This latest development from the Biden administration is concerning on many levels.
The White House is announcing their approval to send cluster bombs to Ukraine in an effort to provide a very deadly and dangerous type of munitions that have been resoundingly criticized by most of the western alliance. Cluster bombs are not just dangerous on the battlefield, they are also notorious for creating collateral civilian damage.
That said, when you overlay the reality of the Ukraine policy, essentially World War Reddit, being driven in large part by a psychological operation that is challenging to figure out from a reality perspective; in combination with very unstable people in the U.S. government seemingly playing war within the larger policy agenda; one must also look at this from a Russian intelligence position.
Is the Biden administration really willing to deploy cluster bombs or is this some PR narrative intended to give the impression the U.S. is willing to up the stakes in the use of weapons that will continue escalating, regardless of consequence. There are a lot of unstable minds within this larger Ukraine narrative as promoted by the White House, Pentagon and State Dept (CIA).
WASHINGTON DC – The Biden administration on Friday announced it will include cluster bombs in the United States’ next $800 million weapons package for Ukraine, as well as armored vehicles and air defense missiles.
President Joe Biden acknowledged it took some time to be convinced to provide the controversial weapons, but he stressed the importance of supporting Ukraine’s ammunition supplies while preserving U.S. inventories, as well as discussing how Kyiv plans to deploy the bombs.
“We’re in a situation where Ukraine continues to be brutally attacked across the board by these cluster munitions with dud rates that are very high,” Biden said in an upcoming interview with CNN’s Fareed Zakaria.
National security adviser Jake Sullivan also responded to humanitarian concerns about the controversial cluster bombs by emphasizing the need to provide Kyiv with artillery and by saying that Ukraine has already been targeted by Russia’s cluster bombs.
“We recognize that cluster munitions created risk of civilian harm from unexploded ordnance,” Sullivan said during a White House press briefing. “This is why we deferred the decision for as long as we could, but there is also a massive risk of civilian harm if Russian troops and tanks roll over Ukrainian positions and take more Ukrainian territory and subjugate more Ukrainian civilians because Ukraine does not have enough artillery.”
Cluster munitions are designed to destroy multiple targets at once by dropping explosive “bomblets” over a wide area, risking potentially harming civilians or other unintended targets. Both sides are already actively using the weapons. Ukrainian cluster munitions killed at least eight civilians in Izium last year, according to Human Rights Watch. (read more)

Russian 122mm and 152mm Gun-Howitzers are able to fire munitions similar (and just as effective) as US 155mm DPICM. Their MLRS also has similar capabilities.
As much as I am against and hate what the US, NATO and G7 are doing in the Ukraine, the Russians are NO saints and I would not doubt they have deployed Artillery Launched cluster munitions against Ukrainian forces to break up attacks, hit units stalled in minefields as well as to be used as minefields. It is what artillery launched cluster munitions were designed to do and in the Russian Military Art .. Artillery has always been the King of Battle and Russians have a habit of deadly practicality when it comes to the science of war as well as very insensitive to public opinion .
there is ZERO evidence that russia *wagner or other have used cluster munitions….not even bomblets or artillery mines.
THIS IS THE FREAKING REASON WHY GERMANY AND EVERY RATIONAL WAR THINK TANK HAS INSISTED: DO NOT SUPPLY OKR WITH THESE WEAPONS>>IT WILL LEAD TO ESCALATION!
noting: the recent 2 divisions of armor immobilized/destroyed by russian land mines were not delivered by artillery. And nor where those armored divisions subject to cluster munitions before, during or after in the recovery operations.

answer: intel from drones and other surveillance collections. Drive stand off distances and tactics to avoid engagement.
I will again suggest: cluster munitions will not be effective against approaching armored…it will be used against personnel out in the open, in cities, and in trenches.

a brief overview of the 155mm DPICM.
noting: while this article and most media focus on the 155 MM platform for “cluster/bomblets”….there are also at least 7 other artillery based weapons systems that can deploy cluster munition (bomblets)…including anti armor mines.
in terms of effectiveness…it’s difficult to imagine ukraine makes military successes using the 155 bomblet platform, simply because Russia Armored forces have adapted to a standoff range tactic that puts their armored division well out of range…PLUS russia has air support and that allows better intel including taking out ukraine artillery as russia tanks advance.
where these weapons will most likely be used in against russian occupied cities where a high number of civilians also exist.
ukraine has proven is does not have good military exercise of discipline. The civilian death toll will be staggering.
I am praying that RED CROSS intervenes soon and brokers an immediate evacuation of the entire civilian population in at least 30 cities over the next two weeks.

For the Ukrainian Defenders staving off a potential Russian assault … the DPICM is specifically designed to attack formations of vehicles as well as create ad hoc minefields to delay maneuvering forces.
On the attack, they are also very useful to seal off a tactical objective or launch a counter attack.
There is NO such thing as stand-off where these weapons are concerned vs theri designed useage.

Zelensky met Greta Thunberg to discuss Russia’s environmental crimes. At the same time it was announced Ukraine would use cluster bombs.
The first environmental crime was the blowing of the dam. Ukraine did it to put the first Russian defence line under water in Kherson.
When the water receded Ukraine tried to attack via the long blown out bridge. So it was part of the Zelensky offensive.
It failed, the Russians lost many men trying to clear them then sent in a Dagger missile twice. Wiped them out in huge explosions.
Nearly all the clusters the US is sending are past or at expiry date. 20% fail rate.
The Zelensky offensive moves into day 35. Attacks along the line daily. No measurable result. And no reason to keep this war going.

pipeline would have been the first.

Call me crazy! But I think these cluster bombs are being given to the Ukrainian army as a current test to what they can do on the battlefield or wherever they may be needed to silence the opposition.

If one would just take a few minutes to study how the US Army uses Artillery Launched cluster munitions, especially in defensive operations … two facts jump out on this announcement.
The Ukrainian Offensive Failed.
The US and NATO expect the Russians to counter-attack with a much larger force than is currently deployed by the Russians. Plus, there is a suspicion (fear) by the US and NATO that if the Russians hit hard enough the Ukrainian field forces will crumble.
These types of munitions really shine on the defensive if employed correctly and if the Ukrainians have enough artillery systems left to fire them
