Many European counties, sch as U.K., France and Germany appear to have spent the Russian assets and do not have the money available to “release” if the war ends.

I agree with everything you said except that if the military was not mercenary there would be less wars. That implies that WW1, WW2, Vietnam and numerous other wars were “voluntary” endeavors on the part of the American people. My grandfather fought in WW1, my father in WW2 and my BIL in Vietnam. None of these wars were voted for by the American people. Vietnam was not even a declared war in congress but we still lost a generation of men to it, my generation. The protests by my generation made them end the draft. I will be forever grateful for that. Do not even whisper about reinstating the thing. I have three grandsons and I do not want them to be in any foreign war ever. Even if the soldier returns home intact, his psyche has been deeply harmed.
