There is no member of the US Congress old enough to have been part of declaring a war. The last declaration of war was on June 5th, 1942. They would have had to been age 25 at that time to serve in the US House and so would be 106 years old today.
Now, How many US service members and their families have payed the Ultimate Price since 1942 without a congressional Declaration of War?
So no, Congress does not have the guts to declare a War because they would have to take the responsibility for it. So, they just have to fund a technical work around like the War Powers Act or tiptoe around the legality of a “conflict”, “police action”, “protecting our democracy over there, so we don’t have to here at home”, or whatever political euphemism they can get away with.
