The President of the Senate’s job, as commanded by the constitution is; ” shall open the certificates”, where upon the certs “shall be counted”. I may be missing something but where does the President of the Senate get to reject certificates certified by the state electors? If that is not clearly defined by the original constitution or amendments, where does he get that authority? Could he have just refused to open certs from certain states? I suppose he could have but what then?
