Arc furnaces are good at melting down old steel for recycling into batches of reforged steel. Wouldn’t necessary meet the full demand for steel products by recycling only old steel though.
Recycling old steel into a fraction of a batch of new steel is easier than making completely new steel from scratch. Still need to add a few things to the mix like carbon in the form of coke or small amounts of vanadium or other to get the right specs for the intended alloy.

Reminds me of some companies that go out to locate old WWII wrecks to recycle the steel. Turns out that old steel is a valuable resource as it had not been exposed to all the fallout from atmospheric nuclear testing during the Cold War. Namely, Carbon-14.
