The fisheries order involves some large marine monuments in the Pacific that were closed off to American fishing for environmental reasons. The Chinese moved in and fished there anyway. Now the American fishing fleets especially tuna can go back in.

And that is because the Communist Chinese are a plague on all environnments!
They are the worst polluters of Land, Sea, and Air, because they do not care about Life!
Life is cheap to the Communist Chinese, going back to their “Human Wave” technique of combat in The Korean War, to forcing abortions on millions of women, to having no safety standards to protect people.
Their millions of people exist as slaves for The Communist Elite: slaves are expendable!
Since they do not care about human life, why should we expect them to care about a good environment for animal life?
And thus the large Coast Guard presence there. Unfortunately the area is vast and with several ships it is not enough to keep the Chinese from fishing there.
Retired Magistrate here: President Trump will turn 80 on June 14th and he is looking at the kind of legacy he wants to leave to future generations. Peace in the Middle East is the prize and that is what he wants for his legacy just as much as he wants to Make America Great Again. Actually the two go together; peace in the Middle East would result in better security for the United States. Will it happen, I have no idea, but he is certainly doing everything he can to make it happen.
President Trump is thinking long term; a better world for our children and grandchildren.
For all the doubters and naysayers out there, Donald Trump will end up being one of, if not most consequential Presidents in history. He has done more for the world than I truly believe any other President and he still has time left in his term.
The IRGC is in control, this is nothing more than a delay tactic.
