CTH is very happy to see President Trump pause his consideration of giving Ukraine Patriot and Tomahawk missile system technology and licenses. As noted by President Trump there is always a possibility of those systems being used against the USA if the conflict shifts and Ukraine becomes our enemy.
Germany and Ukraine have been asking for Tomahawks (offensive missile systems), while mostly Ukraine President Volodymyr Zelenskyy has been requesting the Patriot (defensive) missiles. Both systems are closely guarded, held and maintained by strict security protocols in the U.S. military arsenal.
President Trump responded to the question during his Camp David cabinet meeting (prompted):
Zelenskyy likely did himself no favors when he announced his intention to build missile and drone factories in the U.K. No doubt several Trump administration officials noted that statement and contrast it against Zelenskyy’s requests.
It would be exceptionally risky for the USA to allow Patriot and Tomahawk systems to be built in the U.K. as the secrecy behind the technology would certainly leak and our strategic advantage lost. It should be remembered that both the U.K and Ukraine were part of the political system attempting to remove President Trump from office.

Considering the parts shortages all defense vendors are experiencing at the moment, we don’t need to give any more away as we are unable to replace it quickly. We need to protect Americans first.

Why are ther parts or other shortages? Why didn’t we go to 3 shifts on munitions development and replacement a few years ago?
Why didn’t we immediately start rare earth mining and other bottleneck production when supply was first threatened? Why haven’t we nationalized a few assembly lines to go along with 3-shifts on existing operations? This is not hard. Even the russians can do it.
The russians quickly ramped up munition development and production in a very massive way. But we can’t? Bureaucracy? It takes 3 years to select a contractor, then years of bid protest litigation? And years of environment approvals. Perhaps lack of talent or experts (our good students became stock traders, bankers and financers? DEI effects? Most tech people here are from india or china.
Isn’t the official ‘narrative’ that russians are inefficient and can’t match our “capitalism”? The chinese aren’t creative? But they can function effectively despite blockades and sanctions, while we use up existing supplies and strategic reserves without replacement?
This is much like general congressional behavior since about the 1980’s – use up, steal and squander what our country built up since its founding, without replacement.
We, thankfully, blessedly didn’t do that. What do people in power like to do when they get their hands powerful things?

If by engine tech you mean the Williams International F415 turbine I would expect by now any tech involved has been fully disseminated by its widespread use. But Tomahawk is more than an engine of course. The guidance is where most the R&D goes. Plus the missile is one thing; you also need boosters, launching systems, and a planning system.

Germany – Currently licensed to produce a few block classes of patriots but it will take more time, and more money for that country to start producing them in sufficient supply. Germany like Japan, is not authorized to transfer or sale any patriot missiles and the technology thereof to any else, not even other EU members states or NATO member states. There may be a plan to allow for that in the future, but that power does not exist under the contract terms enforced by the US government.
Noting: this is solely a list of non US countries who are currently licensed and who do manufacture the patriot missiles system. There are many other countries where these missile systems are deployed by our military and quite a large number of mostly gulf states that have them strategically located to protect certain high value assets.
