As previously noted, Senate Judiciary Chairman Chuck Grassley released some of the FBI investigative files related to a congressional referral of Nellie Ohr for false testimony to congress. Within the Grassley release the declassified FBI investigative notes show that Trump-Russia files were compartmentalized, allowing control over access to them by the FBI Director and FBI Deputy Director.
The 7th floor level classification within the FBI’s Sentinel record-keeping system was previously unknown, and now people are starting to ask questions about what other information may be filed yet invisible due to the classification designation of “Prohibited Access.”
The Sentinel record-keeping system allows FBI officials and investigators to review and research the status of investigations both past and current. The Sentinel system is also the information system that is searched for responsive documents to legal cases and FOIA inquires. The Sentinel system contains all the information used by the FBI.
Within the Sentinel system there are “Restricted Access” files that are used to control who can view the file information. The FBI official can see the file but cannot access the information within it without a higher clearance level. However, now people are discovering there is a “Prohibited Access” designation that makes the file invisible to searches or queries and is controlled by the FBI Director and FBI Deputy Director.
Margot Cleveland is asking some good questions about how the use of the “Prohibited Access” designation may circumvent the FBI’s legal requirements (brady material) and FOIA searches. [SEE HERE] However, I would also note this approach hides information not only from congress and from the public, but also from the Executive branch itself. The DNI wouldn’t even know what information exists.
Additionally, we can expand the overall issue to highlight this same approach at work in various other governmental agencies. This is one of the reasons I refer to the agencies within government more aptly as information “silos.”
The same “secrecy filtering” system outlined in the FBI Sentinel system, “restricted access” (visible but needing a higher clearance) vs “prohibited access” (totally invisible) exists in other govt systems.
The NSA, DHS and CIA contain the same issue, information hidden and kept secret. This is the core reason I have historically called them “silos.”
The same ‘what the heck’ realization encountered with the FBI file keeping, as noted by the Grassley revelations, extends far beyond the FBI.
This is also why I have said the Intelligence Community has created a “caste system” within the surveillance and information space.
Now do you see why elements of the IC, and by extension their political enablers, were going bananas about DOGE access?
Simmer on it for a moment, because it gets worse.
Right now, like right now while you are reading this, the same framework is being applied to the DHS surveillance network, where “restricted access” and “prohibited access” (invisible) are being applied to PEOPLE.
Our government, via Palantir, is currently building the domestic identity surveillance system, where every identity will be stored. However, within the storage, and by extension the parameters of the surveillance search results, there will be people who are defined by placing their identity in the “prohibited access” category.
Great job realizing the secrecy ramifications of the issue within the FBI and their exploitation therein. Now extend that realization to the ramifications for us of other silos doing the same.
I was told in August 2020 that the FBI investigative file into James Wolfe leaking the Carter Page FISA application, is in the “prohibited access” tier of the FBI because it outlines Senate Select Committee on Intelligence Vice-Chairman Mark Warner participating and directing the leak. That was how/why SSCI Security Director James Wolfe was never charged with leaking a TSCI classified file.
Is the President of the United States really in charge of the executive branch, when the agencies can easily hide information from him?

1) When was the Prohibited Access categorization established?
2) By whose orders? Who implemented it?
3) Did the IG have access to all Prohibited and Restricted Access material? If not, every investigation will require a do over. Did the IG KNOW ABOUT this situation, without disclosing it in his reports?
4) Were Congressional investigators given all Prohibited and Restricted Access material relevant to subpoenas and requests for documents? If not, Contempt of Congress charges need to be pressed.
5) Did defendants receive full information they were entitled to? If not, every conviction will have to be thrown out and retried.
6) Was this system used in the DoJ as well as FBI? How about other agencies throughout the government?
7) Which FBI or DoJ personnel knew about this situation and went along with it?
8) What is the volume of material hidden in this way? Rarely used or millions of pages and messages? What sort of effort will be required to review it all and unravel what has to be done about it?
This appears to be a very serious problem, of potentially massive scope. We do not need for a Special Prosecutor to prevent review of the material by Patel and Bongino, and release to Congress and the public, but some sort of extra resource will likely be needed. This is going to divert time and energy from reforming the FBI — just what the swamp wants. Ugh.

A great many electronic data and security systems today were originally converted from older paper systems provided with physical security. Hoover’s safe was likely a very large vault or vaults by the time he was history.
As for trying to find anything specific about it in an appropriations bill, good luck with that. Much of the federal budget seems to be little more than big slush funds, about which no one in Congress has the slightest idea how they are being spent or on what. Kind of puts the lie to what so many Dems are saying about how the President cannot cut this or that because of the (likely unconstitutional) Impoundment Act, because how can they say making a cut violates the intent of Congress when Congress itself often has no idea where the money is being spent or on what.

Okay, let’s be realistic here. It was the 7th floor. I would venture to say that, indeed, most of the agency is “cleanish.” If you happen to work on the 6th or 8th floor you might have a pretty good idea of what was going on…thus the employees that approached Bongino and directed him to the hidden room. Several years ago when I was going overseas to work, a FBI agent did an in-person background check on me in very, very rural Oregon. I can guarantee he was 100% clean and most likely honorable and didn’t have a clue about any hidden files as were/are thousands of other field FBI employees.
To paint all FBI as tainted is not any better than saying all are clean and honorable….same with the judges.

Has not anyone here personally experienced ‘prohibited access’ situations?
These are situations which exist, but which, for whatever reason, you’ve been told not to talk about it.
My dad was assigned to the Signal Corps in WWII. He had not even turned 20 before the war ended. When he was discharged, he was told to never discuss what he had done as a member of such.
When I was five — and in the presence — he said basically what I have written above (except for the tidbit about his age) to a man who would later go on to be a powerful politician.
That man looked at my dad and said, ‘If you were told not to ever talk about it, then why are you?’
Although I heard this conversation (which included a few other subjects), I grew up not hearing anything else on this subject (my dad’s service in WWII) until I was decades older — when my dad finally availed himself of VA services.
My mother, who was also present in that conversation, had stated something to this man about his personal history that she had first hand knowledge about.
He hissed at her, and told her to never repeat ‘that’ again. To this day (she is 95), she has not . . .
A few months after this conversation, I was targeted for abduction (which I managed to escape); some weeks after that (when I had started first grade) I was targeted again — and I personally saw the future politician present in that endeavor.
I do not remember being told never to talk about these experiences, but I do believe there was some sort of ‘memory erasing’ technique/drug used on me because it was over forty years later, when my year older brother asked me, ‘Do you remember that time you did not get on the school bus after school?’ — and the ‘prohibited access’ opened up . . .
So, I asked my dad about that situation, saying I wanted to know more about the whole ‘arrangement’.
My dad said that I had every right to do some investigating, but asked me to wait until after he died to start my digging.
He died four years later.
I then mentioned a bit of my experience to my mother, who has since forth, been basically deaf, dumb, and moot to the whole world.
My purpose in going into these details is to try to understand what hold ‘prohibited access’ can have on one’s life and psyche.
I have no doubt that my mother had knowledge of ‘some plan’ which may have garnered her a promise of wealth, fame, or favoritism within her parent and siblings circle, all of whom she revered.
She has been sufficiently psychologically abused by that keeper of ‘prohibited access’ to never open her mouth about it, so I can attest that such a ‘program’ is multi-generational, and used to threaten the well-being of those close to the ones who know there is such information, but whom are ‘prohibited’ — via threats, coercion, blackmail — to access it . . . even in their own minds.
I’ve worked with originator of certain kinds of classified Intel…the raw stuff…sufficiently actionable on its own standing, but so sensitive that it could not be “shared”…meaning it was hand carried and person to person briefings to the highest chain of command. This type of material is secured within normal classified material containers, but is additionally secured in its own special container…often a steel brief case with a combination lock. Only the originator and the comsec officer would have the keys, which are shared, meaning neither of the two could unlock and read the material without the other.
This was quite a long time ago. It was during the peak of the cocaine counter drug intel operations from mid to late 80’s to the mid to late 90’s. (the “program” lasted much long than that, I am certain, but this is just my “time”).
the point is, that yes, often there is material information that is considered so critically important to secrecy that sharing it is done among only literally a few people…maybe 5 to 10 at most. From there, operations plans are discussed withing this executive group (also in person in a secure facility) to accomplish two things:
a. how to interdict drug trafficking
b. avoid making it known that Intel was collected and from whom and by whom.
there is this perception that “agencies” share information …but that really does not happen. And the reasons go beyond simply egos or structural silos. its been my experience that when you limit Intel the odds of success and the element of surprise goes up dramatically. It’s about trust…and human beings are not always dependable. You end up with a system of trusted people….and that always forms a small group. Few others are considered permitted the information, only after they have passed “the test”.

Yes, the secret police spy state is not being dissolved. It is simply being “transferred” and I’m not even sure if I want to consider it a transfer in the fullest of terms. In many ways, it merely rejoins a well established surveillance data and analytics company to the federal government, but now formerly and out in the open. In years past, palantir was more or less a secretive contractor to “the agencies” (and yes, this includes dod and homeland sec, both of which have since taken up more authorities to directly spy, collect and analyse domestic data…you and me). So it’s not really a transfer…just a shift, a decision by the President Trump regime to make it open and transparent that palantir is the preferred trusted partner. I have mixed opinions about this. Moreover, my experience sends a black flag warning….because this goes beyond FISA in effect. it is outside of ANY court. There is no resistance or barriers of any kind and thus, no accountability.
