This section to me reads he had to, and if someone wanted to amend they could, AFTER the SUbmission of. the report.

There has been plenty of talk about Executive Order 13848, and the 45 day deadline for the DNI and the IC to file a report on potential election interference. What many fail to realize from taking a quick glance or reading someone else’s commentary on the order, which is what I initially did, is that there are two different 45 day deadlines and at least three assessments that are required.
“Section 1. That is the requirement and deadline for the first assessment to be issued by DNI Ratcliffe to President Trump. On to parts b and c of section 1.
“(b) Within 45 days of receiving the assessment and information described in section 1(a) of this order, the Attorney General and the Secretary of Homeland Security, in consultation with the heads of any other appropriate agencies and, as appropriate, State and local officials, shall deliver to the President, the Secretary of State, the Secretary of the Treasury, and the Secretary of Defense a report evaluating, with respect to the United States election that is the subject of the assessment described in section 1(a): (i) the extent to which any foreign interference that targeted election infrastructure materially affected the security or integrity of that infrastructure, the tabulation of votes, or the timely transmission of election results; and (ii) if any foreign interference involved activities targeting the infrastructure of, or pertaining to, a political organization, campaign, or candidate, the extent to which such activities materially affected the security or integrity of that infrastructure, including by unauthorized access to, disclosure or threatened disclosure of, or alteration or falsification of, information or data. The report shall identify any material issues of fact with respect to these matters that the Attorney General and the Secretary of Homeland Security are unable to evaluate or reach agreement on at the time the report is submitted. The report shall also include updates and recommendations, when appropriate, regarding remedial actions to be taken by the United States Government, other than the sanctions described in sections 2 and 3 of this order.”
” (c) Heads of all relevant agencies shall transmit to the Director of National Intelligence any information relevant to the execution of the Director’s duties pursuant to this order, as appropriate and consistent with applicable law. If relevant information emerges after the submission of the report mandated by section 1(a) of this order, the Director, in consultation with the heads of any other appropriate agencies, shall amend the report, as appropriate, and the Attorney General and the Secretary of Homeland Security shall amend the report required by section 1(b), as appropriate.”
Assessment numbers two and three are the responsibility of the Attorney General and the Secretary of Homeland security, with the assistance of the Intelligence community. It focuses on proving facts and the extent of material effects on the outcome of the election in question. It also directs the AG and SOHS to list all facts which were not evaluated or agreed upon by each other. This is also the report which should include recommended remedial steps to be taken, if necessary. As you will note in section C, additional information that comes out can be added at any time, and the reports are to be updated at that time.
I think report number two is the report being discussed. Bagpipe Billy Barr’s dismissal may have to do with his failure in his role in producing this report. I do not know what to make of SOHS Chad Wolf. Updates being made to these reports due to more evidence pouring in by the day, and IC Swamp members refusing to agree on the facts are the hold up. The only problem with that theory, is that the election was on November 3rd. December 18th would be the first 45 day deadline. The only way the office of the DNI could be waiting for the IC to submit assessments with a December 18th deadline is if he was prepared for the fraud, watched it happen in real time, and immediately briefed the president with the first report.
I doubt DNI Ratcliffe would leak the determination of a report to Maria Bartiromo before he has even completed that report and sent it to President Trump. Ratcliffe has released several statements since August addressing the threat to our elections from China specifically, as well as Russia and Iran. I feel they were way ahead of this thing. It may be wishful thinking, I can’t bring myself to believe Trump sat on his hands this whole time and is now grasping at straws and hoping to get lucky and win by a vote of the Dem and Rino scum in Congress.

He has to deliver to those people no later than 45 days. He does not have the authority to extend in the order by law. We have been given no info as to who granted him authority. DNI is an aggregator a DROP box to me it reads the other agencies have to give their info to him. He then gives it to the President DOJ Treasury etc

My opinion is that the initial DNI report ouylined in section1(a) was already delivered to the President, Sec of Treasury and Sec of Defense as required, and that the report being stalled is the one outlined in section 1(b) , which must be filed by the AG and Sec of Homeland Security within 45 days of the DNI’s first report.
I’d agree with your general premise. The problems are these: John Ratcliffe is an agency head, not doing intelligence analysis himself – and probably not accessing databases, intercepts, etc. This relies on probably hundreds of intel personnel. Obama had 8 years to seed these agencies with people loyal to his agenda. That’s who’s at the switches and levers of power. Much the same with the President – think about the PDB. If a political appointee two steps down from cabinet level is lying to him about troop levels in the middle east, what do you think faceless technocrats 20 levels down are doing?

Like I said someone needs to clear it up Xorder states a deadline. He talked about his not signing off on it. So when did he get to sign of and evaluate.
