I see President Trump’s point on this quite clearly.
The Big Beautiful Bill (BBB), essentially the 2026 budget and spending package, was passed along party lines because Democrats would not support the cuts to their spending programs which purchased votes. The Democrat opposition to the fiscal spending Continuing Resolution (CR) is essentially just another way to filibuster the BBB that preceded it.
If the Republican Senate would end the filibuster to pass the BBB, then why would the Republican Senate permit the spending filibuster to block the CR which is the spending vehicle to deploy the BBB?

– DOGE Rescission bills in limbo (total identified cuts of waste, fraud and abuse are $220 Billion)
– DOGE seems stuck at $220 Billion in suggested cuts (22% of Goal of $1 Trillion); DODs nearly $1 Trillion budget seems sacrosanct
– OMB (Russ Vaughn) hasn’t enacted any staffing cuts to the non-essential 1.5-million Federal workforce (some token reductions are in limbo as a judge approved a temporary injunction?)
President Trump will historically raise tariff revenues; which sadly will simply be wasted with even more spending.

I understand you have a theory of the world and see this as fitting into it, as everything must.
When a fraudulent election gives Dems a majority and they start adding left-wing states and expanding the supreme court such that no further election will alter anything, the constitution will be ornamental at best, having served its purpose of legally facilitating its own demise at the hands of people very different from those who wrote it.
One can continue adhering to something that will rapidly fade away, but it won’t be possible to ignore it anymore than you could fly on a plane without a mask during COVID. There will be Rules.
If Dems do these things, the remedy is civil war, and I’m saying its useful to require them to overthrow the rules that lead to that instead of us. If Republicans do it just to get the government going, it will be their shame forever as history points to them as the ones who enabled it. Weak losers caving as usual.
Trump is frustrated because he can’t do things NOW. Apparently needs government money to do what he wants. Unfortunatelty, the things he’s doing NOW (EOs) can be wiped away in a day on Jan. 20, 2028. So he’s a transient figure.
The CR is nothing to be proud of anyway. It’s a Biden budget. Having the government shut-down is a good thing. Why any Republican would feel pressure to cave to Democrats and give them to tools to assume permanent majority instead of using it as an opportunity to cut government is suspicious.

I suspect, if you were on a mission in Spring, 2021, you would have argued just as strong that it was useless for President Trump not to concede the fraudulent 2020 election.
After all, Congress had just inaugurated creepy joe as the 46th president, albeit it was with an unconstitutional shortened certification process in the House. Everyone knows that vote is final.
And the Republican RINOs were rushing to the microphones to falsely accuse him of calling for overthrowing the government on 1/6/21.
They were suggesting pulling all support from him and had the RNC refuse to help him with any campaign funds.
They were also helping the democrats to launch Congressional investigations of him to result in impeachment and charges being forwarded to the DOJ for prosecution.
And the DOJ and the FBI had already launched multiple investigations into his legal actions to “request” recounts in the 2020 election.
And his former AG, Bill Barr, and his former Vice President Pence both accused him of misconduct.
And, look at the not-so-supreme court who rejected all election fraud cases for “no-standing.”

The Senate rules for cloture requiring 60 votes can stand with the exception of clean Continuing Resolutions that do not require an increase or decrease in spending. It is similar to the Harry Reid modification in 2013 that excepted Federal judges and executive office appointments that did not affect current spending levels.
If the Democrats had just voted the clean CR on Sept. 18, they would have had until now (43 days) to work out their issues with the Repubs. But, No! They had to cram their $1.2 trillion wish list on a take-it-or-leave-it basis because they didn’t have a strong argument for restoring what both parties voted out last spring.

I’m a skipping CD, but the US needs to cut $1,800 billion just to get to a balanced annual budget, the point where we stop adding to the national debt principal. We only bring in $5,200 billion a year and are spending $7,000 billion in 2025.
DOGE cuts are 10% of the way there, and no one wants even that much. Frankly, we need austerity measures immediately.
There is about a $37,000 billion debt principal on the books, with about $1,200 billion in annual interest. So almost 2/3 our overspend is interest expense, which is cascading (interest paid with debt creating more interest, etc). THAT’s why Trump is shouting fed interest rate to lower, so that debt could be refinanced, just to ease the level of drastic cuts.
But every time the interest rate goes down, the legislature starts to spend spend spend. And we can’t even get a balanced budget, much less a surplus to start paying down the principal.

Think about it this way:
Republicans scrapped the filibuster for Supreme Court, appellate, and district court judges, GIVING THEM LIFETIME SEATS THAT SHAPRE THE LAW FOR DECADES. But they insist on keeping the filibuster for appropriations and budget bills.
They do so out of fear of losing that weapon when the majority flips, ignoring that Democrats could change the rule regardless of what they do today and that clinging to this parliamentary rule only makes Republicans more likely to lose the majority.
