The State Dept and CIA now organize the U.S. conflicts (Libya, Egypt, Sudan, Yemen, Syria, Afghanistan, Venezuela et al) and tell the Pentagon where to go. If the Pentagon secretary of war is reluctant to participate, the DoS use NATO Supreme Allied Commanders to conduct the missions (see Libya).

Last night the Ukrainian government, in close coordination with the U.S. State Department, tried to establish a position for NATO intervention based on false stories of a nuclear power plant meltdown (Zaporizhzhia) in the southeastern Ukraine city of Enerhodar.
As a result, the Biden manufactured ‘wag the dog‘ scenario, a fabricated ‘Russia invading Ukraine‘ premise by the White House, U.S. Dept of State, Pentagon and intelligence apparatus, needs to come to an end quickly.
It is the Obama-Biden foreign policy team that is creating anxiety over the potential for Russia to enter Ukraine, not our NATO allies. If we end up in a conflict in Ukraine, it will be because the professional political class in Washington DC want us to be in a conflict in Ukraine, not the American people.
