Public Policy Polling released another poll today (full pdf below) reflecting the status of the IOWA GOP primary race.  According to the poll Donald Trump retains the lead with 24%, while Ben Carson carries 17% and Carly Fiorina holding 13%.

Given the call by Scott Walker for his low-polling colleagues to exit the race, it becomes an interesting exercise to see where their supporters would go in Iowa if this was to happen.

You can see that 19% Walkers supporters would go to Fiorina, 15% toward Marco Rubio, 10% to Jeb and 10% to Donald Trump, etc.
This is the type of internal polling data that GOPe Road Map Strategist Karl Rove uses as he maneuvers the entire landscape trying to pull off “Operation Hummingbird“.
Rove’s best play to get rid of Trump is to surround him, literally and figuratively, with Carly Fiorina and Marco Rubio (hopefully prior to the next debate).  If he can pull this off then the original road-map kicks back in and Fiorina/Rubio plow the field to keep Jeb in position.

In the chart above (or on page #12 of the pdf poll data) look closely at where Jeb’s support goes (in Iowa) if he exits the race.  The biggest benefactor would have been Scott Walker at 19%.  Meaning 19% of Jebs supporters would have gone to Walker if Jeb quit.
However, only 4% of Walker’s supporters would first choose Jeb. So who does benefit the most from Walker’s exit?
Look at the chart.   It’s Carly Fiorina.
This is how “Operation Hummingbird” goes from strategy to reality.

In order to get back to the road-map the GOPe must first eliminate Donald Trump.  The current method to remove Trump is to advance Fiorina and Rubio.  Operation Hummingbird seeks to put Fiorina into 1st, and Rubio into 3rd where they can squeeze Trump.
The timeline is to complete this part of the plan is most likely “by the next GOP debate”.  If successful, the ultimate long term goal (the original plan) is to get this outcome:

Just about every Rovian trick in the book is being deployed to deliver this outcome.  Those who watch closely will find it easiest to spot on FOX News (Murdoch, Ailes, Rove).
Remember, the audience is the “Republican Primary Voter”.  As such, Fox News will promote positive messaging about Carly Fiorina and Marco Rubio in an effort to move public opinion and polling data toward the objectives of “Op-Hummingbird”.

In 2014, the RNC approved selection rules that govern how each state’s delegates are portioned out from the primaries. Under one of the changes, states holding their primaries between March 1 and March 14 will have their delegates doled out proportionately with election results, a change that will likely stymie a movement candidate.

States that have primaries on or after March 15 will be winner-take-all states.
That’s important because another RNC rule change requires that a candidate must win a majority of delegates in eight or more states before his or her name may be presented for nomination at the 2016 Republican National Convention.

With 18 GOP presidential candidates, for now, it will be that much harder for any candidate to win a majority in any state, let alone eight. (Article July 2015)

GOP-versus-Tea-PartyNow, ask yourself, why would the RNC want to “stymie a movement candidate“? Who exactly does that benefit? Obviously, the “non-movement” candidate, ie “the turtle“.
Isn’t the entire reason for campaigning in Iowa, New Hampshire, South Carolina etc. to make a movement/momentum?
In addition Rule #40 changed in 2014 from previously five needed state wins, to a newer threshold of eight (8):

Officially, it’s Rule 40 in the RNC handbook and it states that any candidate for president “shall demonstrate the support of a majority of the delegates from each of eight (8) or more states” before their name is presented for nomination at the national convention. (article March 2014)

Again, ask yourself who does this benefit? A candidate can win seven states outright, and still not have their name presented for nomination?
These rules were made/affirmed in 2014 – Who or what exactly was the GOP concerned about blocking in 2016 that would necessitate such rules? When combined with other rule changes you can clearly identify a consolidation of power within the RNC apparatus intentionally constructed to stop the candidate of the GRASSROOTS from achieving victory.
