Why buy the old Note when a new note pays out a better yield for the same capital stake.
That is what the role of the REPO is meant to achieve.
A marketplace settlement banking institution meant to settle with the seller of the Note using commercial paper transactions and these traunches of old Notes are repackaged into Notes of par yields of current Note offerings.
You can bet your last dollar that the big commercial banks took their cut from the seller of the Note to cover the service and bring the old note in line with current yields.
Well, some where along the way the Obama administration figured out what a great way to sustain the national debt economy addiction.
It first started under Bush during the 2008 Housing Mortgage crisis where liquidity issues where straining the REPO marketplace.
Back then, the Fed stepped in to stabilize the commercial overnight paper REPO market.
When Obama pissed off Sovereign Wealth with his Cairo speech.
The Treasure had a new problem.

That would mean the Treasury and the Fed would have to increase the yield.

yen carry trade is a house of cards similar to the type of currency transitions similar to how Hong Kong dollars could borrow US dollars and make a little percent yield simply by converting the borrowed US dollar sback into Hong Kong dollars.
So if that is what is going on with a yen carry trade currency transactions the implication is that the transaction differential and the net result of liquidity of capital flowing into yens more than offsets the cost of buying Notes and immediately liquidating them on the REPO market.
The hatred of banks is misplaced. The debt is created by the Congress spending more money than it takes in. Fix the root cause. Quit the Over Spending.
