It should be transparently obvious by now. Ukraine President Volodymyr Zelenskyy has shifted his tin cup strategy from directly asking for money, to presenting himself as the world’s leading arms manufacturer. In essence, Zelenskyy has drone pencils in his tin cup.

Earlier today Zelenskyy said, “President Trump and I had a meeting where we discussed general matters. After that, our negotiating teams held a separate, long meeting. The agreement is as follows: we will brief the European side and discuss these details with them; the Americans will speak with the Russians; and in ten days, we will come back with views and results in some shape or form.
As for a trilateral Ukraine-U.S.-Russia meeting, the American side proposed preparing it and meeting at the technical level. We are waiting for the United States to propose a date. The United States proposed the United Arab Emirates as the venue for such a meeting.

Now put the lead-in paragraphs as an overlay against that statement. Zelenskyy wants to organize his corrupt financial system, specifically the income aspect, around Ukraine as the world’s leading arms dealer.
Obviously, this business model provides numerous benefits for everyone inside the Ukraine govt operation whose lifestyle and affluence are dependent on the inflow of massive amounts of money.
If Zelenskyy can get the Patriot Missile licenses, then he can expand his business operation to build and sell Patriots’ to Germany (have been begging for them) and beyond. Zelenskyy becomes the EU hub for EU-NATO arms manufacturing and production. He’s not stupid. If the USA pulls back from EU-NATO, Zelenskyy steps in to fill the void. That appears to be his overall plan.
Put that perspective into the overview and consider how Russian President Vladimir Putin reviews the future landscape, against the background of increased calls for a negotiated ceasefire and/or peace agreement.
Do we think Putin wants to accept Ukraine as a major producer of NATO weapons, right next door? Not likely. As Zelenskyy seeks to expand his business model, it’s exactly the opposite of what Putin/Trump would view as steps toward a settlement of hostility.
Zelenskyy has asked his benefactors for another $27 billion toward his expanded operations. However, as internal NABU corruption investigators keep finding massive amounts of siphoned cash in the offices of his officials, ex. recently discovering over $140 million dollars in cash hidden in Arsen Zhumadilov’s offices, the EU-NATO partners are telling Zelenskyy the optics just don’t look good.
An interim distribution of €6.6 billion has been approved. After paying indulgencies to the Ukraine govt insiders, there should be around €5 billion for enhanced economic support, which includes funding the Ukraine headhunters to scour the countryside and conscript those unwilling to pay fees to avoid the meatgrinder.
Meanwhile, South Korea is furious at Zelenskyy for giving a speech at the United Nations where he told the world two North Korean soldiers were captured on the battlefield and handed over to South Korea.

Having a license may have restrictions, and may not include the technology necessary to produce the Patriots. For example, having a license to produce arms that cannot be sold to certain countries, and also consider that these are strictly defensive, so they will protect Europe against non-existent attacks, but could protect Ukraine makes some sense.
Also, the license pays the US without any need to produce anything or sell any Patriots. So, you want some, buy from Z.

Um, I doubt the Russians will allow a Ukrainian arms industry to flourish, unless of course the AD weapons are combat tested the moment they roll of the production lines. Pipe dreams, for a nation that has lost half its modern warehouse space, is incapable of producing steel, or defending its airspace or has command of its territorial waters.
As for Patriots, they are largely defensive systems, which are mobile in name only, and need to be part of a fully integrated AD system, which Ukraine is still lacking. They also don’t affect the war’s direction strategically (they can’t save the thousands of Ukrainian troops in the pockets that are developing, for example, around the Kharkov region), whilst keeping the DS from triggering their Russia 3 redux operation, which the MSM have pre-written on their laptops.

Regarding his plans to build Ukraine into an international arms building and sales hub: It appears that he has studied the Minnesota Somalian childcare / learing center model and will run it with comparable efficiency. Maybe I greatly underestimated the Ukrainian people on the subject of manufacturing missiles. My Nespresso machine was made in Ukraine. That struck me as odd. But there must be a big difference between coffee machines and Patriot missiles.
The U.S. Army sold surplus M1 Garand rifles for years through the civilian marksmanship program. Other countries have surplus arms inventories as well that may be routed via Kyiv. France has a substantial inventory of WWII rifles in excellent condition that have never been fired, but dropped once.

Not much of it can be made in Ukraine, otherwise we would be reading about Russia attacking and destroying factory after factory. The factories under Ukraine’s control are likely all located in EU countries where the Russians cannot get to them, such as Slovakia where many of the drones are being made. And being located in EU countries means they may have a legal fiction of being Ukrainian, but actually are under EU ownership. Ukraine basically has no economy right now and depends almost entirely on outside money for everything. The growth in arms manufacturing Z claims credit for is not being done by him.
And all those ‘think tank experts’ he is thanking should be considered proof Z does not want peace. They are the crowd that has been promoting expansion of the war. They have not been promoting peace.

IF President Trump commited as quoted, his verbal statement came without attached instrument. Under 22 CFR §124.1(a), production rights for a controlled defense article require a State Department-approved Manufacturing License Agreement between DDTC and a US person [1]. A presidential statement is not that agreement, and it starts no regulatory clock.

Maybe the US does NOT grant the Ukraine a license but grants one to another Eastern EU member.
EU Member States have agreed on the terms for releasing €6.6 billion European Peace Facility funds for Ukraine.
That’s good news for Ukraine and bad news for Russia.
€900 million are for the EU’s Military Assistance Mission for Ukraine. €1 billion will fund new joint procurement of equipment. And €4.7 billion will reimburse Member States, with some already saying they will channel their share to Ukraine.
Moscow’s hybrid attacks try to intimidate Europe into scaling back its support for Ukraine. Europe is doing the opposite.
Why do we have to deal with Zelensky anyways? Why can’t we just cut out the middleman and negotiate peace in Ukraine directly with the EU? Seems a helluva lot easier.
