For now it’s a donor for its twin, my daily driver. Her insurance paid for the twin.
I purposely moved to a place where it’s rare to even see a vehicle, much less impact one. We’ve been walking lately and sometimes we’ll walk the canyon roads for 90 minutes and never see a vehicle; one exception has been dump trucks hauling dirt from someone’s new building site in the dunes.
My first new vehicle, made in Kansas City, didn’t cost much more than that ten grand EV being talked about here, in that era’s money. I paid cash for it. I took care of it. I still have it 🙂

The OBD1 computer cars weren’t bad, but with OBD2 they became unservicable.
I own examples of multiple eras; pre OBD-1, OBD-1 and a couple mechanical diesels. Nothing newer than mid-80’s. This weekend I get to brush up on tuning up an old point and coil ignition system. I think the condenser has gone bad. The boxes of spare parts are on the workbench right now 🙂
