Joe Biden also thanked Senate leaders Chuck Schumer and Mitch McConnell for their bipartisan support to affirm Sweden and Finland. “I greatly appreciate Senator Schumer and McConnell’s support, as well as Senator Menendez and Risch, to move this through the Senate as quickly as possible once the perspective of all Allies are addressed and NATO adopts the accession protocols,” he said.
Meanwhile, according to the same people, Russia putting a military base in Cuba is an existential threat to world peace.

True. It works both ways. The idea might be to have missiles close and pointed toward Russia, but that also means that Russian missiles will now be pointing toward Finland and Sweden. And from what I’ve heard, the Russians have a very, very advanced missile system.
In fact, to show what it can do, supposedly they fired an Iskander hypersonic missile that landed less than 10 miles (not sure of the distance but it was very close) from where Biden was staying when he went to western Ukraine shortly after the start of all this.

A look at the map tells you all you need to know. Russia is encircled by NATO countries to the west and to the north if Finland and Sweden are accepted. I would not blame Russia one bit for launching a preventive strike. NATO under US leadership had become an offensive alliance intent on waging war. They just want a pretext.
