This power is personal to the President only. It may not be delegated, nor exercised by a surrogate . It would at minimum require a valid signature by the President, to verify the authenticity of the pardon.
Article II, Section 2 of the U.S. Constitution grants the President the power to “grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.”
VALIDITY OF PRE-EMPTIVE PARDONS?
Another critical issue for judicial review is whether a presidential pardon can be pre-emptive. Or can it be exercised only for “offenses” already committed and adjudicated.
A SCOTUS ruling against pre-emptive pardon would wipe out pardons on their own grounds for the Biden family and Biden’s “covid” cronies, and any other uncharged individuals (Friends of Biden) at the time the pardon was issued.
Biden’s auto-pen ran fast and loose with the intent and language of the US Constitution. Raise you hand if you are surprised .
I would certainly interpret the intention of the Founders that the very idea of a “pre-emptive” pardon could not possibly be “in scope.” Because, if it were, the entire notion of a “pardon” would be: “busted wide open.”

The President can pardon “offenses”. Something that has already occurred. How could it be otherwise. Something inchoate is not an ‘offense”.
The power to pardon is not a magic wand. It cannot reach into the future or when later, it is determined prior acts require adjudication. But since these -pre-emptive pardon were written by the “smarter man in the room” himself, I wonder what legal scholarship supported them. Or was it just sheer desperation.
