Atkinson Transcripts and Background ICIG (CIA) Investigative Documents Released

Office of the Director of National Intelligence, Tulsi Gabbard, has retrieved, reviewed, declassified and forced the release of internal background documents related to the Intelligence Community’s collaborative effort to impeach President Donald J Trump in 2019.   {GO DEEP – BACKGROUND}

The HPSCI wants to take political credit for the release; however, the HPSCI was forced into this position by the diligent work of Director of National Intelligence, Tulsi Gabbard.

Without DNI Gabbard, these documents would never have seen sunlight.   This type of public information release is exactly why DNI Tulsi Gabbard has been targeted by friend and foe alike.

WASHINGTON, D.C.— Today, the House Permanent Select Committee on Intelligence released two declassified transcripts from 2019 hearings with the former Intelligence Community Inspector General, Michael Atkinson, following a security review from the Office of the Director of National Intelligence (ODNI). The Committee received the declassified transcripts from the ODNI the evening of Friday, April 10, 2026. These transcripts are from two hearings held to examine Atkinson’s role in an alleged whistleblower complaint, which ultimately led to Democrats’ first impeachment efforts against President Trump in December 2019. (link)

Looking closely at the information in these three documents makes it clear why the HPSCI never wanted them released. Both current and former members, including Republicans, are tied to a pattern of willful blindness, knowing the details yet choosing to stay silent for months and even years afterward.

Former HPSCI Chairman, then HPSCI Ranking Member Devin Nunes was a participant in the testimony.  Former HPSCI member, now CIA Director John Ratcliffe was a participant in the testimony.  Former HPSCI staff, now FBI Director Kash Patel was a participant in the testimony. [Think about it]

♦ Principle Players – The National Security Council leaker was Alexander Vindman.  The CIA “Whistleblower” was Eric Ciaramella.  The Intelligence Community Inspector General was Michael Atkinson.

There is a lot of information to review as the documents include:

(1) The CIA complaint from Ciaramella and subsequent ICIG investigation. (pdf)

(2) The first interview of the ICIG Atkinson by the House Permanent Select Committee on Intelligence (HPSCI), dated September 19, 2019. (pdf)

(3) The second interview of ICIG Atkinson dated October 4, 2019. (pdf)

A Reminder and Note of Appreciation

I have posted this a few times. Each time serves a purpose. [SEE HERE] Here’s a friendly reminder to those who use CTH as a reference resource and research library.

CTH was founded because everyone seemed more comfortable pretending about the journey than admitting our predictable destination.  From the outset, and with a long view of the challenges we would face, I have repeatedly stated that everything on this website would be free for the taking.

The truth has no agenda; it just sits there -out there somewhere- waiting to be discovered. Our feelings about it are irrelevant to its existence. The core of our assembly is to look deeply at uncomfortable things, then accept them as they are and not as we would wish/pretend them to be.

We are in the middle of a fully Orwellian information control operation.  A DHS reconfiguration of the U.S. information communication network as we know it has already taken place. Every day people are discovering more ramifications.

As a direct result, the voices who put accurate context to our national challenge are targets; they are being siloed, and AI was/is designed to assist in this purpose.

Information is being categorized according to definitions by people who do not have good intents.  The blocking, censorship and categorization of information is intended to stop any/all information averse to the interests of a few powerful interests.

Now, perhaps people see why the CTH ‘free information’ cornerstone was set. The truth has no agenda!

Everything you read and review upon these pages is free for the taking.

Anyone, for any reason, can take any content I produce and use it to advance the honest effort of providing raw unfiltered truth to their audience.  Everything is available for use free, without any attribution or citation if necessary.

Big News – House Intel Committee Releases Hidden Transcript of Inspector General Michael Atkinson

For the past several years I have been advocating for ‘sunlight as the best disinfectant.’ Since September of 2025 I have been working through a painfully slow and convoluted process to share research, assist truth tellers and guide those who have the authority to deliver the sunlight. Today, I can happily report on progress.

In 2019 an impeachment effort against President Trump was triggered when a member of the National Security Council named Alexander Vindman coordinated with a member of the National Intelligence Council named Eric Ciaramella to fabricate a false claim that President Trump leveraged his power and authority to demand Ukraine President Volodymyr Zelenskyy release information on Joe and Hunter Biden’s corrupt financial dealings in Ukraine.

At the time of the 2019 impeachment construct Eric Ciaramella was working for the CIA as an analyst within the National Intelligence Council (NIC).

Two years prior to the 2019 impeachment construct, in January 2017, the same CIA analyst, Eric Ciaramella, had worked on the fraudulent Intelligence Community Assessment (ICA) at the behest of CIA Director John Brennan.

[SIDEBAR: In 2025 Director of National Intelligence Tulsi Gabbard, working with CIA Director John Ratcliffe, removed the NIC from inside the CIA.  To provide greater overall transparency within the intelligence community, the National Intelligence Council was moved into the purview of the Office of the Director of National Intelligence (ODNI)].

Key point: Eric Ciaramella was one of the key analysts who constructed the fraudulent ‘Russian interference ICA’ (2017) and later the fraudulent impeachment effort (2019).  Eric Ciaramella became the “anonymous CIA whistleblower” in the 2019 impeachment effort.

Before 2019, CIA analysts weren’t allowed to anonymously make claims against political officials. Because of the sensitive information they handled, any allegation of wrongdoing based on intelligence had to be made with their name attached.

Intelligence Community Inspector General Michael Atkinson changed or modified the ICIG rules permitting Ciaramella to remain anonymous and make a claim that ultimately led to an impeachment effort.

Eric Ciaramella allegedly fabricated intelligence information, shared it with Congress and the House Permanent Select Committee on Intelligence (HPSCI), and then remained anonymous. HPSCI Chairman Adam Schiff was said to have assisted him.

On October 4, 2019, as part of the House impeachment inquiry, Intelligence Community Inspector General Michael Atkinson gave closed-door testimony to the House Permanent Select Committee on Intelligence (HPSCI) as part of their impeachment investigation. One of the key questions to ICIG Atkinson surrounded the authority of his office changing the CIA whistleblower rules that permitted Eric Ciaramella to remain anonymous.

During later questioning by then-Congressman John Ratcliffe, as part of the House impeachment effort, it came to light that Inspector General Michael Atkinson testified CIA analyst Eric Ciaramella, the anonymous ‘whistleblower’, had lied about key details when questioned by Atkinson. WATCH VIDEO:

Robert Mueller is Dead

The Clinton exoneration FBI Team became the Trump investigation FBI Team (Crossfire Hurricane) – which then became the Robert Mueller FBI Team (exact same people, plus some additions) – which then became the J6 Investigation FBI Team (exact same people, plus some additions) – which then became the Jack Smith FBI Team (same exact people).  Not only was it one long continuum, but it was also the EXACT SAME PEOPLE.

Before there was the obvious cognitive decline of Joe Biden, there was the obvious cognitive incapacity of Robert Mueller.  However, both acuity compromises were ignored because the agenda the figureheads represented was more important than their obvious compromise.  We talked about it throughout the special counsel timeframe that held his name.

Robert Mueller was a figurehead with no structural input or control over the Trump-Russia special counsel probe.  Factually, Andrew Weissmann was in control over the special counsel investigation, albeit with daily support from the entire Lawfare network.  President Trump’s notice about Robert Mueller’s death is understandable:

[SOURCE]

I’ve always said to pay attention to the people in Washington DC, specifically the republicans, who claimed Robert Mueller was an honorable figure.  As soon as you hear that sentiment, you know that is a corrupt conniving bastard speaking.

Everyone in Washington DC knew what the role of Robert Mueller was during the first-term administration of Donald Trump.  No one in Washington DC did not know.  Anyone who says the Mueller motive was to investigate Trump-Russia is a deceptive liar.  They all knew what the goal of Mueller was.

Bagman and Enabler of ‘Spygate’ and ‘Russiagate’ Receives Subpoena from Florida ‘Conspiracy’ Investigative Grand Jury

In the next few days, much more about the overall investigative review underway in Florida will begin to surface.  The review has been led by USAO Jason A. Reding Quiñones, a federal prosecutor for the Southern District of Florida.

As with all investigations containing multiple players and actors, the first investigative information is extracted from testimony by those furthest away from the principals, yet closest to the granular details of the events being reviewed.  The questioning then goes upstream, using information collected to assemble more specific questions as the principal players are approached.

The widest concentric circles are questioned first. Then, using the responses and investigative information from that circle, the questioning and inquiry goes to the next inner circle of participants.  The information is assembled, and more pointed questions are then targeted to the next inner circle; the process continues until the core is questioned.

Beginning with the end in mind, the biggest challenge is knowing what the correct questions are to ask of those who were closest to the corrupt activity (the outer circle). Background research is critical – CTH of value. From those pointed questions you get answers.  Then, next level of more specific questions get focus, and so on, and so on.

FLORIDA – Former FBI Director James Comey has been subpoenaed in connection with a wide-ranging investigation being run by a Trump-appointed federal prosecutor in Florida, two sources familiar with the matter told NBC News on Thursday.

Explosive Revelations – Patrick Bet David Interviews DHS Secretary Kristi Noem

Many people were befuddled when I shared the statement that FBI Director Kash Patel really needs to get his arms around his FBI agency quickly, because operatives inside the FBI are currently working to attack other cabinet level national security and intelligence officials. One of those examples is outlined in this interview by Kristi Noem.

DHS Secretary Kristi Noem notes how officials within the government (I’m specifically citing the FBI as the origin) have worked to conduct surveillance on her team, planted spyware on her devices and monitor the activity within the Dept of Homeland Security.

Watch this interview with DHS Secretary Noem and you will get a more comprehensive understanding of what her and all the other National Security officials (DNI, NCTC, DHS, ICE, FEMA, etc.) are having to deal with. WATCH:

Patrick Bet-David sits down with DHS Secretary Kristi Noem to discuss her claim that “they spied on me,” the discovery of a secret DHS file room, the fallout surrounding El Mencho and cartel operations, and efforts to identify and remove alleged deep state actors inside the Department of Homeland Security.

Steve Bannon and Jeffrey Epstein

Through the years I didn’t really have much of an opinion of Steve Bannon, I approached any story of interest that surrounded him by simply looking at the factual details of the current event in question.

CTH well understood that Bannon, and subsequently his expressed opinion and objective, was simply an outcome of his position – downstream from the billionaire of the moment who paid him.

In essence, Steve Bannon always seemed to be, much like Kellyanne Conway, an advocate for whoever was financing him. From Robert/Rebekah Mercer at Breitbart forward to any endeavor thereafter, it always just appeared the same.

That said, with the release of the Epstein files, the relationship between Steve Bannon and Jeffrey Epstein is something CTH did not expect. {HERE} Bannon and Epstein were very close and talked to each other about seemingly everything.

I can never unsee what I have read.  Nor will CTH ever entertain the possibility that Bannon was ever a good element within the MAGA effort.  There is a solid argument to be made that the Bannon War Room was funded, or organized in the funding mechanisms, by Jeffrey Epstein. {HERE}

The files of messages between them contain some shocking stuff happening in the background while Steve Bannon was in very close proximity to candidate and President Trump.  The level of disdain Bannon had for Donald Trump’s family and for Donald Trump himself is really something CTH did not expect to see. {examples: HERE and HERE}

I am left to wonder now how much of the vitriol against Jared Kushner and Ivanka Trump, ie. “Javanka hatred”, actually originated from the Braintrust behind Bannon and the assembly of people in his immediate orbit. {HERE}

Initially, I saw some Twitter accounts attempt to defend Steve Bannon by saying Epstein did all the talking in their text exchanges and Bannon was less communicative. However, that only applied to the first batches of files reviewed.  As a few days went along and people started citing files, reading them gives a much more fulsome picture of the relationship.

Steve Bannon may have been focused on the financial gains and perhaps networks of people in his association with Epstein; but he certainly got deep into it and expressed extreme praise for Epstein, even going so far as to call him a god. {LINK} These were two men in a very close friendship. There is no political or ideological distance between Bannon and Epstein.

Senator Mark Warner and/or His Collaborator, NSA Whistleblower Lawyer Andrew Bakaj, Enlist British Intel and UK Media to Promote Impeachment Effort Against DNI Gabbard

The attempted framing of Director of National Intelligence Tulsi Gabbard continues with senate intelligence committee Mark Warner and/or his collaborating whistleblower attorney Andrew Bakaj (also Ciaramella’s attorney) leaking details to the British intelligence services and their preferred media outlet The Guardian.

DNI Tulsi Gabbard has responded to the ongoing nonsense but first let’s review the newly disclosed details for some interesting information.

The UK Guardian now shares the agency for the “whistleblower” as the NSA, likely an NSA contractor, and the basic details of an intercepted phone call which the contractor deemed “unusual”. I’ll pull citations from the article.

SUMMARY VERSION: In/around March of 2025 an NSA contractor “detected evidence of an unusual phone call between an individual associated with foreign intelligence and a person close to Donald Trump, according to Whistleblower attorney, Andrew Bakaj.” The NSA contractor then wrote up a report and gave it to the Office of the Director of National Intelligence, Tulsi Gabbard. DNI Gabbard then took the report to Trump’s chief of staff, Susie Wiles.

One day after meeting Wiles, Gabbard told the NSA not to publish the intelligence report. Instead, she instructed NSA officials to transmit the highly classified details directly to her office. (Guardian citation)

The NSA whistleblower was upset that DNI Gabbard didn’t share the report with others and filed a whistleblower complaint on April 17, 2025, with the Intelligence Community Inspector General.  Within the complaint the NSA whistleblower included the details of the phone call leading to the complaint being labeled Top Secret Compartmented Information (TSCI classification).  This format of including TSCI material complicates how the complaint can be reviewed. This looks like it was done on purpose.

Because the complaint contained TSCI material, it could not follow ordinary whistleblower pathways toward congress.

(Guardian) […] Acting inspector general Tamara A Johnson dismissed the complaint at the end of a 14-day review period, writing in a 6 June letter addressed to the whistleblower that “the Inspector General could not determine if the allegations appear credible”. The letter stipulated that the whistleblower could take their concerns to Congress, only after receiving DNI guidance on how to proceed, given the highly sensitive nature of the complaint. (citation)

The inclusion of the TSCI material, the ‘highly sensitive‘ part, creates a conflict within the process.  [The TSCI material is the name of the individual associated with foreign intelligence, and the name of the person close to President Trump.]

Why is the Deep State Targeting DNI Tulsi Gabbard with Such Ferocity?

Each day more and more people are starting to realize/notice there are elements of the United States intelligence apparatus that are targeting Director of National Intelligence, Tulsi Gabbard.  The need for control is a reaction to fear, and Tulsi Gabbard has the DC Intelligence Community very worried.

What you will read below is something that was written back in 2024 about the potential for the Office of the Director of National Intelligence (ODNI), if President Trump were to win the election.  Subsequently, he did win; and while we are not saying this is the exact ODNI script that is being followed, we are certainly not disputing that either.

Read the roadmap below –Written in 2024– compare it to current events and decide for yourself if this is something that rings a bell and may explain the IC apoplexy.

The ODNI was created as an outcome of the 9-11 Commission recommendations.  In the era shortly after 9/11, the DC national security apparatus was constructed to preserve continuity of government and simultaneously view all Americans as potential threats.

The Department of Homeland Security (DHS) and the Office of the Director of National Intelligence (ODNI) were created specifically for this purpose.

Washington DC created the modern national security apparatus immediately and hurriedly after 9/11/01.  DHS came along in 2002, and within the Intelligence Reform and Terrorism Prevention Act of 2004 the ODNI was formed.

When Barack Obama and Eric Holder arrived a few years later, those newly formed institutions were viewed as opportunities to create a very specific national security apparatus that would focus almost exclusively against their political opposition.

Here is the weird part.  The ODNI was formed in 2004, with the intent for the office to be the pivot point of a national security radar.   The DNI was intended to provide information to domestic agencies about foreign terror networks that would prevent something like 9-11 from happening again.  However, the Office of the Director of National Intelligence has never, not for one day, operated on this intent.   This is why they are such a critical position from my perspective.

The office was new, not established yet as a functioning silo, when Barack Obama and Eric Holder arrived in 2009.  They quickly dispatched an idiot, James Clapper, into the operation so they could weaponize around the offices’ fulcrum point.

Prior to the DNI office existing, the CIA radar would sweep externally and then report to the Office of the President. The DNI was intended to take external radar sweep (CIA) and make it a full 360° circle, adding a sweep inside the USA that would be handled by the Dept of Homeland Security.

The DHS sweep and the CIA sweep would then be combined into a central collection hub called the ODNI.  Everyone with responsibility for “national security” could access the ODNI material. Essentially and presumably, post 9-11 nothing like jihadists practicing to fly airplanes would be missed again; at least that was the intent.
