As previously noted, Senate Judiciary Chairman Chuck Grassley released some of the FBI investigative files related to a congressional referral of Nellie Ohr for false testimony to congress. Within the Grassley release the declassified FBI investigative notes show that Trump-Russia files were compartmentalized, allowing control over access to them by the FBI Director and FBI Deputy Director.
The 7th floor level classification within the FBI’s Sentinel record-keeping system was previously unknown, and now people are starting to ask questions about what other information may be filed yet invisible due to the classification designation of “Prohibited Access.”
The Sentinel record-keeping system allows FBI officials and investigators to review and research the status of investigations both past and current. The Sentinel system is also the information system that is searched for responsive documents to legal cases and FOIA inquires. The Sentinel system contains all the information used by the FBI.
Within the Sentinel system there are “Restricted Access” files that are used to control who can view the file information. The FBI official can see the file but cannot access the information within it without a higher clearance level. However, now people are discovering there is a “Prohibited Access” designation that makes the file invisible to searches or queries and is controlled by the FBI Director and FBI Deputy Director.
Margot Cleveland is asking some good questions about how the use of the “Prohibited Access” designation may circumvent the FBI’s legal requirements (brady material) and FOIA searches. [SEE HERE] However, I would also note this approach hides information not only from congress and from the public, but also from the Executive branch itself. The DNI wouldn’t even know what information exists.
Additionally, we can expand the overall issue to highlight this same approach at work in various other governmental agencies. This is one of the reasons I refer to the agencies within government more aptly as information “silos.”
The same “secrecy filtering” system outlined in the FBI Sentinel system, “restricted access” (visible but needing a higher clearance) vs “prohibited access” (totally invisible) exists in other govt systems.
The NSA, DHS and CIA contain the same issue, information hidden and kept secret. This is the core reason I have historically called them “silos.”
The same ‘what the heck’ realization encountered with the FBI file keeping, as noted by the Grassley revelations, extends far beyond the FBI.
This is also why I have said the Intelligence Community has created a “caste system” within the surveillance and information space.
Now do you see why elements of the IC, and by extension their political enablers, were going bananas about DOGE access?

Right now, like right now while you are reading this, the same framework is being applied to the DHS surveillance network, where “restricted access” and “prohibited access” (invisible) are being applied to PEOPLE.
Our government, via Palantir, is currently building the domestic identity surveillance system, where every identity will be stored. However, within the storage, and by extension the parameters of the surveillance search results, there will be people who are defined by placing their identity in the “prohibited access” category.
Great job realizing the secrecy ramifications of the issue within the FBI and their exploitation therein. Now extend that realization to the ramifications for us of other silos doing the same.
I was told in August 2020 that the FBI investigative file into James Wolfe leaking the Carter Page FISA application, is in the “prohibited access” tier of the FBI because it outlines Senate Select Committee on Intelligence Vice-Chairman Mark Warner participating and directing the leak. That was how/why SSCI Security Director James Wolfe was never charged with leaking a TSCI classified file.

You presume too much. Patel & Bongino are searching for documentary evidence. In fact Bongino has publicly asked people to come forward with leads, evidence, etc. Why do you assume that because your curiosity is not sated less than 4 months after they have taken office that nothing is being done? Assuming they have a desire to prosecute, why would you think publicity right now would help that goal? Be patient, at least give them 6 months to assemble their teams, ferret out the bad actors, put out fires, investigate the ongoing threats, and work on the backload.
Maybe they can take a look at Ray Epps as a USPS Inspector as his day job centered out of Maricopa

At this point, if the FBI asked for my information and I knew something they didn’t, I’d assume it was a set up to bury me. I wouldn’t come forward with squat unless I knew for sure someone’s life was in jeopardy, and even then I’d expect at a minimum the FBI would seek to discredit, imprison, or “oof” me.
My opinion may not withstand legal scrutiny but I believe officials in government who were aware of the ongoing sexual abuse of minors, and benefited by that knowledge whether for national security reasons or not, are just as guilty of sexual abuse of minors as are those who actually did the touching.

In October 2010, the FBI put the program through a TechStat session and changed direction by implementing an agile software development approach. It also moved away from having one prime integrator, Lockheed Martin, and brought the operational management of the program in house. The agile approach is developing in three-to-six month increments and using stakeholder feedback to ensure the system meets their needs.
The FBI brought in other contractors to handle different task orders under Sentinel, including BAE, Noblis, Keane and Booze Allen Hamilton, in addition to Lockheed.

Explanation of agile software development approach
In the past many large software projects failed to deliver. A main reason was the
“waterfall approach” to development. That meant the steps went in sequence –
1) gather requirements
2) design software
3) build software
4) test software
5) deliver to client
But when clients didn’t get to actually see the software until the end that led to problems. Sometimes the developers did not understand the requirements so they developed something that did not meet client needs. Sometimes the requirements were too vague or missed critical factors.
To avoid these problems the agile method was developed. It used the same basic steps, but in much shorter increments. The idea is to develop a small piece of software that just does a few things, deliver it to clients, then add new functionality bit by bit.
CA government experienced a terribly insufficient end product when one department of an agency spent $40 million for a SAP program that left the department unable to invoice or make payments for almost an entire year. That was just one issue; there were so many more.
The end product did not work for government. The waterfall style was used for its development and roll out. What a massive disaster it was. It Took years, and several hundred million more dollars to become “usable”.
Often the customer cant even tell you what they want or know what they want. So if you can show a minimum viable product or prototype and get feedback it can save time and resources.

An agile software approach. Agile is project management methodology. There have been different project management methodologies over time touted to effectively manage a project and bring it into production while trying to be on time and on budget. Agile is one of the latest and greatest being used.
Flexible record keeping. Basically Just what was said “flexible and adaptable, to address future technological advances and changes in our mission and threat environment.” The ability to add more data collection and subject matter as it becomes feasible and desired. The ability to scale and store increased amounts of data, integrate it with existing data, and handle increased numbers of persons using the system. Making the info available on different platforms, mobile, desktop, laptop could also be part of the equation.
Security of system and data access surrounds the whole effort.

Sentinel, successor to the FBI’s antiquated Automatic Case Support System, or ACS, was supposed to be finished by the end of 2009 at a cost of $425 million. Plagued by mismanagement, cost overruns and technical glitches detailed in a series of reviews through the years, … FBI special agents and intelligence analysts sometimes still have to visit another field office to obtain a particularly big or sensitive file, sources say.
Two years ago, the IG noted, the FBI insisted that Sentinel’s search function worked just fine. “Yet we found that only 42 percent of the respondents to our survey who used Sentinel’s search functionality often received the results they needed,” the IG reported this week.
In particular, “Sentinel returned either too many search results for users to reasonably review or no results at all for a document the user knew existed,” 23 employees added in a comment section. (Italics added.)
Stuff was missing from the new system, too, employees complained, “features that they believed are critical to their duties,” such as “Sentinel’s integration with other FBI information technology systems.” Special Agents and their supervisors also “reported a significant decline in their level of satisfaction with the availability of technical and policy-related support after the deployment of Sentinel.”
Considering all that, it comes as little surprise to learn that some FBI employees yearn for the good old days, computer-wise. Twenty of them added complaints to the survey questionnaire that “the search function in the Automated Case Support system (ACS), the FBI’s prior case management system, was superior to the search function in Sentinel.”

This notion that the IC has created a caste system with specific tiering is frightening insomuch that we need to fully understand the agencies in terms of people/processes/tools for each silo. And also outputs and/or reporting. These components should be mapped out to drive transparency as well as to determine similarities and differences between the agencies. We do this regularly in the business world as part of Six Sigma project management approach when trying to create a target operating model or trying to fix embedded complexity within a part of the company.
Then the important step of brainstorming solutions can occur for each part of the mapping (i.e., people/processes/tools) where pain points have been identified — of which there will be many.
This would be a multifaceted project management effort, and one that I would love to work on.

During hearing (above video-1:45), Stefanik “drills down” and Comey states the Director for Counter Intelligence is who decides what gets briefed to Congressional leadership for quarterly updates. Should that be person of interest?
