According to the people present, when former Canadian Prime Minister Justin Trudeau traveled to Mar-a-Lago to meet with President-elect Donald Trump, his primary objective was to inform President Trump his public demands for U.S. trade reciprocity with Canada were unachievable.
Trudeau was not lying. In this outline we will explain a dynamic that is certain to surface this summer.
President Trump has deferred all North American trade negotiations with Canada and Mexico until later in the year, after the priority trade deals with other large trade partners are completed. The USMCA trade pact is due for review and renegotiation this year [BACK STORY]. We should expect an entirely different trade pact as an outcome, quite possibly the ending of the trilateral nature of the current agreement.
A few days ago, Politico noted that Canadian Prime Minister Mark Carney had a reprieve from his prior campaign points about confronting President Trump on tariffs immediately. PM Carney is currently trying to align allies for what will likely be a major confrontation that he cannot win.
♦ BACKGROUND – Following the 2024 presidential election, Prime Minister Justin Trudeau traveled to Mar-a-Lago and said if President Trump was to make the Canadian government face reciprocal tariffs, open the USMCA trade agreements to force reciprocity, and/or balance economic relations on non-tariff issues, then Canada would collapse upon itself economically and cease to exist. In essence, in addition to the NATO defense shortfall, Canada cannot survive as a free and independent north American nation, without receiving all the one-way benefits from the U.S. economy.
To wit, President Trump then said, if Canada cannot survive in a balanced rules environment, including putting together their own military and defenses and meeting their NATO obligations, then Canada should become the 51st U.S state. It was following this meeting that President Trump started emphasizing this point and shocking everyone in the process. However, in the emotional reaction to Trump’s statements, no-one looked at the core issues outlined by Trudeau that framed President Trump’s opinion.
Representing Canada, Justin Trudeau was not expressing an unwillingness to comply with fairness and reciprocity in trade with the USA, what Trudeau was expressing was an inability to comply. Quite simply, after decades of shifting priorities, Canada no longer has the internal economic capability to comply with a fair-trade agreement (FTA). Trudeau was not lying, and President Trump understood the argument; hence his 51st state remarks.
This is where it becomes important to understand the core reason why Trump, Ross and Lighthizer (2017) did not structurally want to replace the NAFTA agreement with another trilateral trade deal. Mexico and Canada are completely different as it pertains to trade with the USA. President Trump would rather have two separate bilateral agreements; one for Mexico and one for Canada.
♦ Firstly, Canada is a NATO partner, Mexico is not. As President Trump affirmed to Justin Trudeau during the meeting, it would be unfair of President Trump to discuss NATO funding with the European Union, while Canada is one of the worst offenders. Trump is leveraging favorable trade terms and tariff relief with the EU member states, as a carrot to get them into compliance with the 2.0 to 2.5% spending requirement for their military.
If the NATO member states contribute more to their own defense, the U.S. can pull back spending and save Americans money. However, Canada is currently 26th in NATO funding, spending only 1.37% of their GDP on defense (link).
Canada would have to spend at least another $15 billion/yr on their defense programs in order to reach 2.0%. Justin Trudeau told President Trump that was an impossible goal given the nature of the Canadian political system, and the current size of their economy ($2.25 trillion).
♦ Secondly, over the last 40 years Canada has deindustrialized their economy, Mexico has not. As the progressive political ideology of their politicians took control of Canada policy, the ‘climate change’ agenda and ‘green’ economy became their focus. The dirty industrialized systems were not compliant with the goals of the Canadian policy makers.
The dirty mining sector (coal, coking coal, ore) no longer exists at scale to support self-sufficient manufacturing. The dirty oil refineries do not exist to refine the crude oil they extract. Large industrial heavy industry no longer exists at a scale needed to be self-sufficient. Instead, Canada purchases forged and rolled steel component parts from overseas (mostly China). Making the issue more challenging, Canada doesn’t even have enough people skilled to do the dirty jobs within the heavy manufacturing; they would need a national apprenticeship program. Again, all points raised by Trudeau to explain why bilateral trade compliance was impossible.
♦ Thirdly, the trade between Canada/U. S and Mexico/U. S is entirely different. The main imports from Canada are energy, lumber and raw materials. The main imports from Mexico are agriculture, cars and finished industrial goods. Mexico refines its own oil; Canada ships their oil to the USA for refining. There are obviously some similar products from Mexico and Canada, but for the most part there is a big difference.
♦ Forth, USA banks are allowed to operate in Mexico, but USA banks are not allowed to operate in Canada. USA media organizations are allowed to broadcast in Mexico, but USA media organizations are regulated and not permitted to broadcast in Canada. The Canadian government has strong regulations and restrictions on information and Intellectual Property.
All of these points of difference highlight why a trilateral trade agreement like NAFTA and the USMCA just don’t work out for the USA.
Additionally, if President Trump levies a tariff on Chinese imports, it hits Canada much harder than Mexico because Canada has deindustrialized and now imports from China to assemble into finished goods destined to the USA. In a very direct way Canada is a passthrough for Chinese products. Canada is now more of an assembly economy, not a dirty job manufacturing economy.
When Trudeau outlines the inability of Canada to agree to trade terms, simply because his country no longer has the capability of adhering to those trade terms, a frustrated President Trump says, “then become a state.”
There is no option to remain taking advantage of the USA on this level, and things are only getting worse. Thus, the point of irreconcilable conflict is identified.
Because the Canadian government became so dependent on their role as an assembly economy, they enmeshed with China in a way that made them dependent. The political issues of Chinese influence within Canada are a direct result of this dynamic. In fact, China was the big winner from the outcome of the recent election because all of their investments into Canada are grounded on retaining Liberal government dependency.
If Trump targets China with punitive tariffs, the Canadian economy will be collaterally damaged. Canada will end up paying a tariff rate because they use cheap Chinese component parts in their finished goods. Canada has structurally designed their economy to do this over multiple years.
Understanding the unique nature of the Canadian economic conundrum, the only way to address the issue is to break out the USMCA into two separate bilateral trade agreements. One set of trade terms for Mexico that leverages border security, and one set of trade terms for Canada that leverages NATO security and border security. The only substantive similarity between them will be in the auto and agriculture sector.
If you think the multinational corporations, political leftists and UniParty Republicans in the USA are strongly opposing Trump now, just wait until later this year when the Trump administration proposes the elimination of the trilateral North American trade agreement, USMCA.
According to the World Bank, the USA economy is $27.3 trillion. Canada is $2.1 trillion.

Deke, what tips can you give on using the Alcan Highway to drive to Alaska and back?
What sort of mechanics are along the highway in case of trouble? (I would be running a Jeep or a 4WD mobile home.)
That’s a bucket list thing for me.
I haven’t driven it, but a few years back a neighbour had made the journey and he thoroughly enjoyed the adventure.
He was a long haul trucker so was obviously confident on the roads.
My hunch is an internet search will suggest mobile/ 24 hour shops and the like
for the Hwy.
Depending where you are coming from crossing in Montana and heading straight north up and into Alberta would likely be best.
One would be driving through the major cities of Calgary, then further north to Edmonton.
From there on heads west to Dawson City where I believe the Alcan Hwy begins.
The Jeep of course would be more nimble and better on fuel, but having the 4×4 motor home would be truly versatile.

Valdez was a surprise destination – two really great museums.
I did that when I finished college. But we camped. We drove from MN, which is not recommended. Depending where you are, if not in the upper, western US, best to fly to Edmonton and rent a car, if it can be afforded. From Fort Nelson up it is very beautiful and worth every second. Camping by Kluane Lake is one of the most memorable camping trips imo. The Yukon is spectacular. Driving the Canadian flat land can be bland but that area is filled with salt of the earth farmers and it is beautiful in itself. The highway was not paved when we did it and we made it.
Once I retire, I’d like to do that again. Alaska is one of our most beautiful states. Make sure you go to Mt. McKinley, and take the bus to the interior. Also the Kenai peninsula, Homer, Prince William Sound, Seward, even hard to reach Cordova are very beautiful. You can drive back to Sitka and put yourselves and the car on the ferry and do the inside passage to Prince George or wherever it ends. Best travels to you and yours!

If one wants to fly, rent a vehicle and do it frugally I would suggest something a bit different.
Possibly, and I stress possibly fly Allegiant Air ( we fly regularly with them as they are great value) to Bellingham Washington St ( 20 mins from the B.C. border)
Get a deal there or in B.C. and drive up through B.C. to Dawson City.
The drive is quite scenic.

I’d like to add this to possibly help you.
My state borders Canada and I’ve been up there quite a bit in my life, it’s very different from America.
First of all, depending upon where you are, I’m very near Quebec, they cannot stand Americans.
None of this is new and it’s far worse now.
We were treated horribly many times, and in a hostile way more than once- people refused to speak English to us even though we knew they knew how too. I’d call it just being a jerk whenever the opportunity presented itself.
It just is what it is.. but be aware of all this as you travel there.
Next: they use the Metric system. I’m not a mechanic but I know that my dad always brought half his garage with us when we went up there because he’d say that their tools that they had on hand were likely not compatible with our older American vehicles.. obviously if you need to fix something, and no one has tools that work on your vehicle, this is a big deal.
I don’t know if this is still an issue today, but it’s something for you to research to then prepare for.
Do your research about how their medical system works, call your insurance company. Make sure you understand what to do should you find yourself needing medical care there.
Another thing to remember: Canada is a very far gone Socialist country. We were robbed the last time we were there and they looked at us like we had two heads when we went to the local police station to report that we’d been robbed. They do not think of a single thing as we do. You cannot assume anything..
Also do your research on what the border crossing will be all about.
We went in with a motorhome one time, a team of border agents searched literally every square inch- even looking into jars of food in the fridge. We were there for almost 12 hours both going in and coming home.. this is something to be very prepared for if you wind up going in with a camper.
You can possibly lose two entire days of your trip just crossing the border- I would expect this to happen in fact.
Canada is a wonderful country, IF things go well, BUT exercise full caution as you would going into a foreign country that doesn’t necessarily want you there.

I went to Canada over a decade ago, in August. An older relative wanted very much for my daughters to see the whales in the St. Lawrence.
We had a lovely time in Quebec and Montreal; no problems except that relative claimed to my teen daughter that “there is no crime in Canada”. I protested that this is an unwise assumption. Criminals can travel just as easily as we could, and lawbreakers exist in all times and places. There might be MORE criminals in US cities but I did not ever want for the kids to make assumptions of ideal total safety in unfamiliar surroundings

Sherman was an evil, terrible man. The atrocities that he and his army perpetrated upon civilians, old men, women and children have guaranteed his place in hell right next to Lincoln and Grant for the loss of life, destitution and suffering those three men caused. What the British did to Americans as represented in Mel Gibson’s movie, “The Patriot” is the exact same game plan that Sherman used to destroy the South by deliberately killing, laying waste and burning civilian property. Taylor, a war hero, was much like Trump in that the people voted for him even though the leaders of the party that nominated him — Whigs Daniel Webster and Henry Clay — backstabbed him. Taylor was looking at admitting California and New Mexico as free states to outvote the slave states in the Senate. Taylor opposed any sort of fugitive slave act (which would send violent in- breds with guns across the North to kidnap and kill blacks), and he opposed bailing Texas and Northern speculators out who had bought Texas debt bonds.
Taylor had to order US regulars to New Mexico to keep Texas militiamen from trying to seize the land from the residents who helped us against the Mexicans. (An earlier 1843 Texas grab ended when Santa Anna killed a number of raiding Texans and had the ears of those who surrendered cut off.)
Taylor also forbade the polygamists in the Utah Territory from taking much of the Mexican Cession. Bring ’em in Young and his greedy degenerate followers claimed northern New Mexico and Arizona, western CO, SW Wyoming, southern Idaho, SE Oregon, all of Nevada, and California east of the peaks of the Sierras down thru the Mojave Desert to San Bernardino and then out to the Pacific Ocean. Taylor stopped that. Lincoln and Andrew Johnson completed the work by taking away Nevada from the Utah Territory, making it a state, and adding many thousands of square miles to its eastern side.
Taylor started a railroad across Panama to shorten the travel time to California until a transcontinental railroad could be built.
Taylor had to stop two armed attempts backed by the leaders of Louisiana and Mississippi to seize Cuba from the Spanish and make it a slave state. Jeff Davis and Robert Lee thought about taking the leader role, but in the end declined. Taylor got the first attempt scuttled, but the second attempt resulted in a landing of half of the invaders on Cuba. The Spanish shot them up pretty effectively, and the US Navy captured the escapees and held them on piracy charges. After Taylor’s death, Swamp Whig Fillmore released them.
Taylor was looking at a proposal by Seward and Lincoln to use federal money to buy the slaves free, resettle former slave volunteers in the West as homesteaders, set up other former slaves as sharecroppers, and integrate them to the level of their abilities into American society. Slave state leaders opposed Taylor’s leadership on this.
Taylor threatened secessionist leaders in Congress to their faces with hanging if they were caught in rebellion.
Taylor died under suspicious circumstances 16 months into his term. It was supposed by many, given his symptoms, that he was poisoned.
Swamp DC danced on Taylor’s grave, especially the Democrats, and Whigs Henry Clay and Daniel Webster.
With a strong Union man out of the way, prosouthern wimps Millard Fillmore of NY (W), Franklin Pierce of NH (D, an ancestor of Bush 43 thru Barb), and James Buchanan (D) of PA let slaveholder leaders run things.
Buchanan even wanted to force Kansas into becoming a slave state even though antislavery men outnumbered proslavery men profoundly.
Proslavery violence roiled the 1850s. Fugitive Slave Act bounty hunters made peaceful Northerners start to hate slavery.
Taylor looked at a plan that would have cost a hell of a lot less money than the Civil War cost, and with no bloodshed. The slave buyout and integration plan was a blessing for the nation that the slaveholder leaders decided to urinate on.
In other words, when the slaveocracy refused to listen to the reason of fellow slaveholder Zachary Taylor (who actually paid his slaves salaries and ensured they had reasonable housing, reasonable rations of food, medical treatment, and a policy of not splitting families), and incited violence, they deserved it in return.
Slave states wouldn’t even let Lincoln on the ballot except in Delaware, Maryland, the counties of Virginia that became West Virginia, Kentucky, and Missouri. So much for democracy.

The prairie provinces (Alberta, Manitoba, Saskatchewan) would seek immediate statehood with the US; Quebec would declare full independence; Ontario would be Canada; and the Maritimes (PEI, New Brunswick, Nova Scotia) and Newfoundland/Labrador? – they are economic black-holes, no one wants them, so let the Americans take them. The same discussion occurred again in 1967 (I was a student at the UW) after DeGaulle ended his Expo ’67 speech with “Long live free Quebec.” And now 60-70 years later, the same discussion is again relevant. I would welcome the prairie provinces as states. A Newfoundland/Labrador state would also work as Trump continues to eye Greenland. I don’t have much interest in the Maritimes, Quebec or Ontario.

I have looked for readouts, transcripts, or a public statement to this effect without any luck.

I’ve been doing the ‘dirty’ jobs associated with heavy manufacturing my whole life! When I turned 7 my dad had me working in his storeroom on Saturday mornings, sweeping floors and sorting bins of nuts, bolts and washers under the watchful eye of Mr. Al, the retired master sergeant who was the storeroom manager. At 14 I was working in Dad’s machine shop under Mr. Deckleman, operating the drill press, band saw, bolt threader and grinding the burrs off the cast iron housings that held the bearings we used in our steel fab shop.
At 77 I still work in heavy industry and those experiences from my youth made me a better man and taught me respect for the men who get their hands dirty for a living.
Canadans with clean fingernails will have little choice other than to reacquaint themselves with their country’s industrial past, and we all may be sure President Trump will be making that abundantly clear to our Green New Deal neighbors to the north in the coming months.
As for PM Carney, he’d do well to cover that glitzy ring on his middle finger with a pair of work gloves made in China!
