The Big Beautiful Bill (BBB), essentially the 2026 budget and spending package, was passed along party lines because Democrats would not support the cuts to their spending programs which purchased votes. The Democrat opposition to the fiscal spending Continuing Resolution (CR) is essentially just another way to filibuster the BBB that preceded it.
If the Republican Senate would end the filibuster to pass the BBB, then why would the Republican Senate permit the spending filibuster to block the CR which is the spending vehicle to deploy the BBB?

In 1975 or 1976, I forget, a democrat controlled senate changed the vote for cloture from 2/3(67 votes) to 3/5(60 votes.)
Cloture of a filibuster had been 2/3 votes from 1917 when cloture was enacted by a democrat controlled senate.

Again, there is no “BUDGET” required by the constitution, and the OBBBA was an amendment (reconciliation) to the existing budget. Appropriations are authorization to spend money on expenses that were budgeted. To me, the extended subsidies for Medicaid and ACA insurance are not in the budget and thus should be ruled “out of order” for appropriations bills. If we ignore the budget when passing appropriations it makes the whole budget process pointless.
The federal budgets are not law. They never go to the President for signature or veto. The budget is just a joint resolution by both houses of Congress.
Appropriations are law. They are enacted by both houses of Congress and are signed by the President.
There is no requirement for something to be in the budget in order to get appropriations.
So, ending the filibuster rule would require 50 votes…….my guess is that RINO senators Collins, Murkowski, McConnell and Tillis would vote against ending the filibuster. All I’ve seen is that Rule XXII applies to “all matters” before the Senate. That includes amending or suspending Rule XXII. I guess VP Vance could chair and rule otherwise and an appeal requires a majority voting to sustain the ruling of the chair. Not sure if the chair would be allowed to vote on a 50/50 tie.

The House provided to the Senate a clean continuing resolution (CR) in early Sept. There are 14 prior attempts by the US Senate to pass a clean (CR) in late Sept. and all of Oct. 2025, all failed the 60 vote threshold.

At the very least the 17th amendment should have reduced the term from 6 years, but better yet, term limited them to two terms maximum.
All around, I think the 17th Amendment was a power grab from the States. The 17th needs repealed, but we all know that’s never going to happen, they’re never going to let the States have a direct say. Blood in the water and the sharks just keep on circling. It would take the smiting of about 20 of them at one time to get anyone’s attention.
The 17th was ratified by the legislatures of 3/4ths of the states. It wasn’t any “power grab” from the states. It was the willful giving up of the power by the states.
So the first thing to consider is, why would the legislatures willingly give up this important power? The answer I believes lies in how politics was changing in the late 1800s. State political parties controlled who the Senate nominees would be. That meant that party factions would vie for power. That sort of back-room deal making made life difficult for legislators, who would rather answer to their constituents on other matters.

The RULE would be suspended as needed to pass the CR as the RULE has always been suspended by BOTH parties whenever necessary.
Logically BOTH sides would want to the rule to remain in place as it is advantageous to BOTH sides to have the rule handy to both hide behind as well as serve as brake before action by either party before it is suspended or left alone.

I understand how important it is to the BBB to get the CR passed, but I think you’re fooling yourself if you believe that doing away the filibuster will suddenly open the floodgates for legislation supporting PDJT47. There are too many traitors on the right in the Senate who will vote to derail it, and GOP leadership is unwilling to take action against them.
The filibuster is a rule not a law and can be abandoned or reinstituted whenever the majority party decides to.

No that’s not how it works. The motion to end debate requires 60 votes to be adopted. Until debate has been ended there isn’t going to be a way to vote on the question.
If the filibuster is ended we will become a parliamentary democracy. The majority will always rule. Inertia is a big factor in the reelection of Congress critters in both parties and both houses. The instant the Donkeys get in you will see votes for statehood for DC and Puerto Rico. You will see bills limiting the ownership of guns. You will see Supreme Court with 15 Justices, and 10 guaranteed to belong to the House/Senate majority party. A tactical win for today will be a giant strategic loss for the future.
