Canadian Prime Minister Mark Carney has recently promoted an expansive LNG pipeline deal to center the domestic infrastructure development around the concept of “Buy Canadian.” However, when questioned about the actual construction of the proposal, Carney now admits the developers will determine what resources will be used – and it will not be Canadian product.
The unfortunate reason is not complicated. Canada does not have the industrial capacity to make the heavy components for the LNG expansion pipeline because Canada does not have the ability.

CALGARY — LNG Canada is planning to use Chinese steel in major components of its $33-billion second-phase expansion despite Ottawa’s promises that nationally significant projects would help drive Prime Minister Mark Carney’s Buy Canadian policy.
The joint venture says Canada lacks the specialized fabrication facilities needed to manufacture the massive modules required for its expansion and plans to buy more components from state-owned China Offshore Oil Engineering Co. I would remind readers this inability to manufacture industrial goods is exactly what former Canadian Prime Minister Justin Trudeau outlined to President Trump in December 2025 in Mar-a-Lago, when President Trump challenged Trudeau to stop importing Chinese steel and aluminum. All of the political talking points from Mark Carney are built upon a foundation of lies. Their national inability is inherent in the Canadian industrial economy, which is created around a climate change agenda that blocks industrial manufacturing.
Eventually, this reality is going to hit the psyche of the Canadian electorate. It will not be easy for them to accept that all of their leadership has been lying to them. However, denial is a very real issue which makes conversation with any Canadian very challenging.
LNG Canada says its overseas purchasing reflects a gap in Canadian manufacturing capacity.
“For the plant construction in Kitimat, the challenge is not a preference for offshore steel, but the specialized fabrication capability required for modules of this scale and complexity,” company spokesperson Paul Hagel told CBC News in an email, adding that “there are no fabrication yards in Canada that can manufacture and deliver the additional modules required for Phase 2.”
Hagel said that only five fabrication yards worldwide have the necessary combination of space, capacity, quality systems and marine access, including COOEC’s yard in China. {source}

Carney’s project will be using Chinese steel, and probably a great deal of Chinese investment money, to build a pipeline to ship LNG to Canada’s west coast so that Canada can unlock new energy markets. Uh huh. But the only new market that Carney will be selling their LNG to is China, and they will be getting it cheap because China will actually be building the pipeline and all the rest of the development for the project. China will get all the benefit while Carney masquerades around pretending that Canada will be getting all the benefit.
