The White House Office of Trade and Manufacturing released an extensive report this week identifying the major nations who enable China to transship goods into the U.S market in an effort to avoid tariffs. [REPORT HERE]
Within the report several nations and regions are identified as being used by Chinese manufacturers to avoid U.S. customs and duty enforcement mechanisms. However, both Canada and Mexico are cited as primary enablers of the process.
The issue strikes at the heart of the problem identified long ago with the NAFTA agreement, and the problem only worsens when the USMCA provisions on country of origin are not enforced.
When you remove oil and lumber, the majority of Canada’s manufactured exports to the USA contain Chinese component parts and this has been the source of much friction in the current trade negotiations. The manufacturing supply chain within all free trade agreements only works when the source of component goods is accurately recorded.
CANADA – […] The report released Thursday from the Office of Trade and Manufacturing Policy — titled “The Great Transshipment Scam” and featuring a timely image of a Trojan horse on the front page — accuses China of routing their exports through third countries with more favourable U.S. tariff rates.
An estimated 40 countries, including Canada, comprise a “shadow transshipment network” used by China, the report argues.
“In plain terms, illegal transshipment is smuggling disguised as trade — fraud cloaked in paperwork — and, in truth, nothing new,” the report says, adding what has changed is the “breadth, depth, and sophistication” of China’s network. (more)
As USTR Jamieson Greer continues meeting with Canadian counterparts, the core issues are unresolved because -in part- Canada is incapable of reconciling the problem. The Canadian team have reported their intention to remain in the U.S. through the weekend hoping to continue negotiations. However, there is little optimism so long as the great pretending continues.
President Trump and USTR Greer have continually said they want Canada to go and seek additional trade agreements with other countries, in part to break the dependency on the USA and in part so that Canada can learn the lessons of reciprocity.
For several decades Canada has used their access to the U.S. market without reciprocity. In fact, one of the great admissions by former Prime Minister Justin Trudeau was openly telling President Trump their unilateral trade reliance was not something the Canadian government was capable of correcting. This led to President Trump remarking that if Canada is going to act like a state inside the U.S. economic system, then Canada should become the 51st state.
The issue is seemingly irreconcilable, and the Canadian govt continue to gaslight the Canadian people on the core issues at the heart of the matter.

Manufacturers may or may not have learned their lessons, when I was in the car biz in the 90’s the mexican built Buick Centurys were constantly under recall for things the US built ones were not, I would guess they were using cheaper items sourced from chyna and the like (MX labor too). That sort of thing cost them Millions or even Billions of dinero’s & government reporting & interference which is something that every company I ever knew wanted to avoid at all costs.
Ultimately it depends on the bottom line of cost vs benefit & only the corporate pencil pushers know what that is & that is a HUGE complicated equation to find out the answer.
Perhaps the only way we will know is to require a Monroney sheet on such things. Otherwise who would know? This has been going on for a very long time.

I bought a jet powered Kayak this year from a brand new manufacturer in CA. He tried to buy as much parts as he could from USA manufacturers, but on some of the stuff he could only buy from China because they were the only country who had the necessary fabrication on some things, and yes he had to pay extra for them because of the tariffs, and his shipping dates got pushed back because of the supply chain issues it caused, but I am happy with the finished product and it fit my needs perfectly.
Your experience shows that it’s not a black and white issue. In the end it’s a satisfied customer not only based on price but quality.

Others function as logistics-side nodes, where the principal activity is not manufacturing but routing, consolidation, warehousing, documentation changes, re-invoicing, relabeling, or re-export under new paperwork.”
The focus is on violators who ship stuff from China after contributing minimum value add themselves.
Canada falls into the Tier 1 category where they do have their own industries, they also have industries that use China-sourced materials, but they also have scam industries that only pass Chinese-made stuff into the US using Canada’s favorable tariff status. Canada hides their scams behind their legitimate industry.
According to the report: yes, Chinese parts/components are part of the risk analysis. But the report does not specifically single out “U.S. manufacturers” as a separate category.
The report does include Chinese inputs, components, ownership links, routing histories, and claims of substantial transformation in its analysis. So any manufacturer or importer using Chinese components could come under scrutiny if the issue is whether the declared origin reflects real transformation or just tariff evasion. But using Chinese parts is not automatically illegal. The key question is whether the origin claim is truthful and whether substantial transformation actually occurred.
Manufacturers should pay through the nose if they set factories in China to export to the U.S.

As a Canadian, my feeling is that annexation is more or less inevitable. There simply aren’t enough barriers in place against it, and too many historical trends favouring it. It might not necessarily happen within our lifetimes, but it will happen, eventually.

Many warehouses have an ‘area’ set aside for items to be located in the ‘bonded warehouse’ area, separate from other products. I don’t know much about the concept, I had come across it maybe a year ago…when buying a new carpet cleaner…the date on the box showed the warranty would be expired…hence the extra offer of product insurance at check out. Bad enough to pay current price for an outdated product…and then for product insurance?
A bonded warehouse is a special warehouse space where foreign-sourced goods can be temporarily physically positioned inside the USA, but for customs/legal purposes they never formally entered the USA. It allows importers to temporarily store goods close to US markets but not pay the tariff until when they are about to be sold (time and place utility.) It can be a separate facility or even just a separate space inside a normal warehouse (like a secure room or even just a locker.)
It’s analogous to taking an overseas airline flight that connects through a third-country airport. You can be physically on the ground during the plane change but as long as you don’t leave the controlled part of the terminal its like you never “entered” that middle country where you had the layover. You don’t need to process through their customs or immigration unless you leave the terminal. You only need to do that at your final destination.

Surely with all the computers going into all these AI Data Centers, WE (the US Government) could code up some algorithms that take a lot of data-bases from the various federal agencies and formulate an “Economic Policy” for every country in the World, and recompute it every few minutes while conditions change. If all that physical production capacity moves to China and no longer exists in the US or rest of world then China can make anything they want and the rest of the world can only buy stuff they need from China.
Plus Carney set up a clearing bank for the RMB during his time as Bank of England Governor which dramatically increased their financial opportunities and power globally.
And he had a hand in optimizing the Canadian banking sector and regulatory framework for money laundering prior to that when he was Governor of the Bank of Canada.

In 1997 when Britain gave up its 100 year lease on Hong Kong, many of the rich fled to British Columbia. They were British subjects so they could easily get in. Housing prices in Vancouver went through the roof, making it very hard for the locals. Property taxes have increased 43% since 2019 and population is growing faster than the economy.
Then the Indians came and bought up all the farmland. I’ve never seen so many huge greenhouses. Then lower BC became almost overwhelmingly Chinese and Indian immigrants. The Indians drive the big rigs over our Northern border. I have heard that China is sending military to BC also, although I’m not sure if it’s true.
The Epoch Times has a map of Chinese owned farmland in the US. The county next to the Peace Arch at Blaine is dark red on that map. Seems like a prime smuggling opportunity to me. But I’ve noticed that the Canadians up there think that they are so much better than the US. Because they have “free” healthcare. And orange man bad.

I grew up in Skagit County and we used to go across the border a lot when I was young, for picnics and stuff and go to the Peace Arch and go to Victoria on the ferry, etc.. I remember the border then and the last time I went to Victoria my mother had forgotten her ID and the Canadian border guards said well do you have a picture of a monkey or something and she said oh yes I have a picture and they said that’s fine. Go ahead. But they wouldn’t let my brother-in-law in because he had had a DUI and they knew it. Very strange. But they finally did let him in if he gave them a $300 bribe.
I’m sure that the border is totally different now. I used to cross it to go to Bridge tournaments and play Bridge in the Vancouver area quite often. The crossing the border used to be just an easy thing. Now my brother, who lives in Bellingham says that if you drive up to the Crossing, they know who you are before you get there kind of interesting and I’m glad the security is much better than it used to be.

Nearly half a million jobs lost in the USA. Because China and Canada, Mexico and Vietnam cheats. China floods the US with cheap goods and govt subsidized goods which destroys trade. This practice is cutting off BILLIONS off trade from the USA. They do it through Canada, Vietnam, Mexico, why? Because Canada and Mexico lies and says those products are made in their respective countries when we all know products were made in CHINA.

1). It was an AI tool that was able to easily identify this fraud. AI can be used for many good things.
2). I had no idea that America has been so used and abused globally for decades. I am so grateful for President Trump and his Administration for exposing all of this.

When I came here from England 30 years ago I worked with Liberal elites in Canada (mostly Ottawa, T.O. and Vancouver) and Coastal elites in the US, often at board-level, in big FIs and big consumer sector companies. I was amazed at how most of these Canadians looked down on or even despised Americans. And neither group worked or socialized with the lower classes. Not what I expected.
12 years later I switched industries and for the last 16 years I’ve been working with owners and management of mid-sized manufacturing and service companies, across Canada and in what the elites arrogantly call “flyover America.”
These seem to me to be the real Canadians and Americans that I expected to find. Solid good-hearted, hard-working and mostly Christian family types. Salt of the earth. They have a lot in common between the two countries and respect each other.
But the last several years, TDS has become the overarching obsession of the first group above, and because the MSM and pollsters here are entirely bought and paid for by the Liberals, it’s infected most of the population.
Not sure if or how Canada can survive now.

Alot of what USTR Greer says makes sense, but it is not accurate that Canada had free access to the U.S. market for many years. To take the most obvious example, lumber and other wood products have been tariffed since the 1970s.
I think the trade talks will fail.
They will fail because the Liberal government in Canada wants them to fail. Their negotiations are merely window dressing to fool their own people and to provide plausible deniability to hold off their political opposition. If you interact with some of them many are saying “wait until the midterms” as if they think there will be a democrat controlled congress that will come to their rescue and US will once again allow them to screw us with no reciprocity. Obviously they don’t know how our government system works and they still have no clue that their own government is playing them.
There is, and always has been, a deep seated animosity towards America and Americans among most Canadians, both liberal and conservative. Some of it comes through via indoctrination in their schools and by their government controlled press, but those merely reinforce a feeling that already exists instilled by their upbringing in the home. Why? In my opinion it can be described in a word, ENVY!
Their normal line is that they don’t have a problem with America or Americans but they do with Donald Trump. That is BS.
Driving a big truck I made a lot of trips into Canada and back. Mostly in Ontario but also some to Quebec. I have been there multiple times while in the Service. Quebec, New Brunswick, and Newfoundland. Three times I ran crews from Cerline up into Ontario to do onsite lining jobs at a grain terminal and we were there for more than a week each time.
Not with all but with most interactions from entering the border, at the various places one stopped, to customers, one can sense it. Sometimes it’s blatant.
This attitude combined with the government controlled press, the lack of a Bill of Rights, and the Parliamentary government system allows their government to control them. To make Trump the boogieman responsible for the decline in their standard of living which is real. As I write this according to their own governments statistics 1/4th of all Canadians of working age are receiving some form of government assistance.
What is going on is clearly an intentional and managed decline! Despite promises to do so the current government has not even tried to stop the tariffs that the Provinces put on goods from other Provinces. They rely on US pipelines to get oil from Alberta to their east coast. They have not allowed their oil company to even build a refinery that can handle the sour, heavy crude oil that makes up about 80% of the total oil extraction from existing wells. It all has to come to the US to be refined.
With it’s relatively small population and massive natural resources Canada should be one of the richest countries per capita on earth like Norway is. But they aren’t even close.
I am not cheering this believe me. Why would any thinking American would want the country we share what is by far our longest border with to become a third world hell hole? Do I really have to tell you who does! The Globalists that are managing the decline of the UK and other European nations.

The only thing Canada ever had in common with Mexico is that they are both Chinese ports.

Its not hard to notice that Canada and Mexico have been the enablers of most of the ills that has happened to our country.
When Rockefeller/Kissinger/Nixon opened China this was the point, the USA would become the brain of the world and workers would move into the service industry. To achieve this they first had to kill off American Manufacturing, the death knell being NAFTA.
This is the proof of “that giant sucking sound” like a cancer it’s trying to survive, Canada is a willing WEF dupe.
Our leaders (such as they are, on both sides of the aisle) have allowed this situation to exist for many years.

And then there’s Canada’s dependence on America’s military to come riding to the rescue if someone attacks Canada. While not even getting close to maintaining their military at agreed-upon levels. They were supposed to spend 2%, but for years, Canada hovered around 1.3% to 1.4% of GDP.

Why doesn’t the United States just play a terror on everything coming across the Canadian border or that has a maid in Canada invoice then make those entities and countries prove country of origin to get a refund
I’ll be that one of the main reasons this went on so long is due to the fact those who’ve rep’d the US during so many years past were simply ignorant, lazy and just didn’t care – they were into what they saw as a kind of ‘glamorous’ position ( nice travel and accommodations, decent paycheck, sense of status), and just went along for the ride.
Now, USTR Greer and his team know what they’re doing, are top of the class in terms of ability and the Canadians are totally stumped. In fact, I wouldn’t be surprised to learn that the Canadians are learning things they never knew.
The clock is ticking towards November 2028 with the high probability of a major hick-up in November 2026.
