President Trump’s Declassification Directive Outlines Specific Process and Direction….

Now that President Trump has officially designated the Declassification Memorandum we can review the specifics for process, content and timing.  Our previous research led to a set of expectations for the directive. Now, that we have the directive in hand, we gain increased clarity of purpose.

♦ First, President Trump has assigned ownership of the Directive to U.S. Attorney General William Barr. This part was predictable because the purpose of declassification would be to facilitate a DOJ review of how the intelligence apparatus was used in the 2016 election.

Additionally, because the DOJ review encompasses intelligence systems potentially weaponized in 2016 for political purposes and intents, President Trump carries: (a) declassification authority; but also: (b) an inherent conflict.  In this DOJ endeavor candidate Trump would have been the target of corrupt agency activity; and therefore would be considered the target/victim if weaponization were affirmed by evidence.

To avoid the conflict President Trump designates the U.S. Attorney General as arbiter and decision-maker for the purposes of declassifying evidence within the investigation:

…”The Attorney General has also been delegated full and complete authority to declassify information pertaining to this investigation, in accordance with the long-established standards for handling classified information.” (link)

Additionally, AG Bill Barr does not need to assemble the intelligence product for approval by the executive (Trump).  Instead the office of the president is granting the AG full unilateral decision-making as to each product being considered for declassification.

This is a huge amount of trust from the President to the Attorney General, and a big responsibility for William Barr:

[Sec 2] …”With respect to any matter classified under Executive Order 13526 of December 29, 2009 (Classified National Security Information), the Attorney General may, by applying the standard set forth in either section 3.1(a) or section 3.1(d) of Executive Order 13526, declassify, downgrade, or direct the declassification or downgrading of information or intelligence that relates to the Attorney General’s review referred to in section 1 of this memorandum.”  (read more)

The position-designate slightly works around custom insofar as the intelligence hub, the Office of the Director of National Intelligence (Dan Coats), is given conference – but the decision making is designated to the Attorney General (Bill Barr).

Essentially the DNI will be following the instructions of the AG for this Memorandum.  This is slightly unusual; but given the purpose, necessary and expected.

♦ Secondly, following protocol, the Memorandum is specific to the agencies carrying the documentation that will be reviewed by the Attorney General: The Secretary of State (Pompeo); the Secretary of Treasury (Mnuchin); the Secretary of Defense (Shanahan); the Secretary of Energy (Perry); the Secretary of Homeland Security (McAleenan); the Director of National Intelligence (Coats); the Director of the CIA (Haspel), and the Attorney General himself (Barr).

The agencies give insight into the intelligence product (ie. evidence) being reviewed.  The Treasury and Energy agency was surprisingly notable:

Considering the purpose of the Memorandum: “The Attorney General is currently conducting a review of intelligence activities relating to the campaigns in the 2016 Presidential election and certain related matters“…  The appearance of Treasury and Energy would indicate the pre-existence of investigative evidence; that would be subject to ongoing DOJ review; and potentially be part of ongoing proceedings.

Potential target issues could include: (1) an investigation of Uranium One; (2) an investigation of the Clinton Foundation; and, (3) an investigation of matters related to payments to Iran.

Treasury would come into play with the Committee on Foreign Investment in the United States (CFIUS); which was part of the Uranium One process and also included the Dept. of Energy.  Additional related matters could include George Papadopoulos $10k (Treasury); and The Clinton Foundation.  [Obviously this is supposition, but there are not too many alternate investigative pathways for intelligence within Treasury and Energy.]

The absence of FBI in the memorandum designation is not unusual as the FBI is an internal agency of the DOJ where Barr already has supervision and decision-making authority.

However, that said, one does have to wonder where current FBI Director Christopher Wray, current Deputy Director David Bowditch and current FBI legal counsel Dana Boente line-up within the DOJ investigation itself.

♦ Third, within the memorandum the President does not allow AG Bill Barr to delegate authority.  However, all agencies are required to respond to Barr’s authority.

The purpose of the Declassification Directive also appears to permit the DOJ Inspector General to include classified material in the body of the upcoming report on FISA abuse; this memorandum is granting AG Bill Barr the autonomy to make that decision and declassify that content.

♦ Lastly, regarding the timing of release…. While the purpose of the authority is to empower AG Bill Barr to collect, process and declassify intelligence product that is part of the DOJ investigative review, this does not preclude the public release of intelligence information in advance of the IG report on potential FISA abuse.

Much of the intelligence information may be collected external to the IG review parameters (FISA process), and may be released independently as part of stand-alone declassification that pertains to weaponized DOJ, FBI and CIA political activity.

Ultimately the decision to release, and the timing therein, is now in the hands of U.S. Attorney General William Barr.

    Watching the Nanster yesterday, I was fuming about her incendiary taunts, and just let it wash over me that she was driving him. Then all of a sudden I thought “calendar”. Elections.

    It’s right at a year before party nominations. And if President Trump is a master of anything, it’s timing. When it’s time.

    This hyperactivity in their party is driven by Our President. Not the other way around.

    Schiff should really watch what he says going forward. I wouldn’t mind seeing him investigated for criminal activity as well. For his latest tweet, he really deserves far worse.

    Circling back to the origins of this article, from 30,000 ft. my suspicion has been that this entire mess started back sometime between 2010 and 2012. That’s one (of many) reason for the Treasury Department being named. This adventure started as a response to the Tea Party and the 2010 push back and the evisceration of the Democrats in the off year election. Some of this is retribution against the Tea Partiers and another part was the starting of a mechanism to gather Opposition Research for the 2012 campaign by weaponizing the Government Agencies against the Republican Party and the Tea Party. Remember, Treasury overseas the IRS.

    When the dust settles don’t be surprised that Axelrod’s and Emmanuel’s names don’t re-emerge. I’m from Chicago, these guys are notorious scum bags. This is what they do. Ask the guy, a Republican, who first was going to run against Obama for the Illinois Senate seat. His name was Ryan. Really a remarkable background story. Self made, worth millions and left his work, taught for free at a Catholic, all black High School in the inner city. He was the real life husband of the “7 of 9” woman/character in Star Trek Voyager. Axelrod and Emmanuel, with the help of the Chicago Tribune editorial staff destroyed this guy (by resurrecting their divorce court’s paper work) so Obama could have a clear path to the US Senate seat. This is what these two guys are good at.

    This started very early in Obama’s administration, at least in the planning and recruitment of people who would be willing to cut corners to help a progressive, “transformational” new government. There’s a lot to unpack here, the question is – are there people in the current government willing to do it?

      One of the 501c3 organizations that got caught up in the whole IRS thing about groups with the word “patriot” was the Patriot Guard Riders – the volunteer organization of motorcycle riders who keep the Westboro Baptist Church from being douchebags at military funerals, do things like “Help on the Homefront” projects for disabled vets and Gold Star families, provide motorcycle rolling honor guards for escorting deceased soldiers on their way to their funerals, etc.

      I distinctly get the feeling that Barr is an institutionalist of the best sort – one who is gravely offended by the violence done to DOJ, FBI, etc. by the corruption of the Obama Administration. Barr is righteously indignant that “muh beloved institushuns” have been defiled by the hooligans, and he wants to cleanse the Temple of Justice with fire.

      That’s my hope, anyhow.

      The fact that Barr was set to retire before becoming AG, didn’t need the job, and has no future career plans renders him untouchable. Honey badger don’t GAF.

      I agree, but the use of the word “quickly” NEVER applies to any government investigation of its own incompetence and/or illegal behavior, always being investigations wrapped in secrecy. For instance, it was only after the long wait for Huber’s product that we found it was nothing but a delay tactic.

      Color me extremely skeptical of any really adequate outcomes (prison time for the perps after FULL revelations of what occurred) from this pending and undoubtedly to be excruciatingly slow process. I think 3 letter agency CYA and preservation of Five Eyes relations will remain job #1.

Kamala will be on the chopping block as they report HOW she slept with everybody in the Calimexistan Politburo.

        What I find heartening is that Treasury and Energy are involved. Imagine the Clinton Cabal all doing perp walks in September 2020.

        Attempts to get financials are attempts to have genuine information from which to spring theories, like you see things in clouds or in ink blots.

    and all they can tell Trump – we think that Flynn is compromised, than Trump would ask – “what did Flynn do?” and they have nothing on him, so why did they opened investigation?

    Think Solomon hit the nail on the head. Barr asked for this because Durham was probably not getting cooperation from named agencies for information. Wouldn’t surprise me to see some relatively big names resign from said agencies as a “protest” to divulging national security secrets. I’m sure there is a lot of deep state pressure on the cabinet heads already.

    As others have stated… those in jeopardy are not going to sit idly by and wait for the sunlight. No telling what issues or events both domestic and international are going to pop up over the coming days and weeks to distract and put pressure on POTUS. Dangerous times.

      President Trump has many paths to ensure there are proper investigations. President Trump even stated several times; if necessary he will manage the FBI/DOJ directly; powers given to P/T by the Constitution.

      Judicial Watch has stated several times; P/T should dismantle the FBI and have the U.S. marshals take over.

      There are many paths P/T can take to ensure this Coup d’état is fully exposed and prosecuted.

        PDJT 100% believes in Barr; if Barr does anything less than his sworn duty he will be fired.

        PDJT has many paths to ensure there are normal investigative/prosecutorial policies and procedures followed and “YES” take what-ever action necessary to ensure This Coup d’état is stopped and all involve will be exposed and criminally charged.

  12. Well, I hate to be a devil’s advocate, but “Barr can declassify as he wants to” is not the same as “Declassify, Mr. President”. It is political bilge to say that President Trump is conflicted if he does the latter; that’s just stupid, in the context of bringing out ALL of the truth. And “Barr can declassify as he sees fit” is too much like Sessions’s “Rosenstein can investigate himself if need be”. Barr is IN the DOJ, even if he is hopefully a new broom; you don’t let the totally corrupt institution investigate itself as it sees fit — you DIRECT it, order total declassification, at the very least.

    Now, if Barr is in fact a complete “white hat” and “new broom”, there is no substantial difference in the two methods, of allowing versus directing declassification. I guess this is Trump’s way of “saving the institution”, with that “new broom” on the inside of it. But the truth is that the institution, even the “new broom”, has to EARN its salvation. The President is bowing to the institution as it SHOULD be, not as it has proven itself to be by this coup attempt and conspiracy with other politically corrupted agencies.

    President Trump is, in short, negotiating…again. When you’re Donald Trump, it’s what you do…so, buy Geico and save up to 15%. Yeah, OK, right.

      The fact that we have yet to see an honest person at DOJ and the FBI is a cause for concern.

            President Trump’s very existence makes them lose their minds. They attack him in such an over the top fashion that he wins every time. There are so many things they could have stuck to him simply by backing off.

            Any one with even a touch of sanity now realizes that Trump was right on every one of his issues. And that Trump has never been extreme. They are enjoying a robust economy with jobs galore, higher wages and are paying lower taxes. We even have fewer armed forces stationed over seas.

            And most realize this because his opponents are so irrational and extreme.

      There is a major difference between declassify and release. No permissions are needed to declassify anything and the President can over watch that process. The real legal problem is actually the release of declassified materials. Giving AG Barr authority to declassify, without ability to delegate, puts the declassify and release decisions at a single point. It also gives the President a single point to over watch.

      Let’s see where AG Barr takes this effort.

      My thoughts on adding Department of Treasury include an investigation to look long and hard all the Bailout Money Obama spread around to banks for favors, money that ended up in DNC coffers and DOE distributions that went to now defunct US companies but ended up in the hands of China Inc.’s Energy Industry. Plus, there may be a hard look at the money released to Iran by Obama. It may even be worth looking at QE as well as SEC efforts by McCabe’s wife. Yes, U-1 and other items may be found as part of the portfolio but the $100’s of Billions of Dollars Obama threw around with the bailout may have created a national security issue.

The Companies went belly up but all the money ended up funding Energy Related R&D for China Inc.                   Major reworking of laws, policies and procedures of federal buerocracy, etc.
                  Has to happen; its not only important WHAThappens going forward,but HOW it happens.

        – Uranuim One – Definitely a Russian scandal, but happened around 2010. Seems too long ago to tie to 2016 election.
        – Iran $1.7B pmts in Jan & Feb 2016. While scandalous, Clinton left Sec of State in 2013. Right time frame and $ trails could lead anywhere.

        Remember, Manafort challenged the Special Counsel [SC] original scope in court. But, the SC produced RR’s updated August 2 scope memo “additional matters that otherwise may have arisen or may arise directly from the Investigation.” This is how Mueller nailed everyone on unrelated matters. There is a BIG difference in “certain related matters” and “additional matters that otherwise may have arisen… from the investigation.” Without the Aug 2 Scope update Manafort may have prevailed in his argument based on the original scope.

        The point I am making is that if I’m Wray or some other seemingly bad actor and you ask me for all the text messages and other docs related to the “2016 Presidential election and certain related matters,” I would not be handing you anything related to Uranium One or Iran. To get something regarding the Clinton Foundation you would have to be very clear in your questioning and how it related to the 2016 presidential election.

    On this Memorial Day Holiday Weekend, where we respectfully remember and thank our brave Patriot’s who gave their all to help defend, protect and deliver the ‘FREEDOM’ that we all cherish and hold dear, I find it very comforting that our VSG PDJT selected this weekend to order the release of information that will hopefully break We The People free from a corrupt Government bureaucracy and structure that no longer deserves the trust of We The People.

    It is my hope that justice is fairly and appropriately served, and that ALL of the criminals responsible for their egregious and gross mis-use of power pay very dearly and a very heavy price for their crimes.

    In the year and years ahead when we observe and celebrate Memorial Day, it will hopefully also be a day to serve as a reminder that THIS was the day that President Trump and other brave members of his cabinet, staff and elected officials, set forth the successful battle to return the destiny of the U.S.A. to We The People.

    The skepticism expressed in comments is well taken. Among its many other failings, DC “justice” lacks in timeliness and full disclosure. At this point in history, legal American citizens have never been in more jeopardy. Our rights have been and are being trampled. A lot of talk and NO ACTION.
