With the federal government shutdown continuing, several media reports now say federal food assistance payments will likely lapse on November 1st.
WASHINGTON – More than 40 million low-income food stamp beneficiaries are expected to receive less help with grocery bills — or no help at all — in the coming days.
The U.S. Department of Agriculture (USDA) is threatening to withhold billions of dollars in Supplemental Nutrition Assistance Program (SNAP) contingency funding, which Congress has already allocated for emergency scenarios, if the government shutdown stretches into November.
There is between $5 billion and $6 billion currently in that fund, experts say. That’s not enough to cover the estimated $8 billion in SNAP benefits due out next month, but it would allow for partial payments to help low-income Americans defray food costs.
On Friday, however, USDA released guidance saying it won’t use those funds to cover SNAP benefits if the government shutdown extends beyond Oct. 31 — a move that appears designed to maximize the pressure on Senate Democrats to support a GOP spending bill to reopen the government.
In a memo, first reported by Axios, the USDA said the reason is simple: The contingency fund was designed to respond to unforeseen events, like natural disasters, and the current shutdown doesn’t qualify because it was manufactured by Democrats. To spend the money on SNAP benefits during such an event, the USDA argues, would be illegal. (read more)

I’m sure there is a large percentage of people gaming the system. I’m sure there are others truly in need. It’s not the governments place to take from one to give to another. Anyone who wants to freely donate without a threat of jail time is free to give. The churches do a pretty good job with pantries. Handing out actual food staples would cut out trading stamps for cash.
There haven’t been any food “stamps” for decades. It’s all electronic on cards.
That may slow them down but it it’s not stopping them. For example, some of these idiot fraudsters will use their electronic card to buy $100.00 of soft drinks only to walk out of the store, pour the contents on the ground, and then return the bottles for their $0.10 deposit that is received in cash which, in turn, they give to their drug dealer for dope. And they’ll be screaming as loud as the righteous folks that actually need and use these funds.

Here in Memphis, they put 7,8,9, year olds out in the middle of the street to sell drinks. Why one has not been hit by a motorist, I don’t know.

Stamps or cards, it’s the same thing, updated for technology. I stood behind a young woman at a checkout line who had a plastic baggie filled with them, and a shopping cart loaded with stuff I am and you are paying for. Of course, being in Massachusetts, maybe the problem is more egregious here, our Governor being so sweet on illegals.
Many years ago in L.A. the local govtgave out a box of food essentials like flour, beans, etc.

Do you remember why that was changed, Kaytee? In large part, Dems didn’t want to “embarrass” their base. A store line would grind to a halt for those using food stamps. Everyone would know why. If you are willing to accept government tax dollars from others, deems to me that those paying for your food are entitled to know who you are when you checkout. It SHOULD be embarrassing. Just might motivate you to get a job or tell your partner to get a job.
IIRC, there was a certain look to the food cards, maybe with a huge flag on them. Then people started recognizing that flag and they changed the look. I don’t know what it is now, don’t really care, but if they don’t want to be recognized as getting tax payer provided food, they could do something about it. Some time ago I was behind a young lady in the check out lane. She bought things needed for a birthday party, but it did include a cake mix so we didn’t have to pay for the bakery produced one. I made a comment to the YOUNG checker and she gave me a dirty look.

For years, I worked as a cashier at a Dallas area grocery store and very clearly recall the few Food Stamps and WIC cards that came through my line. The percentage was very small. Since the under-the-counter, credit card-looking EBT program started, many, many more people have signed up for the programs.
No longer are folks embarrassed that they get “something” for “nothing” while you and I work.
(Even back then, they would strategically buy the necessities with the WIC cards, as they only purchased specific nutrition items. The Food Stamps were good for buying candy, soda, kool-aide, etc.)
I am old enough to remember when the government actually gave out food. Not sure what it included but it included butter and cheese. There were stories of people picking up their food while driving Cadillacs. I wouldn’t doubt it.
During those days, I volunteered at a senior housing facility. They got Velveeta-like huge blocks of ‘cheese’ and tried like crazy to trade them for something they’d actually eat. Without much luck, I may say.
I’ve got an idea …instead of looking self righteous and blaming the person who is without why not blame the people who are responsible….corrupt politicians and donors. Definitely a better use of your time.

These programs have become a means for TOTB to steal and launder billions of dollars in taxes to retain their grip on power.

Just using the thread lingo. I’m aware most of the people using self check out at my grocery store are checking out with snap cards.
And the trading ‘food stamps’ for cash happens. I’ve been offered it every couple of months for years (never done it). The groceries go on their card and in my area you pay 50% in cash.
If you can sell your ‘food stamps’ for cash you are getting too much. Years ago a friend was on them and she was shocked at how much she got. She just worked on stocking her pantry. So when she went off them, when she was back to work she had a cushion.
So many in real need like senior citizens on small fixed incomes get none or a tiny, tiny amount.
I remember my mother getting $12/month in food assistance. Her Social Security was around $400/month. I took care of the things she couldn’t afford.
They are just so generous.

The high cost of housing, insurance on homes (mine escalated 50% this next year and are due in two weeks, and then the high cost of food is still alarming.
Young people who do not come from affluent families are struggling and then those who have 2-5 babies and more and have a life style that can’t bring in anything but minimum wage are everywhere. My own daughter works hard all week and so does her partner. Their debt is staggering and I doubt if that household brings in more than $70,000 gross income a year. Yep, this is going to flip the switch and the Democrats will cry foul when the Billionaires on both sides of the wall step up and become a part of the government and ……then what? Democrats have a job to do and it isn’t to bring this country to its knees with horse snit.

Buckwheat; you are partially correct. I worked as an elementary school nurse in St Louis. Schools serve breakfast, lunch, snacks, plus provide clothing for children. Some of these kids would come into my work station and ask to see the wardrobe so they could chose what to wear that day. It was like having a free clothing store in the building. There was a picture of BHO hanging in the hallway. The year was 2017. The administration office had stacks of magazines featuring “The One We Have Been Waiting For” nearly 10 years old sitting on the coffee tables. I was astounded by it all. The school was parenting these children.
When Covid closed schools, locals with school children had their lunches delivered to their homes. What a total waste of money as parents get SNAP to feed their children every day. Stop the free school lunches and watch children lose weight. School lunch program is just another slush fund.
Yes, not using schools as restaurants during covid was an emergency. Fortunately our Dem gov (supposedly the most loved gov in the US) issued around 20 or so emergency proclamations to help the poor kids out.
Our school district serves free breakfast, lunch and has a weekly food pantry to boot. All of these are also available in the summer and school breaks. There is no reason for any kid to go hungry in my area.
Our schools talk more about how many meals they serve rather than how many lessons they teach or anything relevant to education. You would think that somewhere in the Department of Education someone rewrote the mission from education to feeding children. And not all children: a rich public-schooled kid gets free lunches but homeschooled kids living on one income don’t.
Not that the homeschoolers want public food, but why should homeschoolers feed lunch to rich kids?

One day, our area experienced high winds and a power outage that lasted most of the day.
Rather than cancel school, the Principal/District decided to keep the kids in school (as some of them would have freely roamed the streets, had they sent them “home”).
THE PRINCIPAL decided to hand out “free lunches” to every student, regardless of need.
Why? Because she was reimbursed for every meal (cha-ching! $$).
My husband brought a few Subway sandwiches up to me so that my students
would have something to eat. The “school lunches” were not edible.
Are they still sending back packs full of food home with the kids so they will eat over the weekend? Gives the parents more $$ for tats and drugs.
I have a solution ….let private companies come in to do lunch ….not full time education employees. Might get lunches that actually taste good. Michelle really botched up the lunches when she required nutritionist to prepare and plan the lunches.
In my state, the purpose of the school is to provide a restaurant; any education is just an accident. They didn’t want to “stigmatize” free breakfast/lunch, so started giving everyone free.
We’re spending $50 million to create a central kitchen here on Oahu; the claim is now all the food is imported from the mainland.

Doubt kids are going hungry since they’re likely receiving free breakfast and lunch at school. That leaves EBT having to provide 1 meal/child/day.
I wouldn’t want to be on EBT; however, once there, the recipients likely qualify for many other federal and/or state subsidies.

I was on the county grand jury here for a year. Since we were in the state capital, once a month the state AG office would bring in state cases. The deputy AG said that he had four investigators for welfare/UI fraud, but only one for tax or insurance fraud, and mostly we got welfare fraud cases (typically, father was living or visiting the home but not declared by the mother). Most of these were started by anonymous hotline complaints (so the mother must have gotten someone angry).
It comes down to how much each state is willing to do. My state being “true blue” the answer is not much.

I’ve concluded family when available to help, should help.
In my community we have food pantries and soup kitchens for hot meals. Our Parish alone serves all who consider themselves in need and want to eat a good home cooked meal. They can come on Thurs and Sat for a hearty repast.
Other local churches provide meals on alternate days of the week.
I’m for doing our part to care for one another.
My family is just fine but I never feel comfortable not having a plan B.
Please take a look at the year the participation rate started to climb. Then remember more than 1 thing can be true at the same time: poverty is a known fact of human existence, government is known to perform in corrupt ways and to influence corrupt behaviour of others, Americans have historically been the most empathetic and generous population in the care of less fortunate, corruption in the execution of charity should not be tolerated.

I have spent plenty of time in Section 8 housing and working with refugees. I all that time I have only encountered one family truly in need with a plan to get out. Churches and private people can help.

I do not buy that twisted premise/assumption at all. I have not seen a single comment that states “that nobody should ever need assistance for any reason”, much less make “a hobby” of it.
I’ve seen comments and opinions about the longevity of payments, whether the Federal government(meaning taxpayers) should be paying for it, whether it should be up to the communities to provide such relief, many want to get rid of the fraud and corruption within the program or put better qualifications in the guidelines, and etc.
If you’ll reread the comments, you’ll find that many of us here at the Tree House already help those in need in many, many ways. And many here admit to having had need of assistance at one time or another along their life’s pathway whether physically, spiritually, or otherwise–and those are the ones who many times are the ones who help others in need when they are able the most.

My observation on this topic is that my fellow treepers often jump right to the ugly pile-on.
Americans who are truly in temporary need get rolled in with all the freeloaders, and it’s not fair or pretty.
Due to high cost of living, many seniors who are trapped in CA qualify for SNAP, and these are people who put in 40 hour weeks year in and year out for decades. They contributed to society, and in their old age, if they qualify and are in need, we should not badmouth them for availing themselves of food assistance.
40 million out of 330 million is quite a large chunk. Maybe we should be asking why we have so many on SNAP and what we can do to move the off it.
Stop our government from bringing millions of impoverished illegals into our country? Just a thought.

The fact is, based on the numbers presented, and demographics, approximately 25% of America’s heritage black demographic, who are US citizens, are receiving slightly over 25% of the federal SNAP program benefits.
“Almost all” the federal food stamp program is NOT going to immigrants, as the OP summarily stated. Information I have seen elsewhere suggests it is somewhere around 1/3. A substantial added drain on federal resources, no doubt.
What you draw from those facts and statistics is up to you.
What I draw from it is that the interruption of the food stamp program is going to impact many US citizens who rely on it, rightly or wrongly.
And that some demographics have developed an entitlement mentality to public benefits, and have already expressed an inclination to resort to theft and violence if benefits stop after this week.
I am not concerned about a very small population of Iraqis causing mass public unrest. I am hopeful that peaceful elderly people can be provided for by their communities, and am not concerned they will riot and steal.
I am concerned about food riots and mass looting in Detroit, Philadelphia and Baltimore, however, especially as there are increasing warnings from that community that many intend to do so.
I believe the government shutdown, and the eventual interruption of the SNAP program, is being used as a weapon by the left. Because they cannot hold on to their replacement illegal alien electoral block, as PDJT and this Republican Congress have refused to further pay for free healthcare for illegals, and PDJT is rapidly escalating their deportations.
Mass unrest is what they are intending. And what better way to cause mass unrest than a food crisis.

The current total population for the United States is, conservatively, approximately 350 Million. The black demographic in the United States is approximately 13% of that population (also a conservative estimate; other studies place it closer to 14% today).
Thirteen percent of the US population, conservatively, is 45.5 million people.
That gross number alone, 45.5 million, dwarfs all other demographic groups in that chart, other than all white Europeans combined, and perhaps all hispanics groups, combined.
And 24.9% of the black demographic (according to that graphic) amounts to 11.32 million people. There are reportedly approximately 40 million people currently under the federal SNAP program. Over eleven million of those 40 million (over 25%) are therefore black recipients.
Basic math creates basic facts.
And the open threats coming from individuals in that demographic, particularly in the major urban centers, to immediately steal and commit violence in their neighborhoods once their benefits end are manifold and evident just over the past several days.
We are not seeing those threats from elderly Italians or Iraqis. Nor does either group have an established history of committing such acts.

By the way, all math starts with axioms. This was one avenue that was mined during anti-enlightenment attacks leading into logical positivism and some other avenues of thought. One can build coherent systems using axioms and deduction yet end up with different “facts” (not really but I’ll humor you) – for example, Euclidian and Riemannian geometries lead in different directions in part because Riemannian geometry rejects certain Euclidian postulates. Yet, both systems are internally consistent. Facts are a different creature.
It has been an open discussion forever whether mathematical conclusions exactly parallel ontological/cosmological “facts”. It is two separate intellectual activities that overlap: 1) taking a set of consistent/coherent axioms and applying rules of logical deduction (we’ll leave inference out of this); and, 2) proving existential “facts”. We’ll also skip Godel’s Incompleteness theorems.

“Basic math” is not involved. The statistics I have seen are drawn from the Census Bureau “American Community Survey”. That’s probably the largest survey available, but you would need to examine the methodology and statistical methods employed before you can declare the numbers to be “facts”.
Facts are derived from evidence. Evidence exists in many forms. The credibility or reliability of any evidence has to be evaluated.
Deportations is another weapon the Dems use since you brought it up. My daughter is 40 and yes she has many biases that her generation has but I wish PT wouldn’t provide them amunition. I mean why deport someone who has been here 20 years with no criminal record? I grew up in the 50’s and when times were tough, I remember powdered eggs and cheese as a food staple during that hard time! The French Toast took lots and lots of syrup!

No one knows for sure and the Democrats have made it that way. But it is possible to come up with a reasonable estimate, although even that may also be way off.
Remember the “11 million” figure that you kept hearing year after year? No one uses it still because the Biden influx clearly made it obsolete. 11 million had a good sound to it, at least to the MSM and those in DC who didn’t want to do anything about it. But that number did have an official source. It was contained in an April 2000 Census Bureau document (impossible now to find on their site) that had a mean estimate of 10.9 million in the country (it was based on numbers arrived at through late 1999). There were high and low estimates as well, but the 10.9 million mean rounded up nicely to 11 million and that is what was always used for years afterward.
That estimate also had another number never mentioned, which was an estimated annual mean increase of 750,000. If we start with calendar year 2000 (it was based on a late 1999 estimate, so the full year 2000 is a good place to start) and calculate the increase over 10.9 million through the end of 2020, just before the Biden influx started, then we have an adjusted pre-Biden number of 26,650,000 illegals. I think the most reliable estimate of the number Biden let in is another 20 million. Add that to the ones already here and at the start of Trump’s second term the number is right around 46,650,000.
If we accept the Trump administration numbers of self-deportations and actual deportations so far of around 2 million, then there may be in the neighborhood of 44.5 million still in the country still. If anyone can come up with a better estimate, I am very willing to consider it.

So after the taxpayer provided SNAP or Aid to Families With Dependent Children or other programs, we additionally get to feed these children through the programs for indigent children provided through the public schools.

There was a day when inmates in New England were fed lobster more days than not – the market among those with money had not been created.

We’re already seeing folks appearing to be stalked in the walmart parking lot as they leave and return to their cars. Some have begun requesting and receiving escorts back to their cars after shopping. Apparently what’s being seen by the store’s security cameras justifies these escorts in the store management’s view.
A deeply unholy alliance between the tribe, the county and the state, generously funded by the feds, has created a dreadfully oversized “rehab facility” in the middle of our small town.

Zoning and safety laws do not apply to the facility, its activities or impacts thanks to the protections of sovereignty provided by the tribe fronting for it.

Not in my city. Earlier this year I was practically begging local food banks to pick up about 100 #10 cans of non-perishable food. Flour, sugar, legumes, nonfat milk, other staples. I realized I wouldn’t live long enough to use the food – perfect cans, no rust, dings or dents, all with 10 to 25 years of remaining shelf life. They didn’t want the cans but a financial donation was welcomed. Two places were interested but failed to show up at the appointed time to pick up the cans. Finally found a food bank in another city that took the food — for a family of ten people.

Friend works at a local store here in town. She see women come in with thousands of dollars on their EBT cards. She says this is the norm not the exception. All able bodied people just with their hand in my cookie jar.

There are around 42,000,000 people on SNAP.
There are around 89,000,000 people on Medicaid.
There are only around 135,000,000 full time employed workers.
Now do your %’s of these programs costs to be paid by full time working people in order to support those programs.
For Snap that would equal 31% of all the full time workers and for Medicaid that would be 65.92%.
That’s a pretty heavy burden to carry, eh?
The number should be at least as high as the unemployment rate around 4% and more, due to many jobs don’t pay much, but 3 times unemployment?
This is an opportunity to use any “immediate need” requests as a filter to eliminate Illegal Alien participation in the SNAP program.

Food stamps are easy to get and, unlike welfare, don’t depend on family. A single, poor person can get food stamps. Just be under the guide lines. Not sure how difficult it is to sign up though.
I had to be on stamps many years ago, I made under 8000 USD/year, had no car, was working,,,,in the stamp office, I saw welfare queens come in driving really nice vehicles, babies with gold bracelets, and they got hundreds in stamps per month, I got $70 per month for two kids, was told I wouldn’t get anymore, to get a better job….I say stop the SNAP/EBT crap in its tracks, get off your fat @$$3$ and work like I did

Forty million is an absurd number. From my own experience I can explain some of the fraud. Of course.we have non citizens on it. We also have young college students living in dorms with a food ticket who are collecting the EBT card. From experience I know this, because one tried to buy me some groceries if I would pay her the money. We also have homeless/drug addicts who are also selling theirs, I suspect less than 20% who collect EBT are in actual need. Stand in a Walmart line and watch, the young girls with hundreds of dollars in eyelashes and fingernails, holding an iPhone while collecting EBT. That is not a myth. I remember many years ago during the Carter administration, Husban lost his job, we had two babies 15 months apart. The day I woke up with no milk in the house, I signed up for assistance. It was the most shameful day of my life. Eventually, husband was able to get a job and I went to the welfare office to get off the dole. It was explained to me over and over that I was eligible for 6 weeks.more. I kept saying no I don’t want it. For two more months I kept getting food stamps in the mail. I would call and be told they are yours keep them. I trashed them. I could see they were disappointed in my attitude. That was 50 years ago and that attitude is what got us into this mess. The Great Society was supposed to be temporary not a full time ride for people who didn’t want to work.
That is not the only publicly untold story about people taking advantage of federal aid programs.

By word of mouth, they know whom to contact, and how to sound needy (or how to loudly complain). And the techniques are passed onto the children…whom become adults over time… wash, rinse, repeat…

And the honest people, work, pay taxes, try to make ends meet…

42,000,000 people on SNAP at a cost of $8 Billion a month = $96 Billion per year means their $1.5 trillion holdout would pay for over 15 years of SNAP. Tell the people upset about SNAP being delayed about that!
Has anyone seen or know what the average or mean time for someone being on SNAP? Is it 1 year? 3 years? 5,10,15, 20 years?
Just so you know under Obama the formula for poverty line changed . PREVIOUSLY it was the inability to afford a basket of essential goods food housing transportation clothes.
Those numbers were combined with census data to get the supplemental poverty line with a 16 % average varying by state California at 20%
Then that average is applied year after year based on the census phone survey. So the dollar amount is adjusted to match the 16 % average, again with each state at different levels.
Then it is adjusted one more time to 130% of the poverty line
So a family of 3 at 34,000 would qualify. However it is a sliding scale of benefits my guess is the majority of those qualifying for 10 to 50 dollars of benefit a month are probably ignoring it so eligible probably far exceeds actual recipients.
With an average benefit of 187 dollars amonth times 40 million we are talking about a 100 billion dollar a
Annual economy.
I can’t imagine a scenario where a bridge bill is not passed Big Food, Big Ag, Big retail, as well as small retailers and Bodagas, are all largely dependent here one month without foodstamps would close a lot of local groceries.
In an evil world Meijer s Publics Kroger and Walmart would let this go for a month. So maybe I should hedge my bet a bit.
There must be a reason for these escalating numbers. WHY? are more people in need? OR is the Government Standard for qualifying becoming to “loose”?
Deport all illegals that are hungry or not. When they get “home” they will work for their food.
And that will make them better citizens in the long run.

The government is very efficient at waste, fraud, corruption and money laundering.
If we approach this in a common sense way, we should have a sense of how many recipients is acceptable. There are standards of performance in most all industries and professions. Shouldn’t we have a number for how many people we think is OK to get food stamps? Could it be historically based?
I’m not saying just cut off at some point. I’m saying that as a society we should set some limits and qualifications that give us useful information about Americans and their finances. If we have reasonable limits and the numbers go up, we should find out why. If the numbers go down, same thing.
So, I ask, what is acceptable percent of population that we should be helping? Right now, 40 million is about 11.4% of the approximate 350 million people in America. Is that too high or too low? Shouldn’t we look at it as a reflection of the economy and the willingness of society to provide benefits. There is also the dependency factor and giving away freebies to get votes.
If you look at historical numbers there are similar economic times where we can see relative participation rates. It is obvious that presidential policies can influence this rate upward and downward.
