Last week Ukraine presented President Donald Trump with their “term sheets,” what they require in order to accept a ceasefire. Today in Istanbul, Turkey, the Russian Federation presented the Ukraine delegation, and likely a transmission to the White House, with the Russian “term sheets.”
This further clarifies the content of the significant meetings this afternoon in the White House, where President Trump assembled his “military leadership” and likely foreign policy team.
Vladimir Medinsky, the head of the Russian delegation at the talks in Istanbul, said Russia is offering Kyiv a temporary ceasefire. Medinsky said that Russia has prepared a two-part “memorandum” proposing a ceasefire and ending the war it started. The second part of the “memorandum” provides for “variability” and “several paths”, he said.
It should also be noted, the lack of a severe response by Russian President Vladimir Putin to yesterday’s attack on Russian air force bases likely indicates President Putin has what he wants. These terms and condition sheets were created prior to the Ukraine attack on Sunday. These are Putin’s conditions to stop further military conflict.
In Section II containing the “Ceasefire Conditions” (below) Russian President Putin demands Ukraine conduct democratic elections (#7, #8). Putin seemingly knows western installed President Volodymyr Zelenskyy will lose and as a consequence weaken the western influence operations. Both President Trump and Secretary Marco Rubio have previously advocated for the same.
♦ Ceasefire condition #3 would include requiring President Trump to remove U.S. military support.
♦ Ceasefire condition #4 would require President Trump to remove CIA operations from Ukraine.
However, as noted by Vladimir Medinsky, the head of the Russian delegation, the Ceasefire Conditions provides for “variability” and “several paths.”

Trump now has cover in the interests of peace. The terms are clearly acceptable to the public. Likely not acceptable to the interests of those who want global war.
Trump will want to comply with 3 and 4 IMMEDIATELY. Would love to see remaining CIA operating without whitehouse approval suffer appropriately. When the president says “no more!” that’s exactly what it means.
Well said Daniel!
It’s like those points were specifically discussed by POTUS and Putin to include. Also provides baseline for treason charges if IC ignores.
What about Lindsey? Was that action sanctioned? And if not, was it illegal?
Should have read, posted something very similar now down thread.
I’ve often wished for a comment keyword search function in order to avoid doing that, or to be able to bring in points (from one or more other commenters) already hit on! I’ve tried using Control-F but it can’t reach that wide. (And I also wish Sundance could fix that the alert function when someone responds to a comment would start working again for me, I do not know why that stopped working and I can only respond if I remember to search for any and every comment I make to see and that is NOT practicle!)
Thanks PRH! Really liked your spec on Russia catching US IC enemies.
This treason sandwich will send shock waves thru deep state.
Also agree with you why the quiet and military meetings occurring.
Yes! Please!
Points #3 and #4 are in our interests as well as Russia’s. I would like to see CIA removed from the US as well. We need to deal with the EU/UK problem as they are sabotaging peace efforts. This may need to involve sanctions against them.
Miz Lindsay is not happy. 😭
That is the best news of all.
Miz Lindsey needs prison time.
I prefer he /she becomes “wind chimes.
An article posted on COVERT INTEL details the timeline of the US poking the Bear in the eye beginning with Bill Clinton in 1990. The details follow my comments below. NATO has been used as a tool to incite and threaten. It is used as an excuse for meddling and installing military bases around the world. As of 2024, the US had 129 bases in 49 countries around the world. Mapped: All the Known U.S. Military Bases Overseas
These bases do not include USAID compounds and sites where we are meddling in the internal politics of foreign countries, fomenting Color Revolutions, disposing duly elected leaders (Ukraine), and instilling an anti-US bias in the general populace.
Phillip Jeffreys “True…the isolationists will get us all killed.” implies that limiting, or preferably withdrawing from NATO is tantamount to isolationism. Fair Trade is the answer to relations, not threatening military alliances.
At the command of the United States, changes to NATO were opened for discussion today, in ways that would alter the NATO alliance in a staggering way. These changes are based upon a letter, sent by Russian President Vladimir Putin back in the year 2021.
In that letter Russia pointed out that they were promised “NATO will not move one inch eastward” if the then-Soviet Union allowed the re-unification of what was, at the time, East and West Germany.
This promise was conveyed officially to then-Soviet Leader Mikhail Gorbachev and his then-Foreign Minister Eduard Shevardnadze, at a meeting, in the Kremlin, in Moscow, on February 9, 1990.
The promise was conveyed to Gorbachev by then US Secretary of State James Baker, who was directed to provide that promise by then US President George H.W. Bush (the father).
These facts are recorded in the National Security Archive of the United States, relevant page shown below:
A direct link to the US National Security Archive Document from which the above image came from, is HERE. See Page 6, Paragraph 2 of the document.
Baker conveyed the promise.
The promise was reiterated publicly by then German Minister of Defense, Gerhard Stoltenberg.
Gorbachev agreed and, as part of that agreement, he withdrew three-hundred-thousand Soviet troops from East Germany, thereby allowing the re-unification of East and West Germany.
There, was the peace.
Fast-forward nine years and along comes US President Bill Clinton. He decided that NATO should move east, and that is when this trouble began.
NATO countries that joined the alliance after 1990, as of February 19, 2025:
Czech Republic (1999)
Hungary (1999)
Poland (1999)
Bulgaria (2004)
Estonia (2004)
Latvia (2004)
Lithuania (2004)
Romania (2004)
Slovakia (2004)
Slovenia (2004)
Albania (2009)
Croatia (2009)
2014 – Attempts to recruit Ukraine begin. When President Yanukovych declined, the US, the EU and NATO fomented, financed, and facilitated the “Maidan Revolution” which violently overthrew Yanukovych and installed a puppet regime in Kiev.
That regime immediately commenced massing troops at the borders of its eastern Oblasts (states) Luhansk and Donetsk, then began shelling and firing mortars at the civilian populations because they were “Russian-speaking.” It was a brazen attempt at Ethnic Cleansing. About 13,000 civilians were killed in those attacks by the Kiev puppet government.
Seeing this unfold, the Russian-speaking population of Crimea, voted to secede from Ukraine, and return to Russia. At that time, Crimea had only been part of Ukraine for about 55 years, after then-Soviet leader Khrushchev GAVE Crimea to Ukraine. A public Referendum was held and over 87% of the vote agreed to leave Ukraine and return home to Russia.
Montenegro (2017)
North Macedonia (2020)
Finland (2023)
Sweden (2024)
All these countries joined NATO and all of them have missiles aimed at . . . . . . Russia. The Russians have had enough. They realize that NATO has been trying to surround Russia with so many missiles, that one day, NATO can call and say “Either you surrender or Russia won’t exist five minutes from now.” Russia would face annihilation.
That is why Russia entered Ukraine; to stop the expansion of NATO. From a national security perspective, Russia had no choice. They either fight it out now, while they still can, or wait to be surrounded and find themselves unable to defend their own country.
Today, at the order of President Trump, discussions began about all the countries listed above being in NATO. The letter sent to NATO by President Putin in 2021 called this expansion of NATO “an existential threat to the Russian Federation.”
As most readers are already aware, under Russian nuclear doctrine, a “Threat to the Existence of the state” is justification to make a nuclear strike.
Former NATO General Secretary Jens Stoltenberg admitted this on TV, when he said “Putin went to war over NATO Expansion:”
Do you have a link to that article?
I used to have it in an email, but was unable to find it on their site this morning. Following the link I do have takes you to the Hal Turner Radio Show. I have attempted to find it using the Filter but have not done so far. If I find it, I will post it.
The Link in the article pointing to the “A direct link to the US National Security Archive Document” is active in the above response, but I have added it here again.
The link to the maps and list of countries is active. I mistakenly put 129 rather than the correct figure of 128 bases in 49 countries.
Just as this comment does, Russian propaganda will have you believe that Russia has always been a peaceful nation with the largest geographical land mass in the world and with no designs to expand. Yet history shows that Russia is everything but that. For 70 plus years generations of millions of Europeans have suffered, been tormented, enslaved and deported to slave labor camps in Siberia never to be seen again by Russia (aka Soviet Union). NATO was created to defend against the repeat of the Soviet Union. Of course countries in Europe would aspire to be members !! And of course Russia would object to having a militarily strong Ukraine. All those years that Ukraine attacked and destroyed Russian cities is horrible. Oh wait! It was the other way around!!
Neither my comments, nor those cited in Covert INTEL imply that Russia is a peaceful nation. Whether they are or not, and we know they’re not, is immaterial to this argument. We, the US, violated our agreement(s) with Russia, and are the inciters, possibly to fomenters of World War III.
And Russia today is Not the Soviet Union.
Since WWII, what countries has Russia invaded? Versus the US bombing Syria, Iraq, Serbia, Afghanistan, Libya and others.
Bravo for laying out the clear and unvarnished truth.
I am very reminded of an adult in a family gathering. The children of the family get bored and decide to start messing with the adults. They poke and kick and do anything to get a rise from the adults. The adults pay no mind or shrug it all off. It feels like Putin/Russia is the adult in the room and all else are just children trying to get a rise to make something happen. The adults certainly know better than to feed this bad behavior.
2 weeks after Maidan Putin went into Crimea to ensure Ukraine didn’t try to break 40 year lease Russia had on Sevastopol usage. The vote you mention was good for and expected by Putin but he was there to stay regardless.
Has anyone thought about all the property owned by China next to military bases? How simple would it be to launch a similar drone attack on our bases across the US with the same technique used against Russia????
Combined with open borders…..
In the blink of an eye….
I fear that President Trump is going to accept bad advice from certain warmonger Republican politicians and military leaders about his reponse to the Russian offer just like he accepted bad advice about the response to covid and ignore a small number of responsible people like Dr Atlas. If he goes down this path it is going to really hurt his efforts to clean up government and the swamp is likely to win. I fear that the Republican politicians are not going to say that the USA is our first priority and we have no obligation to Ukraine and that the EU nations must resolve this problem on their doorstep not the USA. Kiev is 4864 miles (over 7800 km) from Washington DC. Sadly he does not have General Mike Flynn (see his comment on X re Ukraine drone raid) and others like him advising him.
President Trump has stated and is believed he now knows DC.
RINO and Leftist politicians are all lining their collective pockets with the largess of the Military Industrial Complex. The NSA, CIA, State Department talking points to the President are all designed to buy and try out new weapon systems.
I believe President Trump truly wants peace, but he has very few voices telling him who and what to ignore.
I will say more later, time is limited for me at the moment, however, these stick out, and why SD pulled them out separately:
Ceasefire condition #3 would include requiring President Trump to remove U.S. military support.
♦ Ceasefire condition #4 would require President Trump to remove CIA operations from Ukraine.
These are not here unless agreed upon already via the previous conversations. And, Trump meeting w/ military leaders while at the same time Russia doesn’t respond to the attack on the eve of ceasefire talks….is a major clue to anyone paying attention.
IMO: the terms are the go for Trump to withdraw military support and prepare to remove CIA.
Interesting because once military support is removed and Trump orders CIA to back out (they will ignore) sets the stage, especially if CIA gets caught by Russia after orders are given- Trump can then say they belong to Russia now- they defied policy and orders they decided their own fate.
Russia knows who these assets are…they will be watched.
These things are not spontaneous nor are they not gamed out. Yes, variables but I believe this is the setup/trap for deep state from Trump’s POV.
Section I number four seems to indicate they don’t want bioweapons labs next door.
During WW I, the British blockade policy improverished and starved much of the German population. The introduction of US forces made the future clear, but surrender BEFORE COMPLETE DEFEAT left the German military believing it had been “stabbed in the back” politically rather than defeated in the field. The European part of WW II was (almost) inevitable, because a sustantial part of the German combatants and M-I-C simply WERE NOT DONE. Ukrainians have a history of refusing to accept defeat; partisans fought the Soviets for about a decade after the official ends of both the Russian Civil War and WW II.
The Russian position paper and Ukraine’s negotiation-killing attack against Russian strategic bombers, etc., indicate that neither side is done. Russia’s list of demands are like a ridiculously high bid from a contractor — it’s not meant to be accepted. Russia’s clear intent is to grind Ukraine down to rubble and rule over the ashes. That appears to be likely at this point.
Though Obama, Biden, Clinton, neo-cons, et al., are the architects of the policy that led to this, Trump is left holding the bag. His attempts at peacemaking will be interpreted as selling out the brave Ukrainians, leaving NATO in shambles. If Trump can save this situation, he is the genius of the age.
Unless you can read minds these are pure speculations.
What judgments about the future are not speculative? Mine are not based on reading minds but on a sober appraisal of actions, the Russians’ “terms”, the situation on the ground, the political situations Putin and Zelenski are in, long term and recent history, etc. It’s certainly not how I want things to be.
None of this is unreasonable. The areas of the fighting were overwhelmingly Russian in population, and voted to be part of Russia. Let’s see who wants peace and who wants permanent war…
All this discussion about Ukraine ignores the actual history of “Ukraine”. There really is no actual “Country” of Ukraine. There never was. What is called Ukraine is really a collection of pieces of other countries that were occupied by the militaries fighting WW II. At the cessation of hostilities, the people occupying these “pieces” so to speak had one thing in common. They were mostly all followers of the Ukrainian Catholic Church. Since the end of the war, a number of attempts have been made to form a country but then in 2014 we know what happened. In order to be a country recognized by the UN, the borders of that country have to be submitted to same and I believe that has never happened. A fair amount of the eastern part of this “country” is really Russian speaking and was part of Russia when the war started. They want back.
Option 2 seems like a non-starter as 10) means to accept all the requirements of Section I, which has been Russia’s demand all along.
Thus Option 1 seems like the only realistic one. A pullback to some undocumented line of control with no complementary pullback by Russian forces.
Very reasonable demands. Trump should have already done #3 and #4.
