Eight years ago, I created a simple graphic to help readers and researchers understand how Nellie Ohr was connected to the construct of the Steele Dossier, the core source material that underpinned the Title-1 FISA surveillance warrant used against the Donald Trump 2016 campaign and President Trump administration.
In addition to outlining how Nellie Ohr took Ham radio operator classes (May 2016) during her employment with Fusion GPS (began Dec 2015), the graphic shows the circular process of how the Steele Dossier (technically Nellie Ohr’s dossier) was constructed. Additionally, the graphic is also a timeline showing how Nellie Ohr interacted with the overall ‘Crossfire Hurricane’ investigation, which eventually evolved to the Mueller investigation.
A CTH review of the Nellie Ohr research activity proved Nellie Ohr’s work aligned with the content of the Dossier, and the Nellie research was used as verification of the dossier. [See the release of verification documents (SEE HERE)] In essence the source information for the Dossier was used to validate the dossier conclusions because it’s the same damn material. That’s why Nellie Ohr took the Fusion-GPS header off the top of the material she provided to congress. NOTE: This graphic is almost eight years old.
Nellie Ohr was far more important than Chris Steele.
It was Nellie Ohr’s work product that Steele used in his dossier assembly.
In addition to publicly publishing all of the research material on Nellie Ohr, including how she falsified her testimony to congress, I have personally hand-delivered all of the Nellie Ohr research files to Washington DC, repeatedly, including the FCC License which contradicted her testimony.

Notice the Ham radio license (May 2016) corresponds to the timeline when the Clinton campaign officially hired Fusion-GPS as for the Trump “Dossier” research (Ohr training March-April 2016). Notice also this is immediately after the time when NSA Director Mike Rogers discovered FISA abuse and shut down contractor access to the NSA database (April 2016).
Today, Chuck Grassley notes:
- In direct contradiction to her congressional testimony, Nellie Ohr took six ham radio classes and an exam during her time as a Fusion GPS employee (pg. 37). Ham radios can facilitate international communication without the use of a cell signal.
- Nellie Ohr claimed her ham radio training occurred before she was employed by Fusion GPS. However, per records from the Fairfax Fire and Rescue Department and Federal Communications Commission, Nellie Ohr’s entire ham radio training occurred between March to May 2016, while working at Fusion GPS. When you overlay the timeline with the demonstrable activity, it becomes transparently easy to see exactly what was taking place.
Daniel Jones left the SSCI as Dianne Fienstein’s lead staffer and began working with Glenn Simpson at Fusion-GPS. Fusion-GPS contracted with Nellie Ohr in “late 2015”. This is the exact same time when thousands of unauthorized “contractor searches” were taking place within the NSA/FBI database. This is where the Ham radio comes in handy to transmit “international communication.”
Nellie Ohr then sends her research outcomes to Chris Steele for the dossier assembly; and the dossier is then laundered back to Bruce Ohr and FBI for use in their operation against the Trump campaign. Meanwhile Glenn Simpson and Dan Jones are leaking to the media who are writing articles. Nellie Ohr then captures those articles to validate material in the dossier, puts the citations on a thumb-drive and gives it to Bruce. Again, it’s the same damn origin.
All of this activity originates back in late 2015 when the FBI was allowing “contractors,” many of whom were likely in contact with journalists -via Dan Jones and Glenn Simpson- to have access to the databases within the NSA.
This is not conspiracy theory, this is a factual conspiracy.

Short answer, yes. All licenses are public information. However, you only need a license to transmit. Anyone can listen. And you don’t need a radio and antennae to do that. There are plenty of websites or software (SDR) that can be used to listen to transmissions. The long answer is she was probably not transmitting information in the open. She probably used cyphers or morse code to obfuscate the information she was transmitting. And she was probably not doing it all at one shot – she’d constantly switch frequencies. Ham operators are typically scanning frequencies to establish comms with other hams. To avoid those people from catching her transmissions she’d constantly switch freqs and use short transmissions. It would be an agreed up sequence so the receiver would know where to be to catch her transmisisons.

She had only a Tech license. That was 5 words per minute. So Morse Code would be nixed! A tech license limited one to 50 Mhz and above. That gets you coverage similar to FM radio, just a bit better. Sunspot activity was effective at those frequencies. I remember listening to Chicago on AM (around 1 Mhz) stations back then WGN.

Technician class is the most restricted permissions, meaning typically vhf/uhf comms. This is typically relatively local, say 25-30 miles with a relatively simple antenna.

She wasn’t communicating internationally. That license class isnt really capable of it.

What she likely WAS doing was sending data files over vhf to another operator nearby, who could have easily sent via HF bands to UK or most anywhere else.
It’s not out of the question her place of work had antenna connections, but still was likely local comms.
No harder than sending an email, just using radio waves instead of the internet. Much less trackable, tho NSA supposedly records all transmissions. It’s easy to do so.
Given that she was likely sending a few pages of data at a time, and the files would have been archived just as you would via email, and that archive can be password protected just like one you’d send via email, she was flying data in plain view in a perfectly legal fashion — with a possible sticking point of encryption, which isn’t allowed via amateur rules. This slight sticking point is an easy risk to take and nobody would ever know.
Digital data sounds like our old modems sounded back in the 80’s — screeching racket. No way to hear it and say “ah ha! That’s encrypted!”
Anyway, local op gets data, uses for his purpose or resends as is via HF radio or attached to regular email.

The ham radio license class of Technician doesn’t give privileges that facilitate long range HF communication. It’s fairly limited to VHF, UHF bands which are short distance, unless assisted by repeater stations, which can be connected over the Internet, but are not private by any means.
My better half called me on a land line in his 18 wheeler from his Ham radio. Used a patch from a repeater. No internet,1980’s…

I used to phone patch from S.E. Asia via ham radio when the skip was good! My dad wasn’t too fond of me using Hawaii as CONUS sometimes wasn’t available! Quite a piece of change to use that state. Twenty Meters (14 Mhz) was my fave band to use. Tried hard to get a WAC Worked All Countries but fell way short. WAS Worked All States was a bit easier but Wyoming was hard to get as was Utah. On September 18th 2019, former FBI Director, Christopher Wray, writes Robert Muellar, the special counsel Wray appointed, to ask for materials that will allow him to decide whether to open a criminal investigation into Nellie Ohr.
The FBI later reports that its request for those materials is rebuffed by Mueller’s special counsel office.
The FBI’s Washington office summarized their decision not to prosecute Nellie Ohr this way: “the sheer volume of searches needed to complete the investigation, combined with the lack of FBI manpower or help from the Special Counsel’s Office, left the FBI in a lurch and without evidence to carry on a prosecution.”
This is same FBI who, a year and a half later, managed to find the manpower to prosecute 1,260 January 6ers and to send nearly 500 of them to prison!

The threat of 2016 outcome required a scrubbing of databases and the witch hunt set the tone of the smoke and mirror pony show of distraction.
A great big deal was made of database searches leveled as proof of collision narrative being a fraud.
Rightly so.
However.
Never once has anyone addressed the gorilla in the room.
There was more of a need to remove fingerprints of activities set in motion in 2011/14 than looking for dirt on incoming administration to play DC hardball politics with.
Never forget that was the discovery risk that prompted Hurricane Crossfire. Let those two words sink as to what was the desired outcome.
