*UPDATE* U.S-Mexico Reach “Signed Agreement” to Curb Illegal Migration – Details Coming…

UPDATE: U.S-Mexico Joint Statement Added at bottom:

President Trump tweets that a signed deal has been reached between the U.S. and Mexico to stop the unlawful Central American migration that has created a crisis at the border:

According to the president details will come from Secretary of State Mike Pompeo who, along with VP Mike Pence and Secretary Wilbur Ross, was central to the U.S. negotiating team.

The Mexican government of Lopez-Obrador was desperate to reach an agreement as U.S. companies had already begun rapid supply chain preparation to avoid the tariffs scheduled to begin on Monday. Think about the scale of international investment into Mexico, done with the sole purpose of gaining access to the U.S. market.

The tariff proposal not only put U.S. investments into play, but massive international investments would be impacted.  [A recent example is a billion-dollar investment in a single BMW auto assembly plant by the German automaker]  An already tenuous Mexican economy was likely to be crushed by the consequences of President Trump’s tariff schedule. [Unrecoverably crushed]

Mexico reported yesterday they moved 6,000 national guard to their Southern Border; and they also began arresting immigration activists previously identified as participating in an effort to aide migrants traveling through the country.  However, even with that rapid action/reactionary approach by Mexico, President Trump was not impressed.

Additionally, according to Mexican officials and negotiators working to find a solution, the Mexican government has begun freezing the financial assets of immigration groups working to undermine immigration law.  However, they refused to identify the international groups targets.

Given the strength of intent previously expressed by the U.S. delegation; an outcome of President Trump taking a zero-tolerance position [ie. POTUS Trump really, really wanted to put those punishing tariffs into place (see Ingraham interview)]; it is likely Mexico acquiesced to the majority of President Trump terms.

President Trump would not suspend the tariff plan unless there was a solid actionable plan of agreement…. ie. “Optimal Results“.

It will be interesting to read the details of the agreement; and even more interesting to see immediate and measurable results.

The United States and Mexico met this week to address the shared challenges of irregular migration, to include the entry of migrants into the United States in violation of U.S. law. Given the dramatic increase in migrants moving from Central America through Mexico to the United States, both countries recognize the vital importance of rapidly resolving the humanitarian emergency and security situation. The Governments of the United States and Mexico will work together to immediately implement a durable solution.

As a result of these discussions, the United States and Mexico commit to:

Mexican Enforcement Surge

Mexico will take unprecedented steps to increase enforcement to curb irregular migration, to include the deployment of its National Guard throughout Mexico, giving priority to its southern border. Mexico is also taking decisive action to dismantle human smuggling and trafficking organizations as well as their illicit financial and transportation networks. Additionally, the United States and Mexico commit to strengthen bilateral cooperation, including information sharing and coordinated actions to better protect and secure our common border.

Migrant Protection Protocols

The United States will immediately expand the implementation of the existing Migrant Protection Protocols across its entire Southern Border. This means that those crossing the U.S. Southern Border to seek asylum will be rapidly returned to Mexico where they may await the adjudication of their asylum claims.

In response, Mexico will authorize the entrance of all of those individuals for humanitarian reasons, in compliance with its international obligations, while they await the adjudication of their asylum claims. Mexico will also offer jobs, healthcare and education according to its principles.

The United States commits to work to accelerate the adjudication of asylum claims and to conclude removal proceedings as expeditiously as possible.

Further Actions

Both parties also agree that, in the event the measures adopted do not have the expected results, they will take further actions. Therefore, the United States and Mexico will continue their discussions on the terms of additional understandings to address irregular migrant flows and asylum issues, to be completed and announced within 90 days, if necessary.

Ongoing Regional Strategy

The United States and Mexico reiterate their previous statement of December 18, 2018, that both countries recognize the strong links between promoting development and economic growth in southern Mexico and the success of promoting prosperity, good governance and security in Central America. The United States and Mexico welcome the Comprehensive Development Plan launched by the Government of Mexico in concert with the Governments of El Salvador, Guatemala and Honduras to promote these goals. The United States and Mexico will lead in working with regional and international partners to build a more prosperous and secure Central America to address the underlying causes of migration, so that citizens of the region can build better lives for themselves and their families at home.

The tariffs are suspended pending a 90-day review of progress.  Mexico will step-up border enforcement, migrant removal/relocation and target those groups and entities engaged in human smuggling.  Additionally, they will retain those requesting asylum.

If the new Mexican enforcement proposal doesn’t work – tariffs come back.

If the history of Mexican duplicity is a guide, Nat/Sec tariffs are likely to return.  However, President Trump has to give AMLO the opportunity to live-up to an actual agreement.

    I don’t think that Trump’s threat of imposition of tariffs to ALL products coming from Mexico was meant for Mexico. It was meant for every manufacturing facility and company that invests money in Mexican operations, makes products in Mexico and ships into the US. They have hundreds of billions invested there. A 25% tariff on everything would have every one of them rethink their operational and investment strategy to supply their products into the US.

    Mexico is reacting quickly to stem this economic and public relations nightmare with all their investors. Ever since NAFTA was ratified, there was almost no uncertainty in business investing in Mexico. You invest there and you have a cheap entry into the US market. Keep investing and your profits will follow. Trump has now created uncertainty. This new threat creates uncertainty to every operation in Mexico. Money does not like uncertainty. How much will this retard the investment in Mexico?

    My guess is that is Mexico is agreeing to almost anything to not only avoid tariffs but create the environment where all those operations will feel that the Mexican government is working with the US to undo this nervous uncertainty. The immigration revenues must be MUCH LOWER than the elimination of investment dollars.It must be huge! Thus the old saying, “Get them by the balls, and their hearts and minds will follow. ”

    In the ART OF THE DEAL, Trump always talks about leverage. He followed the dollars, as a good businessman would. And he created leverage where they were not expecting it.

    Note how the Mexicans have admitted that the caravan funding is coming from the US?

      I agree and in light of that, I wonder why the Mexicans refused to ID those funding the invasion. Either we didn’t really want to know that badly or they really, really didn’t want to tell. Maybe those funders got to PT first and asked not to be ID’d. Possibilities are endless.

    It would be interesting to see statistics from the San Diego, Calexico, and El Paso border areas as these are the areas in which the Migrant Protection Protocols (Remain in Mexico) have already been in effect to some extent.       “Next year” is not far away enough. With legal immigrants waiting to be processed, the average wait is 10 years (20 years if you’re Filipino.) Unlike illegals, the legals also have to pay the US (not the cartels) a hefty processing fee, produce police and health clearances, proofs that they will not be an economic burden to society and the willingness to speak English and assimilate into the US culture. Then they stand at the end of the line and wait to be called.

      Illegal asylum seekers from Central America are very lucky indeed.

    I have been reading the comments this evening and they have triggered some thoughts that to me are both sad and uplifting. For the most part I am not on the level of most of the posters here. I am amazed at the thought processes, analysis and depth of information. This evening some have expressed concern about the effectiveness of PDT in various areas while proclaiming their support at the same time. To me I think what this president has accomplished has been mind blowing. When you consider the forces that are aligned against him even from his own party it is astonishing to me what he has been able to do. They try to block him by whatever means they can and from every direction. There are the forces that are clearly identified and well known and even stronger forces not well identified or known. These forces have the ability to influence the people of this country via the media, the judicial system, by acting in concert with foreign governments and through our schools at all levels. These forces are not restricted by ethical guidelines as we believe our side is. We are constrained by ethics and morality; as we should be. This president awakens every day to attacks on him, his administration and his family. Can we think of anyone else currently or in our past who would have or had the strength to overcome such adversity? I think most people in his position would have been consumed by the onslaught and completely unable to mount any kind of offensive action. This president takes the blows and punishment and he has been able to accomplish more than any other president I can think of going back a couple of centuries. The game is rigged against him so much that he cannot plot a course straight ahead. He has to zig zag, he has to create diversions so that the enemy takes their eyes off the real objectives, He has to prod and poke to find out where he find areas where he can make progress and/or achieve some victories. I would imagine that one could attach a percentage probability of success to each of the issues he chooses to approach. Considering all of the foregoing what do we think his batting average would be overall? He is simply not going to accomplish all that we would like him to accomplish and I would bet not all that he wants to accomplish. This is David facing multiple Goliaths at the same time while fending off false friends from behind. Look at how many issues he is deeply involved in currently….China, Iran, Russia, immigration, a changing of our relationships with many other nations, trade agreements, our own Congress and I would suppose a number of other things to which we are not privy. There are issues and conflicts he would like to get out the hammer for and simply get them resolved but he has to play the game to some extent. He knows when to speak loudly and when to speak softly and the world is beginning to realize that he indeed is carrying a big stick and is willing to use it and yet he is compassionate.
    This president knows where he wants to go and he knows how to get there better than most of his predecessors. We believe in him. We may not know (do not know) all of the parts, the activity or the full plan but we do know we have the best man for the job. We need the faith that we are going to get where we need to go and that he can get us there. I believe this country is blessed above all others and that we have a responsibility to help other countries as we can and where it makes sense. In reflecting on the history of this country we have had many, many pivotal moments. It seems that in each of these moments there has always been the right man to step forward and provided what this country has needed. President Trump, I believe, is that man for this time. Evidence of that is the incredible amount of opposition that has gathered against him. I am not a historian by any means but I do not remember reading about anything in our history as dangerous as what we are seeing today. I am going to pray for and cheer for this president and I am not going to provide any ammunition to our enemies by losing faith. Just my humble opinion.

We need the faith that we are going to get where we need to go and that he can get us there. I believe this country is blessed above all others and that we have a responsibility to help other countries as we can and where it makes sense.

      In reflecting on the history of this country we have had many, many pivotal moments. It seems that in each of these moments there has always been the right man to step forward and provided what this country has needed. President Trump,

      I believe, is that man for this time. Evidence of that is the incredible amount of opposition that has gathered against him. I am not a historian by any means but I do not remember reading about anything in our history as dangerous as what we are seeing today.

      I am going to pray for and cheer for this president and I am not going to provide any ammunition to our enemies by losing faith. Just my humble opinion.

      PDT is an example of how we should all conduct ourselves when it comes to accomplishing something. Keep moving forward, consider all the angles, get advice, get advice from people who are against you (this is tricky, because you can’t ask) by finding out what they might do to stop you, adjust, move forward, adjust again until you accomplish your goals, consider cutting a few losses.

      That said, there’s been a lot said about Mexico not coming through on all their promises (nice to get it in writing) which is pretty much a given; in the meantime over the ninety accountable days, the wall is being built, AND the optics are very good for those even considering coming here in the future.

College grads with degrees cant afford apartments unless they pile in and share with three or more, converting living area to another bedroom. Most of the large apartments are converted because Diblasio and before him the utterly corrupt Bloomberg have allowed their friends to cut up these apartments into closet space sized bedrooms. The apartment owners make money hand over fist. But private homeowners are heavily penalized for renting basements. The housing court triples around blocks to get in each morning with people fighting eviction.Judges are still penalizing homeowners who rent with granting tenants six months rent free at owner’s expense with private landlords. But of course apt building landlords are given leeway to kick people out. Two-tiered systems all around this country.

        The tolls keep going up $18 to go through the Holland Tunnel which was $8.00 5 years ago. All tolls are ridiculously high and the increases are never put before the public for comment and debate as they used to be. All this money coming into the city’s coffers and yet none is put back into properly maintaining roads and public places. of course illegals can jump the turnstyle and ride free too. Trump is aware of a lot of the corruption in NYC and state, but I don’t see how he can as one man, fix the mess rampant here and across the country in democrat run cities.

        If Blacks do not vote for Trump God help them. But I do not hold out they will. I have in my household that is mixed and you cannot even try to talk to college educated students about Trump, they are indoctrinated to the point where they have been taught to cut the conversation and block their ears. No discussion, just attack insult and cut you off. All the while they remain blind and deaf to the fact that every scholarship and all those opportunities the older generation of Blacks fought in the Civil Rights movement to get them, are now given to illegals and Hispanics and they are left with nothing. They cannot afford to move out, cannot afford to own a car due to exorbitant insurance but yet are adamantly ignorant of the forces and policies that are keeping them submerged. Its a euphemism to say that its frustrating.

This was a mistake, expecting results from a country that has made promise after promise in the recent past about border security only to do nothing. Led by a man who made it known flooding the US with 3rd worlders was his goal.

    I can’t wait to revisit this issue in 90 days. And when things have only gotten worse and Trump floats this toothless tariff threat again I can say “I told you so.”

    I might be way off, but I think Amlo and our President are working behind the scenes together to curb the cartels in Mexico and control the illegal immigrants flow into the U.S.
    Amlo loves his country and needs a path to take it back from the cartels but can’t do it forthright due to the incredible violence and power of the criminals. Our President needed the build up of illegal flows to be absorbed by the country to lay the ground for tariffs. The wall is being built and with our President’s latest proposal the weakening of the cartels can be laid at his feet rather than Amlo’s.

If not, then Trump can slap on tariffs citing that Mexico violated their agreement.     Troubling that Mexico refuses to identify the individuals and entities whose assets Mexico has frozen because they were part of the smuggling operation. That refusal to identify gives Mexico potential leverage over those individuals and entities so they may be motivated to work in Mexico’s interest, but against ours.

    That potentially makes Mexico a complicit partner with those individuals and entities against American interests. Had Mexico intended to act as our partner instead, they’d have identified the parties so their operations could be interrupted on our side of the border.

If Mexico, (their leaders are far from stupid or easily manipulated) had faith in the Dems, the RINO’s & the so called power” of the CoC, they would have let the Issue proceed into the first phase, at least. Trump was going to WIN this battle hands down & he would have exposed anyone & everyone that attempted to intervene. They were all practically shaking in their boots, so to speak. Trump succeeded in driving a wedge right inti their power structure & they all faced serious exposure by opposing him. Heck…He ( & Mexico…LOL) did them a huge favor by coming to terms on the issue.

      Rest assured that If Mexico believed that Trump would have been stopped & blocked, they would not have been at the table discussing this. Both they & the Cartels knew ( & more importantly believed), that the economic detriment was going to be devastating to the Mexican economy & to the distribution process of the Cartel in the very near future. Not to mention the backlash & pressure they were going to be subjected to by Foreign entities doing business within Mexico who would be impacted from these Tariffs.

      Far better for both to deal with the known facts & attempt to work around them rather than to be put back to square ONE & the unknown & have to deal with completely new & unproven set of operational tactics, which BTW would have to be developed on the fly.

      No….This minimal “assistance” from Mexico is a “better than nothing” start & now Trump, the Dems, The RINO’s & the CoC all understand that Trump isn’t bluffing…And if Mexico doesn’t deliver then there will be hell to pay in 90 short days….That is enough time for us to see an incremental result but certainly not enough time for them to implement a workaround solution to the threat of economic disaster.

    Read all the comments, and tend to disagree with many. I think this agreement will hold up, and if it doesn’t tariffs are down the road. Three reasons.
    1. The Triangle countries asylum seekers being sent back to Mexico to await a hearing removes an enormous incentive in the future for them to try to come in the first place. Catch and release replaced by catch and return.
    2. 6000 troops on Mexico’s southern border goes a long way, not because it is shorter than the US border but because much of it is impenetrable jungle, unlike most of the US/Mexican border. The feasible caravan crossing points are few, and 6000 troops can largely close them. Me i o doesn’t want them either but now has to deal with the ones they previously facilitated.
    3. AMLO’s rapid reversal from his campaign stance shows he knows Mexico cannot withstand tariffs. And that he needs USMCA. All good.

    Separating human trafficking from drug trafficking is IMO smart. Solve one problem at a time. The Wall partly solves drug trafficking, as does better border crossing equipment. That takes time (couple of more years), and takes cartel pressure off AMLO.

    It’s pretty sad when Mexico can make more progress against corruption than the American FBI. The FBI is totally consumed with hiding its own crimes. No wonder the FBI has no time to deal with serious external crimes.

    While the reviews and reporting on our Border Immigration Agreement with Mexico have been very good, there has nevertheless been much false reporting (surprise!) by the Fake and Corrupt News Media, such as Comcast/NBC, CNN, @nytimes & @washingtonpost. These “Fakers” are Bad News!
