It has always been pretty standard that ONLY blue or black ballpoint pens are to be used for official scannable records like a ballot.
We always use felt tip pens on our ballots. Nothing else is allowed here (IL)
Maybe once was, but not uniformly in recent elections.
We had to use felt tipped markers in our elections for awhile. That’s what was provided in each booth.
Then those ballots should be hand counted.
