The House Armed Services Committee has released the full text of the National Defense Authorization Act for 2026 [SEE TEXT HERE]. The massive bill consists of 3,086 pages, making the fiscal year 2026 NDAA longer than the manuscript of War and Peace. Most people will never read it, so a 24-page Summary Version is Here.
The FY 2026 NDAA authorizes $892.6B for defense, which includes $153B for procurement, $142B for Research and Development, and $235B for military personnel. The legislation: Codifies 15 Trump EOs on military reform, border security, and DEI elimination. Boosts shipbuilding, aircraft, munitions, funds Taiwan aid and Israel programs, reforms acquisitions, enhances border support including $900M for counter-narcotic operations and includes a 3.8% pay raise and quality-of-life improvements.
There is a $400 million authorization for Ukraine support, however, the amount is ‘authorized’ not ‘appropriated’ – which would have to come in a separate spending bill.
Other Ukraine-Related Provisions (No Specific Funding). These sections emphasize oversight, reporting, and strategic support but do not authorize new funding:
SEC. 1244 (Military Intelligence Support for Ukraine): Directs the provision of military intelligence to Ukraine but without dollar figures.
SEC. 1245 (Report Relating to Allied and Partner Support to Ukraine): Requires the Secretary of Defense to report on U.S. and allied contributions, including unobligated balances in the USAI account and plans for using funds to bolster Ukraine’s defense. Covers bilateral aid, Jumpstart/PURL initiatives, and deterrence against Russia.
SEC. 1246–1250: Broader provisions on NATO’s eastern flank, Baltic security, U.S. basing/training in NATO countries, and European deterrence reports. These indirectly support Ukraine via enhanced regional posture but lack Ukraine-specific funding.
No other sections in the amendment (e.g., those on Indo-Pacific, cyber, or appropriations for unrelated programs) mention Ukraine funding. The total direct authorization for Ukraine in FY 2026 appears to be $400 million under USAI, building on prior years’ initiatives. This is an authorization bill, so final funding levels depend on the appropriations process and conference reconciliation between House and Senate versions.

In fact, they were quick to parrot the line then that any feeling of unaffordability was only in our imagination, unpatriotic even. First: It was “reported” that President Trump will withdraw support from the Ukraine if this current effort does not result in an agreement. implication being it is now on the heads of the Ukraine and EU. This “Ukraine Support Line” seems to be an indication the President is serious this time.
There were reports that the US is drawing down assets, redeploying them away from NATO. These are likely the augmentation forces sent to NATO by JoeBama Biden’s Auto-Pen in 2022, as the Trump Lead US realigns (at least until January 2028) US defense focus to the Americas and Asia (you know the PROMISED shift to the East OBAMA and BIDEN never implemented).
That brings us to the second media report that seems to have slipped into the background for now.
Second: NATO has been informed that by 2028 the EU members of NATO are to take the lead in everything NATO, forces, command, financing, et al. As the US assumes “support” role as there is no viable requiring the US to be the lead defending the EU. The article even pointed out the material, financial and technological advantages the EU has over their boogieman Russia.
As stated above, President Trump has already started the draw down. Now let’s see if future defense budgets reflect the same. This new budget seems to reflect a start.
With this new defense appropriations proposal … the reactions from Congress will give a good indicator.

There was a case after the 2020 elections of a voter in California who had been voting for 20 years using a college dorm as their ‘residence’. Voter rolls have dead people, voters who have moved also. The importance of voter roll fraud is illustrated by the DOJ’s fight to get voter rolls from states, especially the blue states.
There are a hundred ways to cheat and they’re using all of them–because “Republicans” help them.

If you really want to reward servicemembers, don’t give them a raise, eliminate federal income tax on active duty pay/allowances instead.
It’s a big shell game – the govt pays servicemembers, who turn around and pay federal income tax on that money. Imagine how many IRS agents could be eliminated if 1.3M taxpayers suddenly disappeared from the tax rolls?
I worked for the Federal Government for about a decade in the late 1980’s into the 90’s. Every single time we got a salary COLA (Cost Of Living Adjustment) to compensate for inflation, our Gov provided health insurance would go up by nearly the same amount. It was a scam and total BS. You didn’t get a raise unless you were promoted, the COLAs went straight to the insurance companies.
Next year’s insurance premium rise (14%) will be covered by my retirement cola of 2% and my Soc Sec cola of 2.8%
Pretty much the same here in CA state government. And, each time you got a raise the amount the unions automatically took from your new “raise” went up too, as did all the withholding. It was not unusual to actually end up bringing home less than before the “raise”.
I recall when Grey Davis was CA governor that the teacher’s union was demanding a significant pay raise and Davis offered instead to exempt them from the state income tax…in perpetuity. They rejected the offer and took a modest raise instead. Their reasoning was that they didn’t want to appear as to ‘not paying their fair share’.

I didn’t include federal workers because politicians rarely if ever crow about championing raises for federal workers. They do, however, climb to the highest mountaintops and announce their everlasting and unquestionable support for those in uniform (especially around campaign time).

I thought having to file/pay federal income tax on money I got from the federal govt was not only a stupid shell game but a big source of stress, since I was deployed all the time and had to file from long distance with my wife for many years.
55% of my Social Security increase for next year is being taken by my Supplemental Insurance rate increase.
Heck, Medicare increase was 9.8% so much for the extra SS money.
If anything increases 10% every year, that means it doubles in about ten years.

Not true … when I was stationed in Germany, the IRS AUDITED my return in 1979 and tried to suck more money from me in the form of a tax bill sent before I even had a chance to answer the questions in the Audit.
I managed to satisfactorily answer the questions in the Audit … but the wording of the Tax Bill sent indicated I was GUILTY and that I could stop the audit process by paying the fine I obviously OWED.

The IRS refused to fire most of its own employees found to be cheating on their taxes — and in some cases even quickly turned around and promoted them within the year, according to an audit released Wednesday.
In about 60 percent of cases of “willful violations,” IRS managers found mitigating circumstances and refused to fire the employees, even though the law calls for that penalty. In some of those cases, the managers didn’t even document why they had overridden the penalty, said Treasury Inspector General for Tax Administration J. Russell George.
……… “Given its critical role in federal tax administration, the IRS must ensure that its employees comply with the tax law in order to maintain the public’s confidence,” Mr. George said. “Willful violation of the law by IRS employees should not be taken lightly, and the IRS commissioner should fully document decisions made to retain employees whom management has proposed be terminated.”
From 2004 to 2013, the IRS identified nearly 130,000 suspected cases of tax violations by its own employees and concluded about 10 percent of those were actual violations. Mr. George said the agency did a good job of spotting those issues.
Of those 13,000 cases, 1,580 were deemed to be intentional cheaters, and they were sent to managers for discipline. But in 60 percent of the cases, the managers refused to fire the employees.

Allowances generally are not taxed. I was always stationed in a “military treatment facility” catchment area; never paid a cent for any medical or dental or insurance. But I guess it isn’t as good if you don’t have an MTF and have to use Tricare.
Regardless, if your only income is W-2 military pay I guess that could work, but that seems like a small group. You never “disappear from the tax rolls”. You might not have to file a return, but a sea of paper returns about you (W-2, 1099, 1098, etc) continuously roll into IRS.

If Hegseth was being honest about the return to the “Monroe Doctrine” per comments made over the weekend, wouldn’t that justify repatriating the $ trillions in equipment and soldiers we have across the globe and redeploying them here at home (or closer by)? Do we need more planes, warships, tanks, etc if that were really the plan?
Time is not kind to any of us, and that includes our weapons of war. We don’t necessarily need more planes, warships, and tanks, but we do need to continuously update and replace the fleet as it ages. How much we need to spend on that long term maintenance program will always be a subject for debate, as it should be.
The 2026 NDAA does include appropriations for another Arleigh Burke destroyer. Granted once the bidding is completed on the contract, then steel for a new hull can be cut. Not likely for the destroyer to be joining the fleet before 2028-2029. It is probable that Ingalls Shipbuildling of Mississippi is going to win that contract over Bath Iron Works.
A more pressing issue for the Navy is a backlog of maintenance and repairs for the rest of the fleet. This is a significant issue with a bottleneck being enough dry docks and associated repair facilities to get ahead of the repair/refit curve. Ditto having skilled shipbuilders and tradesmen to do the work efficiently.
There was an article a few weeks back about the horrible last of ship building capabilities in the US. We can lay a fraction of the keels that China can. South Korea and Japan have many times our capacity. If Honda can build automotive manufacturing plants here, could they, or could South Korea invest in US drydocks and shipyards, to our mutual benefit?

South Korea and Japan have become very successful with favorable trade policies in prior years. Some of which was derivative of offshoring from the USA but I digress.
We also need the rest of the supply chains restored. Everything from steel, electrical equipment, tooling and dies, mining & smelting, etc. The more of those critical supply chains we can onshore the better off we’ll be.
OT, but I was talking with a former co-worker at the airplane factory in St. Louis yesterday. We both were laid off when Cheney cancelled the A-12 contract. He went to work for Ingalls and was telling me how they build ships upside down, turn them over, then connect all the pipes, etc You all probably know that but I was just amazed, had no idea that was how they did it. I knew he was retired Navy but he said he was Navy air, not Navy water, and was one of the ones who took off and landed on the ships. I worked beside him for several years and he never mentioned that. There were many retired military at MDC at the time. Thanks for letting me blather.

I think the F-18 production line closes in 2028, unless the NDAA authorizes some more. We lost 3 at sea last year (1 blue-on-blue shootdown, 1 rolled out the hanger in a missile-evading turn by the ship, 1 went over the side when arresting gear failed).

I hoped that the USA would remove itself from NATO and that NATO would disappear. There is no reason whatsoever to keep all that going let alone be mandated to have it led by the USA. Same with South Korea. Get our guys out of there.
No way should we be spending billions on keeping our troops in these places and have any involvement whatsoever anymore with troops on the ground in those countries.
If the EU and South Korea need help sometime in the future they can hire the USA to come help or buy our tech or buy our weapons on an as per incident need. Consultations too. Pay for them when these countries need them, not us paying for a permanent force on site.

After reading the shortened summary of this 3000+ page bill there is 1.6 Billion being cut from “Climate Change Issues” within the DOD. Would like to see how that money has been spent, stolen, or wasted in the past. 1.6 Billion is a huge sum of money to be allocated to pure fiction.

That aircraft carrier in the image. It “looks” like the USS Enterprise (CVN-65) but the bow looks very strange to me. I get there is some camera angle and distance issues at play here, but I’m accustomed to seeing the two horns on the bow which are not there. I also see a CIWS on the target (the tower where all of the high ranking officers operate) which is something I’m not accustomed to seeing there. Things have changed I’m quite sure… my own ship also had the horns removed preventing me from recognizing it easily but the boxy structure is a unique signature of the Enterprise.
