I believe the Senate can refuse to allow a member to take their seat. I would have to look it up but I know there have been a couple of instances in history. Someone would need to crack Senate bylaws as to it being done by a political party toward a member or it has to be a majority of the senate body. Not sure if the same can be done in the house.
