Moments ago, Canadian Prime Minister Mark Carney delivered the news via his X account. Discussions between the U.S and Canada have collapsed. All trade representatives are called back home. The 50% U.S. tariffs against Canada are now in effect. A trade war begins.
First, read the statement from Prime Minister Mark Carney, with the understanding that Carney is making the first statement because the news is exceptionally bad for Canada. Worse than bad.
When the 3-day tariff pause was announced, CTH said to be cautious. When USTR Jamieson Greer and Canadian negotiator Dominic LeBlanc said the terms were “basically agreed”, again CTH said be careful.
The reason for our notes of extreme caution is because the divide between the two economies and trade policy is just too big. There was no way for both sides to close the gap without major structural economic changes within Canada. The issues are not points of friction, they are just too big and embedded within the laws of Canada that would have to change.
Banking regulations would have to change. Intellectual property and media rules, regulations and laws would have to change. Industrial policy would have to change. The Canadian energy policy would have to change. The carbon trading scheme would have to change or be removed. All of this would fall upon Canada to carry out in order to position their economy in alignment with the USA. There’s literally no way for their government to accomplish this against the backdrop of their political ideology.
That was the structural argument and point made by former Prime Minister Justin Trudeau. This is also why the USMCA as a trilateral trade agreement is impossible to maintain. The only trade agreement construct possible is two clearly separate bilateral free trade agreements, one with Mexico and one with Canada.
The 50% tariffs begin tonight.

In addition, Canada is continuing to maintain its prolonged retaliation against the United States, including, among other things, flat-out prohibitions on certain American goods and services.
For decades, Canada has enjoyed the most favorable access to the U.S. market of any country. And from the beginning of President Trump’s trade program, Canada has continued to enjoy the best treatment in the world, even after – like China – retaliating against the United States. This week, the United States agreed to provide even better treatment to Canada, offering significant tariff reductions on steel, aluminum, autos, and lumber.
The U.S. offer was also forward looking, and included a historic economic and national security partnership to cooperate on export controls, combat transshipment, enhance digital trade, and align certain external tariffs. The offer would have led to supply chain coordination on aerospace, complementary actions to address unfair trade practices, critical minerals cooperation, increased enforcement against imports produced with forced labor, and the announcement of formal U.S.-Mexico-Canada Agreement (USMCA) negotiations.
This is a missed opportunity for Canada to partner with the United States, which is the fastest growing economy in the G7.”

Canada will join the EU in hopes of gaining some currency stability at least. The Quebecois will lead the push. It won’t change the trade reality that, other than fossil fuels, Canada does not produce anything that they can export in abundance at competitive prices. 100% absolutely not true. In my 30 plus years in the import/export business I assure you the exporter does not to get an invoice from the customs broker for the tariff charges. US importers of aluminum for example have seen a 50% increase in the cost. That is because of the tariffs paid by them

Actually, Allen is correct. The importer is sent the invoice by the US government in most cases, not sure if it is all cases. The importer may or may not get a discount from the manufacturer offshore to balance the tarrif. I’m sure that explains most of his outlook today, and he may not have availability of domestic sources. If he is in direct competition with domestic sources, he needs to adjust his business model. That’s often quite difficult, but he will be part of the solution, not the problem, and far happier.

I do not import directly. I do use imported components that are tarrifed before reaching me. There is a particular component I need badly that the small business in France has quit importing because they can’t know when shipping what the cost will be, or if the shipment will be delayed, or even returned due to tariff cost.
So what did I do? I had a two hour AI chat where I learned nearly everything to make the component here. It’s not a field where I have direct expertise. I have basically validated and charted out how to proceed.

The foreign exporter eats the tariff because he wants the access to US markets. The average markup on foreign manufacturing is in the 1000% to 5000% range. They will eat the 10 or 15 extra percent tariff while still being wildly profitable.

Higher cost, specialized components, such as parts of more complicated assemblies, can’t be absorbed, and the offshore producer does not universally pay the charges on entry. This is how it needs to be to restore more advanced manufacturing, and I am happy to participate. In the past, there was a higher rate on parts than finished goods, giving exporters leverage to supply assemblies that were intended to be finished here. I’m not sure enough to state that has been corrected. Hope so.

That is untrue. The foreign importer has to compete with all of the other foreign importers trying to get access to the USA market.
If one importer passes the tariff price onto the price sold in the American market and the other ones do not then they have priced themselves out of the market.
If a similar item is manufactured in the USA and has no tariffs then their prices are going to be less than imports that pay tariffs and try to pass the tariff onto the USA consumer. Then the importers/manufacturers have to decide whether or not to move the business into the USA and go tariff free.

Years ago, in November of 2006 – my husband had a very significant dream where he was “falling” after all of our possessions, our beautiful home and everything that we held dear, went up in a tornado and was scattered.
