A decision has been reached to demolish the remaining unstable part of the collapsed condominium building in Surfside, Florida, as Tropical Storm Elsa flirts in/out of hurricane status [NHC Update] while moving through the Caribbean.
Elsa is anticipated to impact south Florida on Tuesday. During a press conference today Florida Governor Ron DeSantis announced the controlled demolition will take place prior to Elsa’s arrival in order to protect rescue and recovery workers.
“Demolition of the unsafe portion of the building is the fastest way to continue rescue operations”, DeSantis announced. Officials on the ground are fearful that high winds connected to the arriving storm will make the remaining structure too unstable for any rescue operations to continue if they do not take the unstable portion down. Details of the operation to execute a controlled demolition will be released soon.
In the interim all residents in South Florida have been instructed to keep an eye on Elsa as she wobbles across Haiti and Cuba in the next 48 hours. Most counties in South Florida have been put under a proactive state of emergency status. Slight shifts in the storm, to the east or west, will determine how much of the south Florida area are impacted. The current track puts Elsa on the west side of the state in the Gulf of Mexico late Monday and early Tuesday.

BTW … the model building codes are upgraded every 3-years based on ever-improving knowledge and experience (failures) of buildings. Since this building was constructed, there have been 17 code upgrades. It would be highly informative to learn if any of those code changes would have improved upon the construction of this building.
I doubt it. I expect this entire failure will be the result of inadequate maintenance of the waterproof membranes … from years ago. Sorry, but I expect the resident condo owners will have been responsible for their own demise.

You don’t rack up millions of dollars in repairs overnight unless the federal government designed it. That being said, 40 yrs is a long time not to do the required maintenance, but if the overall design & engineering was faulty to begin with, you’re kind of screwed, IMHAO.

With all the instability in area of past week and with impending demolition of remaining structure I pray every building in the proximity has engineers on site checking their structural integrity.
Any insurance experts here? So when you own a condo and it gets destroyed/demolished who pays for that? Will the owners get paid back for their investment? Will the insurance companies be on the hook? Or does Big Gubment bail them out like JoeBama is suggesting? What a cluster…. No way I would ever invest in multifamily housing much less live in any place where my safety/possessions/wealth was dependent on so many other strangers for inspections, maintenance, not smoking in bed, etc. Wow!
I am not an expert, but I had work in a antiques/art gallery which burned and damaged when the building next door had a fire. The city had bull dozers waiting to demolish being paid by the hour…. they did not let the owner get anything out because it would take time and or course it was “unsafe”…. so they knocked it down…. no insurance would cover it…. I could not prove the fire damaged my work, and the bulldozing was not an accident so…. obviously not covered …. you have to sue the city…. who has the money for that…. and there you go….. dont know if it is helpful, but true story.
Whoever owned the art gallery did not purchase the proper coverage. It’s called property of others in your care, custody and control. Fire is always a covered cause of loss under a property policy. Also you could have covered your “work” yourself if you had sought it out, either personal fine arts or if you’re in the business of art.
That all depends on what they determine was the cause of loss. Insurance is state regulated so each state is different. It all depends on the cause of loss. A lot of times when things are grey, the insurance industry will figure out a way to find coverage so they don’t get bad press. I’m referring to the condo unit owners here. It’s also easier and cheaper than getting sued. Also there is going to be a ton of law suits flying over who the negligent party is for letting this go on. You’ll get the answer to that in a few years. If you know anyone involved they need to seek legal representation, quickly. Your question is really impossible to answer until the facts are known. There is ordinance and law coverage built into an HO-6 in NC but I’m not sure about Florida. It’s has an internal dollar limit. I can go on for hours but I won’t.
The insurance companies did not care about bad-press after Katrina … thousands of claims and lawsuits were held up for years while the companies and their bean-counters argued rising water flooding vs wind blown water flooding.
That’s because you had two things going on at the same time. State Farm was the main insurer in that instance and they ended up paying. They are not bean counters. The contention was flooding or windstorm. Flood is not a covered cause of loss. Windstorm is (hurricane). It was a hurricane that caused flooding as well as wind damage. The court interpreted it as concurrent causation. Insurance companies were trying to differentiate between the wind damage and water damage. Homeowners coverage does NOT have flood. It’s a separate policy. So if you live on the coast especially in hurricane prone areas you should have flood then there is not question of coverage. Apparently these people didn’t have flood that’s why they were looking for coverage elsewhere. And they found it through suing. The insurance companies were trying to survive. Very few companies can survive that type of loss where they have to pay claims on something they didn’t charge a premium for. The situation in florida is completely different. BTW you can’t cover flood under homeowners, it’s only through FEMA. The government. That’s also the reason you can’t buy homeowners in Florida anymore unless it’s through the assigned risk market, thanks to Andrew.
Also there is no such thing as wind blown water flooding. It’s either wind driven rain (not covered) or flood, which is rising waters or mudslide.
Katrina flooding was due to Democrat malfeasance. The New Orleans Levee Board was a political no-show quagmire paid for with taxpayer slush funds. Nobody maintained the levees and that’s bad for a city built below sea level. Also, most city pumping stations weren’t maintained. Democrats wasted all the money elsewhere. People who didn’t purchase flood insurance got reimbursed by the feds. Disgusting.
Not an insurance expert but l advised on the purchase of a 2 bed condo acquisition in Florida. It was a 2 level structure but a lot of units. When checking the HOA fees of $2,000 a year per unit, the HOA explained that they carried full re build insurance for the entire block, so if a hurricane took part of the roof off between one or more units, those condo owners would be entitled to a full repair via the HOA insurance, same for water/fire damage etc.
This HOA also carried a sinking fund for repairs as well, this amounted to quite a substantial sum. Although l thought that it was run by a bunch of very fussy people, it was well run and very popular as a steady investment.

I know an expert who can help explain the early narratives surrounding the Surfside Building Collapse. She’s my wife.
I watched the Professor’s record interview with his wife also also. The point of the discussion was that in a modern architectural building, especially involving concrete-clad steel, redundancy is built into all the planning for the construction of such a structure. In watching this 12 story building fall directly onto its footprint in TWO places, what does it remind you of? The three World Trade buildings collapse on 9/11, which was caused by planned demolition using military grade thermite. Notice the huge amount of dust created from the collapse. One would expect a weakened steel structured building to sag or fall sideways or over in parts, not to pancake. In some of slow motion videos of the collapse, one can see flashes of light within the building.

The Professor’s record did a 13 min interview with his structural engineer wife on the Miami apt bldg collapse.
She said a couple of things that are important. Even earthquake damaged bldgs don’t collapse. There are normal bldg redundancies that are built into any structure, so if one part of the bldg weakens, the rest of the bldg takes on the stress. It just doesn’t collapse. Even a bombed out bldg can still stand.
Regarding sinkholes, she points out that the road didn’t collapse, which it would have if a sinkhole, and that the bldg debris laying there does not look like it is sitting on top of a sinkhole.
The pictures pointed out in the media of a chipped corner with exposed rebar would not take down a bldg.
She also said because it is Miami, there are strict bldg structural codes due to hurricanes which would have precluded the bldg from coming down in a free fall fashion which we saw with our own eyes, with multiple light flashes behind the building before and during the collapse. This wasn’t an act of God. Now they want to take down the rest of the buildings that are still standing. Coverup.
So the explanation given here is that, the pool deck covering the underground car park collapsed and ” pulled the rug out ” from underneath the first 12 storey section . Irrespective of the pool deck/car park roof sinking, the first 12 storey section should have remained independently supported by its own steel columns underneath it. For any planning permission/code permits, you have to show the building is stable on its own feet aside of whatever simple structures are put around it.
The second 12 storey section does not collapse from the end closest to the pool deck. It appears to topple into the space left by the first section.
To give this theory any credence, engineers will have to examine all of the steel columns directly under the entire building .
Years ago, l attended a conference down in Brighton, at the hotel next door to The Grand where the IRA had planted a bomb underneath a bath tub timed to explode during the Tory party conference. The next day, everybody went out in the street to look at the damage done to The Grand, the bomb had blown a massive, multi storey hole in the facade, with floors exposed like Surfside etc. Even though that was an old building it remained standing – it did not collapse like a stack of pancakes.
My instinct tells me that there is much more to the Surfside collapse than we might ever know.

a thought about the 2nd tower collapsing that I had is that maybe floor slabs or columns from the first collapse “knocked the 2nd tower out at the knees” (or shins, if one prefers), knocking out crucial support columns in the 2nd tower

Corners were cut, drive by inspections, not using enough screws to secure roofs to houses. Then all of homestead was flattened. It’s possible the same corruption and cut corners happened for this building because it was also built in the 80’s.
Nope. Homestead was subjected to Hurricane Andrew Cat 5. Surfside had withstood >40years of hurricanes including Andrew.
Not many highrises in Homestead (if any) at the time of Andrew, BTW.

Infrastructure talking point. Sad but true, right out of their playbook. In regards to the hurricane, I could be wrong but the rack reminds me of Irma. Irma was my first and I hated it is was only a Cat 1 but super scary. I cannot imagine anything higher.

Infrastructure spending because rust never sleeps and never gets any attention when it’s money involved I pray for all their souls. More inspections should be done but who will pay for repairs, were condo owners informed fully of the structural damage. There should be money for this in the infrastructure bill it pays for just about everything.

NMB ordered evacuation of another building. IMO the condo association Board of Directors are not fulfilling their fiduciary duty to maintain/repair the buildings. Florida Condo Act is. F.S. 718. Frankly, I think this would be a breach by the Directors’ fiduciary duty and might be criminal, particularly if owners die due to the building collapse or even just displacement. Imho, in the Surfside Chaplain building, insurers might revoke Director’s indemnification thereby exposing them potentially to personal exposure. That’s just my opinion, but I won’t be surprised if this issues arises for Surfside.
FTA: The city of North Miami Beach ordered the 10-story Crestview Towers Condominium to be immediately closed and evacuated Friday evening after a building inspection report found it not safe for occupancy due to structural and electrical issues, city officials said Friday night.
The Jan. 11, 2021, inspection report, which the condo association turned in to the city Friday afternoon after the city had threatened to shut down the building on Thursday, said the 156-unit building is :

When you allow high rises to be built on wet sand and let building structure weaknesses some 40 yrs later, there will be tough decisions down the road.

IDK if I’d want to be underneath an apparently historically poorly maintained building, sufficient that part of it collapsed, and prepping and attaching explosives to support structures to bring the rest of the place down. Self preservation.
However, it would be interesting to see exactly how they weaken the remainder of the building, what they install and how easy it comes down. Normally, it takes quite a bit of weakening by other means to augment the work of the explosives.
Talked to a friend today who had managed several hundred condos in years past (20 years ago) in a gulf side city. We talked a bit about Surfside and age, etc. I asked based on what he knew in his city who many buildings would be condemned as uninhabitable in the sure to be state wide crack down for inspections. He said he would imagine 30% in Miami area would be condemned and 50% statewide would have multi million dollar required updates and repair.

This is a sad very tragic event. A building collapsed and killed unsuspecting residents. The loved ones and survivors should be given room to grieve and in no way should this be a politicized event. Why was JoeBama there? I’ve heard words associated with the cause like, infrastructure, build back better, salt water, global warming, rising tides, hurricanes. What ever happened to common sense? It has obviously nothing to do architectural design flaw, faulty workmanship, shoddy construction materials, incompetent building inspectors, lack of code compliance or ignorant facilities management.
It sounds like they are accelerating the plan because of the storm timing and trajectory. I can’t even imagine what this is like for family members, compounding unimaginable grief on top of more grief. Prayers for all who passed, for their loved ones, for search and rescue, and for all involved in this horror.

I wonder how they plan to “quickly” take the building down? A controlled implosion of the remaining structure would destroy any hope of recovering survivors but I can’t see any other method of taking down the remaining building.
At this late stage they need to be aggressively removing layer by layer from the debris pile. In the initial days after the collapse rescuers naturally tried not to disturb the debris pile but now there needs to be a herculean effort to remove each layer of concrete. Demolition companies are best suited for this work and I hope they have many on site.
I just watched a video of Gov DeSantis press conference and he said he expects the building will brought down by a “charge”. This will be very tricky because naturally they will want the building to fall down in the direction of the streets around the building and not towards the debris pile. Demolition experts can do amazing things. Fingers crossed that they can succeed.
Listening to the rest of the press conference the mayor identified the demolition contractor as “CDI” Controlled demolition Incorporated.
