With the federal government shutdown continuing, several media reports now say federal food assistance payments will likely lapse on November 1st.
WASHINGTON – More than 40 million low-income food stamp beneficiaries are expected to receive less help with grocery bills — or no help at all — in the coming days.
The U.S. Department of Agriculture (USDA) is threatening to withhold billions of dollars in Supplemental Nutrition Assistance Program (SNAP) contingency funding, which Congress has already allocated for emergency scenarios, if the government shutdown stretches into November.
There is between $5 billion and $6 billion currently in that fund, experts say. That’s not enough to cover the estimated $8 billion in SNAP benefits due out next month, but it would allow for partial payments to help low-income Americans defray food costs.
On Friday, however, USDA released guidance saying it won’t use those funds to cover SNAP benefits if the government shutdown extends beyond Oct. 31 — a move that appears designed to maximize the pressure on Senate Democrats to support a GOP spending bill to reopen the government.
In a memo, first reported by Axios, the USDA said the reason is simple: The contingency fund was designed to respond to unforeseen events, like natural disasters, and the current shutdown doesn’t qualify because it was manufactured by Democrats. To spend the money on SNAP benefits during such an event, the USDA argues, would be illegal. (read more)

No. Many of the people on food stamps, particularly in the poorest urban places, believe they are entitled to free food.
In many larger cities, that entitlement has become embedded into the culture across multiple generations extending back over half a century. A dependency that has degraded and destroyed their culture. By design.

I have to disagree. We hire new people every month to do housekeeping duties in a medical building. They can’t or won’t do the job. They would rather scatter the dust than sweep and pick it up. Enter next hire.

I worked part-time as a cashier at Walmart, and I got really sick of seeing the welfare queens (of various colors) with their perfect hairdo’s and nail jobs, cruise thru the checkout lines with their offspring in tow and carts piled high with expensive food which they paid for with SNAP cards. Then their “husbands” would follow them to the cash register with carts loaded with cigs and beer which they paid for with crisp hundred-dollar bills, obviously having been paid under the table for whatever work they had done that week. Disgusting.
I saw the very same thing working as a grocery cashier in my late teens and early 20’s putting my ex through college. It made my blood boil.
I’ve cashiered part-time at Target the past 3 years (they all sell groceries now, including produce, dairy, frozen). This store is in a very nice suburb, and I didn’t see many EBT payers; however, the ones I saw often had tons of food that couldn’t possibly be consumed in a week – unless they were feeding 12 people. For example: Hostess cupcakes X 6 boxes. I don’t know if they were buying food for other families, or, perhaps they ‘borrowed’ a relative’s card and stocked up, as they didn’t know when they would get it\\the card again. It would be $400 or so in one grocery trip. The reason I wondered if they were using someone else’s card is I know the benefits accumulate, and you can use them anytime. So, there’s no reason one would buy so much in one trip. I understand if you’re having a party, and you buy a bunch of chips, soda, hot dogs, etc. But, these aren’t really party items.

SNAP stands for Supplemental Nutrition Assistance Program. It isn’t meant that provide all of the food a person needs to live, the average limit is less than $7 per day. The majority of SNAP recipients are children, the disabled, and the elderly. It isn’t very Christian to hold vulnerable people in such contempt as to say they don’t deserve to eat because they are poor or vulnerable.
How do you know how many are children, disabled and elderly? How many able-bodied people apply claiming a disability? We are not privvy to those facts.

get free breakfast and lunch every day school is in session (often extended into summer) and can pick up
backpacks of food for the weekend, also free. WE taxpayers pay for this food already, and govPolis wants tax increases for the programs.

There are districts where parents can come in for free breakfast and lunch too. My small city drives around a food truck in the Summer where they hand out free food for when school is out of session.
I did that job one summer. Following the food truck around the town to check that the food was delivered and the playground wasn’t a mess afterward.
In our county FedEx delivers boxes of food to students, during summer vacation, most of which gets thrown out or given away.

For several years I was the head of our church pantry. The clever manipulations by opportunistic families would run the pantry bare.
The church had the policy of allowing recipients to select their own items. Quite often they’d ask for the ‘fun food’, the sugary snacks, chips, and soda. My answer is we stock nutritional items only. Then they’d grumble about having to cook the ingredients.
I changed the policy. Now the recipient would fill out a card for which items they are in desperate need. That on top of the boxes of basic supplies. I reserved the right to reject requests.
Soon the requests for ‘fun food’ dwindled. People started cooking.
Then certain families would send in the adults one at a time to pick up their boxes Ex: the husband would make a pick up Then his brother. Then the wife. Then perhaps the oldest son or daughter.
I didn’t stop them. But I did say I know what y’all doing. And a few more words about shame and being honest.
It was at times a real hardship to keep the pantry stocked.
Charity depends upon honesty. They who cheat, lie, and steal make themselves difficult.
My only lasting success was to get people to change their diet, a byproduct of being good stewards of what they receive whether from a church pantry or the blessings of the LORD

I do that regularly and about half of the cars picking up groceries are Lexus, Mercedes, and other “non-needy” cars. If you are that hard up get rid of your expensive car and use the money on something more essential than a high dollar vehicle.
I’ve found the food pantries are really picky about donations.

I do not want children, disabled or elderly, citizens or not, going hungry. That said, I know too many 30ish, able bodied men, perfectly content doing NOTHING because they have free health insurance and SNAP cards. The ones I know are citizens. Unfortunately, a couple of them are family. None appear to have any qualms about living off of other people’s hard work. It’s not going to break my heart to see these guys cut off and be forced to live in the real world.

Please note that the chart escalated during the years Obama was in office. There was a massive increase in food stamps due to changes in ‘eligibility’. Also hiding the expenditure in the ‘farm bill’. To my kniowledge no one ever went back and re-checked the eligibility. I personally know three people who are on food stamps, and two who frequently visit food pantries — none are eligible. There have also been some major policy shifts – during Biden — building massive big food pantries and their associated warehouses and delivering a big chunk of food to the pantries while small and mid-size grocery stores went under because they could not compete. The big food pantry donors are corporate, and of course there was all that NGO and public/private partnership stuff.
It’s sad, and no one wants to see children or elderly or very sick suffer, but there is a lot of fraud and weird stuff going on in the Big Hunger Charity world which needs a bright light shining on it. I read a good article on the Big Hunger lobby a couple years ago — cannot recall where.
I bet Sundance or someone here can shed some light — it had to do with food distribution networks and how a bigger chunk of food supply was being directed through food pantry/public-private distribution.
I suspect there will be a lot of people armed when loading their groceries and driving home after the deadline, especially in big cities.

An EBT card is essentially a debit card. Could it not be temporarily converted to an interest free credit card? Purchases could be made now and paid off later when the government opens back up and the allocated funds pay off the credited purchases, respectively.
That technology already should have already been built into the EBT system, although it wouldn’t surprise me at all if the government didn’t have the foresight to program that capability in.
Or perhaps I’m just being naive.

Someone mentioned this before….if folks need assistance, then that should be provided with limited items through bulk supply….Milk, Butter, Beans, Chicken, pork, grains…..not understanding why when beef is so pricey why that should be included. Too many folks are struggling and the folks that are getting a free benefit need to understand that another taxpayer is funding that benefit.

Less so at Costco. They now make you scan your membership card to get into the store. (used to be done at cash register). So, you have to have a paid membership to enter. I think the cheapest membership is $60/year.

Take a look at Medicaid. It’s not uncommon to be at a busy pediatrician practice and not see one kid in the waiting room that is on private insurance. Some huge amount of people under 18 are on ‘free’ healthcare.

Actually, I think it is less expensive for the government to use the EBT cards at regular grocery stores than to have warehouses and hand out. Of course that might be because so many on the program complained they did not have transportation to get to the “food warehouses”. It seems from the latest comments President Trump has made about the shutdown that he may think their plan is violent chaos. Martial law seems one possibility and I wonder if that could in any way be used to open funding.
The question seems to be does Congress have the right to withhold vital public funding (not arguing for food stamps but for example military spending) for political purposes? And associated with that, what is the remedy for a badly performing Congress?
The normal remedy for a poorly performing Congress is elections, whereby those offending members are replaced.
The problem with that is there is no guarantee that the replacements will be any better. The corruption is such we have taken to calling it out like the Uniparty.
I would like to see State’s Legislatures able to recall their Senators in Congress with a repeal of the 17th Amendment. That is going to be quite an ordeal to get passed however.

IMO, it’s beside the point – which is addressing the issues which will cause far worse situations than the one that might happen as a result of SNAP junkies going into withdrawals.
I lived through that blackout, and I remember it distinctly, even now. There was zero panic where I lived, and no civil unrest. My clearest memory is that it was very hot at the time, in July, and no A/C or fans available. That was really the extent of the inconvenience, which lasted for maybe 4-5 days. There were no supply chain impacts, or any shortages. It was really nothing.
I get your point about civil unrest in a society with just-in-time inventory and few reserve resources, but this was not that. No one died of starvation or thirst during this episode. It was just an inconvenience, nothing more.
That blackout did not last very long and it was abrupt. Totally different from planned mass loss of benefits.

I didn’t live thru the NYC blackout but I did live thru the after effects of a hurricane in Port Charlotte, FL 8/04. No power for three weeks, no gas stations, no grocery stores, no fast foods, no stop/go lights at the intersections. No banks or ATMs. I pray things will not get like this because of their anger.

Proud to say that My Wife and I have never partaken of any of the (fellow taxpayer) “freebies”?, even though we have never made much money during our 42 years together. We lived for several years on between $3000 to $4500 per year. Thanks, Mom & Dad, for the lessons in Independence.

In my blue state, if you “qualify” for SNAP, you also get utility subsidies, free museum passes, free cab fare, the list goes on.
So the free food is just the appetizer on an expensive menu of costly freebies.
And I’ve never understood why free school lunches need to be hot, with multiple choices. My mom rotated through a (very) small selection of plain sandwiches to pack in our lunches, until we were old enough to pack our own. Ditto for our kids. Simple, cheap, nutritious. Variety wasn’t even considered. Lunch was just…lunch.

Food stamps should remove choice, on principle. Bulk fruits and vegetables, grains, blocks of cheese, peanut butter, powdered milk. Rinse and repeat. No money, or stamps, or debit card should ever change hands.
We all have stories of carts laden with gourmet or prepackaged foods, the SNAP card whipped out, and the parasite (sorry, “client”) loading up their $50k vehicle with goodies that you and I paid for, but can’t afford for our own families.
But I’ll bet there’s one thing we’ve NEVER seen: any of these freeloaders being asked to show a photo ID.

$8 billion divided by 42 million works out to just under $200 per person per month. Wondering if I could live on $200 for groceries a month. A week for sure, but a month would be tight. rice, beans, carrots, maybe potatoes one pound of hamburger every two weeks. free water.
during the depression two uncles got jobs working for the highway. They tell this story: at lunch time one of the workers keeled over. his lunch bag held only potato peels. uncles always packed something extra for that poor man who was so embarrassed to take it. There were many proud people then. Probably the same now but population is now so huge it is easy for the good folk to be overlooked.
I knew a man who worked his way up from almost nothing to Lloyd’s of London broker. Got a starting job as a clerk on merit, lived in a basement apartment, scrounged, and worked long long hours at the insurance firm. At the next desk was another bright fellow from a good family, also starting at entry level and they became good friends. One day he found a few fresh eggs on his windowsill — a very welcome addition to his diet. Over the next couple years the fresh eggs appeared there on a regular basis — and he happily consumed them, as he could barely afford groceries.
Many years later when both he and his co-worker had graduated to high positions in aviation insurance and finance, it came out that the eggs came from his friend’s family farm where he went each weekend to visit. He wrote a story about it — “Eggs on the Sill’ by Ray Brooks. I knew both ‘Brooksie’ and the proper English gentleman friend when they were established notables in the world of aviation insurance — and still dear friends.
Competence and character went a long way … then and now.

I think a majority of SNAP recipients could skip a few meals. And I 100% agree that seeing their grocery carts full or over flowing does bother me . I know they changed some of the rules recently regarding what SNAP will pay for but they could do a lot more to tighten up the rules so only real nutritious food is all that is covered. Lobsters and fast food snacks should be forbidden.
67% of Americans are obese — maybe something needs a little more than minor adjustment.
The Dems will cave before tens of millions of their constituents go hungry, claiming their acquiescence is an act of national mercy to thwart the dictator PDJT.
Or, they will embrace, briefly, the national suffering their shutdown creates until they receive
sufficient pressure from big city constituents to force them to accept humiliation and vote to pass the clean CR.
In either scenario, their hatred for PDJT will be further galvanized by his win.
