Russia will immediately supply more than 300,000 tons of diesel, followed by 500,000 tons in November, and 1 million tons immediately thereafter, Trump said in a post on Truth Social. Moscow will then deliver another 3 million tons of diesel based on the condition of Russia’s refineries, Trump said.
The Treasury Department temporarily waived sanctions on Russian diesel through April 2027 under a general license issued Friday.
Diesel prices have surged around the world as Ukraine has pounded Russian refineries, forcing Moscow to ban diesel exports to the global market. Iran and its Houthi allies have also attacked refineries in the Middle East, further constraining fuel supplies.
Trump is under growing political pressure to take action to reduce fuel prices ahead of the November midterm elections. Republicans are facing competitive elections in conservative strongholds like Iowa where farmers are feeling the pinch from high diesel prices.
But the president has few options to reduce prices given the destruction done to global refining capacity by the wars in Eastern Europe and the Middle East.
Trump flirted with a diesel export ban last month but ultimately relented after the oil industry and big business warned a ban would just raise gasoline prices.
The president issued an executive order earlier this week that allows truckers to use tax-exempt offroad diesel on highways without worrying about federal penalties. But the order only defers the tax obligation, creating confusion about whether truckers may have to pay up at some point. (read more)

In essence, right now “the west”, specifically Americans, are paying fuel costs based on market commodity prices. The most recent examples are oil, LNG and now the headline leading, diesel fuel. However, the actual supply of diesel fuel is not driving the price. The price is being driven by speculation and trading, which is based on arbitrary price formulas created by western multinational corporations and financial markets.
Right now, Russia is overproducing diesel fuel, and shipping it out of the country to allies. Yet diesel prices in the west are determined by commodity traders, and the pricing mechanism is disconnected from the supply. {SEE HERE}
This is why Secretary Bessent essentially said yesterday, he was “evaluating” calls for a U.S. export ban on diesel. Bessent knows it makes no sense to halt U.S. exports of diesel fuel, because (a) the US has no ability to store it, and (b) if we produce more than we can store, that doesn’t lower the USA price.
Our US diesel supply doesn’t lower the US diesel price because the price is set by market traders, by the western financial markets, not by production or supply. There is a disconnect. It’s the same reason why Oranges grown in Florida cost the same as Oranges shipped into Minnesota. Local supply does not determine local price; the rigged commodity market does.

Most of these hedges are sold by small oil and gas companies. Chevron and Texaco barely hedge anything.
The small oil and gas companies have to hedge. Otherwise, in a down cycle, they will go bankrupt. But they also have the ability to out drill their hedges, and sell in the spot market or into today is much better futures market.
I read article today about how one company was unable to out drill their hedges and just told the customers that they were not yet producing. Which allowed them to sell? into the higher spot price market. The fine I believe is up to $172 million.
Gasoline and diesel fuel may drop a very few cents per gallon, but it ain’t never gonna drop back to before the Iran War prices…

Price has been dropping here in MN. In the station down the street, three weeks ago was $6.99/gal. A couple of weeks ago it was down to $6.29/gal, and last weekend it was $6.09/gal. Its still wildly high and needs to come down a whole lot more, but trending in the right direction before this news.

• Conversion factor: One metric ton of diesel oil equals roughly 7.45 barrels.
• Calculation: 3,000,000 tons × 7.45 barrels/ton = 22,350,000 barrels (frequently rounded to 22.5 million barrels in market reports).
The refined barrel of diesel adds$100 to the cost. And the US has very refining little capacity available.

So 5 million tons of diesel would cover roughly 10 days of total US consumption — less than a week and a half to two weeks depending on season (diesel use spikes in winter for heating and harvest).

Spread that out over a 6 month period and it probably amount to 5-6% of total diesel consumption per month. It only takes a small percentage shortfall to increase prices significantly. So reducing that shortfall can only decrease prices.

One also must assume the domestic distributors of the Russian diesel must sign off on selling at below market price. Who’s to say they will?
While we do have excess diesel storage capacity, we do not have excess diesel pipeline capacity. Now some lines could be reversed – but the cost and timetable for doing so may not be cost-effective, nor rapid enough, to affect prices at the pump in the short term.
However, the suspension of the Jones Act could make up for this in coastal states.
This Diesel deal is the beginning of Perestroika. Peace with Russia is on the horizon.

All the talk about diesel and less about the not so different #2 fuel oil.
Last I checked fuel oil in the Northeast was tracking well over $6 a gallon with prices projected to go higher once the heating season was in full swing.
This is a big deal for a lot of working class people in my neck of the woods, if the deal includes heating oil. A lot of families do not have 1.2k+ to fill their fuel tank in the short term. Much less higher prices later in the season.
My perspective is that heating oil is more of a Northeast US issue. That doesn’t lessen the pain you and others feel paying the high prices but most of the country uses gas or electric.
I hope the prices do come down. That is a lot for heating a home or business and as you say, a lot of people will have to decide on their priorities .
We also got quite high electric rates up this way and gas is not much better with the lack of pipeline capacities with which to move it to customers within the local markets from places farther south where it is much cheaper. On that last point, foreign LNG is shipped in for the natural gas plants keeping the lights on.
All energy up this way is more expensive then it needs to be, mostly thanks to green scam policies.

Yeah, I live in the Northeast and use natural gas for heating, cooking, drying, and hot water.
Since all of the Northeast has decided to make their bed totally with Democrats in Congress, I have no sympathy for the fuel oil users. Whether the price of fuel oil is $1 or $10/gallon won’t change how those people vote.
That blanket characterisation of people in the region is a rather broad brush and less than precise.
I’m not convinced a majority even vote for the clowns. Ballot fraud is a major issue everywhere, least of all in the Northeast.
Dropping off a lot of illegals in communities in the region also goes a long way to backfill for ballot harvesting and generating more voters willing to vote for free stuff from everyone else.

Let’s look at the reality here in the Northeast – yes, a broad brush – at least as it stands here in Massachusetts.
Registered voters in MA are as follows:
Unenrolled – 67%
Democrat – 25%
Republican – 8%
Unenrolled are otherwise known as Independents. Most are really Democrats. That’s why the Dems have supermajorities in the legislature -both the House and Senate – and why they control all state offices and mayors of every city.
And that has nothing to do with illegals voting and other fraud, unless you are talking hundreds of thousands or more of illegals voting here.
Where did you get those numbers? Who compiled them? How do you know most independents are “really democrats?” If you don’t think election fraud plays a major role, especially here in the northeast, I don’t know where you have been for the past 50 years or so, and really a lot longer than that.
You can find those numbers all over the internet, and they come from the state itself.
I’ve lived here for over 75 years, so I know a little about MA and its politics.
A simple math calculation will indicate most Independents are really Dems. In any of this century’s presidential elections, the Dem has received 60-67% of the vote in MA. Now apply that to those registered voter percentages and you will see that I am right, assuming most Dems vote Dem and most Republicans vote Rep.
The only way the Dem can win the state by those percentages means that the majority of the Independents voted for the Dem.
I can tall you that when Presidents, Representatives, Senators, and other local and state politicians are winning most of their seats by 60% and more that election fraud here is playing a very, very minor role and is not even close to changing the outcome of these races.
Let’s watch and see how these globalist market-makers respond here. Diesel and gasoline prices are not high because of supply and demand. I think that’s been covered here and other places in detail. The people that control these global commodity markets have a bunch of power. It’ll be interesting to see what their next chess move will be.

I don’t see how this moves the needle one bit unless we’re getting refined diesel from Russia. I have read that Phillips domestic refineries are operating at above 100% capacity and have delayed some routine maintenance.
After oil is refined and separated into diesel and gasoline, the crack spread, what the refiner makes on a barrel diesel, is over $100 right now. It is typically between 15 and $45, or an average of about 25 (average is for both gas and diesel) according to oil and gas reporters. Which is to say, unless you reduce the cost of refining, all the diesel in the world from Russia won’t make a difference to USA prices.
Now here’s where we get really deep in the weeds. If you read the CVR energy, stock symbol, CVI, quarterly report, their average crack spread of two barrels of oil that are turned into one barrel of gasoline and one barrel of diesel, jet, fuel, etc. was $58 according to the last quarterly report. They only captured 22% of that because they hedged their refining costs. Notably a couple months ago their CEO abruptly stepped down. FYI Carl Icahn owns ~75% of CVI.
Regulatory costs accounted for about $17/barrel combined for gas and diesel. The other $28 went to the people buying CVI’s hedges. This is where the market makers/traders are making the majority of their money.
Spot market prices and futures market prices are basically equal to each other per barrel. Increasing diesel supply to the EU, who the saudis stopped sending to, will drop EU prices, as their refineries’ supply was cut. It could also reduce the crack spreads… but only for the EU.
Check back in two weeks and tell us what your needle says.
Can it even reach our shores in that amount of time? Then you have to consider how long it will take to hit the market.

We are getting below market prices on this diesel from Russia, so we need to monitor the oil companies that they don’t mark up this lower cost diesel fuel to existing market prices, thereby keeping prices at the pump to remain high from their gouging.
Russia can sell their oil without regard to market prices, but unfortunately once they sell that oil to us anything can happen with retail prices.
That is exactly what the major oil companies will do: Mark it up to existing prices, or even a little bit higher because another ship was attacked as it went through Hormuz Strait…
Since this diesel is now intended for the US among others, if little Z were to attack the diesel stores or refineries after this announcement, would he be treated as a hostile power attacking strategic assets of the United States?
