Today, President Donald J Trump signed an executive order triggering the first ever system of “reciprocal trade tariffs,” a seismic change in U.S. trade policy that will also consider the respective nation’s VAT (Value Added Tax) tariff.
Within the executive order [as outlined], the Secretary of Commerce and the United States Trade Representative will consider foreign industry subsidies, and non-monetary tariff barriers as part of the determination of the tariff levied. This is a stunning shift in U.S trade agreements that will cut through all the angles being deployed to avoid U.S. tariffs and block U.S exports into their country.
The policy will pressure foreign nations to lower their trade barriers to U.S. goods and eliminate disparity in foreign trade agreements. One big example will be the impact on the EU through the continuing Marshall Plan. The EU will now face reciprocal tariffs and no longer benefit from one-way tariff acceptance. There are obviously no tariffs on products made inside the USA.
With “reciprocal tariffs” the Commerce Dept and USTR will now determine the trade imbalances with each individual country and will evaluate each FTA (Free Trade Agreement), one-by-one to deconflict the trade imbalance. Direct tariffs, subsidies, regulatory hurdles, non-monetary trade barriers and hidden export subsidies will be addressed as part of the reciprocity evaluation. This is a completely new dynamic in the era of modern global trade and economics.
During the executive order signing event, President Trump took questions from the media. WATCH:
Between now and April 1st, each individual trade agreement will be evaluated with consideration for all facets of the cost for American companies to export to the evaluated nation. Direct tariffs, Value Added Taxes (VAT), state subsidies and non-monetary regulatory tariff barriers, will be determined for each nation. That nation will then be made aware of the tariff against each sector within their export system to the United States.
Effective April 2, 2025, President Trump will then have the tariff data provided by the USTR and Secretary of Commerce. President Trump will determine when the reciprocal tariff will be triggered and will likely engage in discussions with the leaders of the foreign nations.

“In other words, we’re going to customize the reciprocal tariff based on individual trading nations, and that will depend on their profile,” a senior administration official said on a call with reporters previewing the action.
This means the administration plans to impose tariffs on other countries that match the duties they impose on American products. The senior official says this allows the U.S. to “customize” the tariff to each trading partner based on their actions.
Trump previously announced tariffs on China, Mexico and Canada. While the 10% tariffs on China have been imposed, Trump paused the 25% tariffs on Canada and Mexico. Trump has also announced 25% tariffs on steel and aluminum that are expected to take effect next month.
Trump acknowledged “prices could go up somewhat short term” as a result of tariffs as he took reporters’ questions in the Oval Office. But he stressed Americans should expect jobs numbers to go up. “There could be some short-term disturbance, but long term, it’s going to it’s going to make our country a fortune,” he said.
An administration official outlined five types of actions it will take into account in determining the reciprocal tariffs for trading partners.
They include tariffs imposed on U.S. products; unfair, discriminatory or extraterritorial taxes imposed by trading partners, including a Value Added Tax; cost to United States businesses, workers and consumers, including subsidies and burdens and regulatory requirements; exchange rates; as well as any other practice that USTR determines is an unfair limitation.
Key players in this action will include the commerce secretary and United States Trade Representative, in consultation with the treasury secretary and Homeland Security secretary. Trump has nominated Cantor Fitzgerald CEO Howard Lutnick to lead the Commerce Department and attorney Jamieson Greer to be the U.S. Trade Representative. (read more)

In the UK VAT is not a Trade Barrier. It is applied equally to all products regardless of source. Import duties are barriers.

While we are looking at trade, I would highly suggest that the Whitehouse propose and promote legislation to make it illegal to import merchandise fraudulently marked “USA” or “made in USA”, or marked in such a way to lead a reasonable person to believe it is the product of the US.
This step (which imo is a no brainer):
1. Makes trademark and copyrights easier to enforce. There are currently many steps involved before large commercial shipments can be seized for copyright (piratical) or counterfeit. Or for 18USC2320 (trafficking such products). These cases are rarely prosecuted .
2. Protects the USA brand.
3. Protects US manufacturers.
Yes, there is law/reg for NLM (not legally marked with country of origin), but typically these cases result in a “marking notice” advising that the product be properly marked before sale. Substantive enforcement is unusual.

Chinese companies used to run a scam (probably still do) where they run sweatshop operations in the Northern Marianas Islands (out in the Pacific near Guam.) Those islands are considered US territory. But they do not follow regular US immigration and trade policies. What happened with the USMCA? Did Biden undo anything? Because it seems trade with Mexico and Canada upon President Trump’s return was worse than ever. Is the USMCA still in effect and were there some loopholes that weren’t seen before?
Also, I’ve purchased some items off of Amazon . (EUcountry) and the VAT tax was always removed for me being a purchaser from the USA. I don’t know about vehicles VAT, but regular retail from another EU country, the VAT is removed so wondering where we’re getting hit on VAT besides vehicles.

My understanding is that USMCA is coming up for review/renewal next Summer. I think this “loophole” provides the leverage to renegotiate multiple key issues such as country-of-origin and others:
“USMCA contains a provision providing for a joint review process through which all three parties confirm to continue the agreement, the first time such a provision has been included in a U.S. trade agreement. The first joint review is scheduled for July 1, 2026.”

VAT is added onto the costs those counties’ consumers pay for imported products. So it acts like a blanket tariff by those countries. Stuff they export gets a VAT rebate, which acts like a subsidy.
That is not correct. VAT is applied equally regardless of source, imported or local production. Where imports attract duty that is added to the cost of an item before VAT calculation. Exports are treated for VAT similarly to an internal sale to enable the final added value in a product to be VAT taxed.

A tariff is applied to a product being imported. A VAT is applied to both imported and domestically produced items.
Yes, the VAT is piled on top of any imported items subjected to a tariff. But if an item is exported to a country with a VAT but NOT a tariff, that item will be subjected to the same VAT as items being made in that country.

Hence, it creates a trade barrier, an uneven playing field, and PDJT looks to level that.

I read an article a while back that explained why you essentially can’t get what you want anymore because the EPA rules, they had the link to the rules which essentially makes it impossible to put anything but an electric “engine” in anything with a small wheelbase like my old 1992 Sonoma pickup.
The EPA has it all structured about wheelbase now (2011 thank Obama)that is why we all keep getting big a$$ SUV’s and trucks(no tax penalty), cause if they build something that I would actually buy, car companies would have to pay THOUSANDS of $$$ of penalty’s (for EACH vehicle) to the GVT for the gall to make something that I want but GVT does not want unless it contains a frikin electric “motor” at the MPG(CAFE) level required would make it all but impossible unless you put animals in a big squirrel cage to run & motor you do down the road(or a 4 cycle fuel injected 1 or 2 cylinder lawn mower engine that you would not like on a freeway).
Yes, much regulation must be slashed to empower such sanity.

Efficiency instead of choking down engines with smog gear.
Once I emptied a catalytic converter on a CJ7 Jeep of the catalyst so it effectively had no cat converter on it just the shell. I had the 6 banger engine at peak tune and it passed an EPA sniffer test on Regular non-ethanol gas at altitude in Colorado of all places!
(Warning: It’s of course illegal to tamper with emissions gear on an auto in the USA)
Definitely not legal, as a master mechanic, I had many people ask for things over the years & even management harassing me that why did I not just…….?
My simple answer, I am not paying the 10,000$ fine for doing X … as I always assumed it was a sting but I’m sure management would have reimbursed me for the fine right? ….. right? Just so I could have made an extra 20 bucks & them 80. LOL (I hear the split now is 15/85 one of the reasons I went to forklifts)
It does shock me that it passed emissions testing w/o a cat converter, it should have turned on the check engine light for oxygen sensor malfunction but with fuel injection & efficient operation must not have …. I never tried, I’m still driving that 92 throttle body injection Sonoma truck with 225K miles.
When that engine(2.8v6) gives up the ghost, I will rebuild/replace for another 200K & put another clutch in it. Most dependable vehicle I ever had, interior is shot but that too is fixable.

Here’s another benefit of these for the USA. When I buy something, I try to buy American but it can get tough to do when companies are owned by one or more parent companies or are just foreign parts assembled here. Hopefully now, the cheapest item is the one Made In The USA!

On a side note as to government waste, fraud and abuse, back when Bushy II was in office, I reported a two-day VA hearing on how to get services to our veterans (a never- ending quagmire). After the hearing, as I’m on my way out of the building, I was stopped by an official with the GAO’s office. He asked about purchasing a copy of the transcript of the hearing.
Now, I am looking at his business card that says, “US GAO” on it and wondering why in the world he would not just contact the VA and get a copy of it. I told him I would be in contact with him after I spoke with the VA contact.
THE VA CONTACT SAID IN NO UNCERTAIN TERMS WAS THE GAO TO BE PROVIDED A COPY!
