In his defense, he did say “quote” before he butchered the line (which was supposed to be “the Coast Guard is the hard nucleus around which the Navy forms during times of war”, but he didn’t bother telling anyone who, specifically, he was quoting.
By the way, I tried to join the Coast Guard but they rejected me. I’m too short. You have to be at least 6 feet tall to join the Coast Guard so when your ship sinks you can wade ashore.
