From what I have seen and read about Pres. Trump, he is using “fair trade” as his baseline justification for tariffs unless unilateral trade agreements are reached with his prioritized nations that meet his simple but basic requirements to be “fair” to the U.S. consumer/taxpayer.
In some cases he *may* be also be using the economic (tariff) prod to incentivize an offending Five Eyes country into ceasing their corrupt use of their Five Eyes “membership” (because “Membership has its benefits…”) to carry out globalists’ subversive strategies against the U.S.
I am admittedly not intimately familiar enough with each country’s specific offenses against us to know or even guess those cases where PDJT is pressing for more changes than simply the country’s import tariffs on our products. Pres. Trump will almost always use leverage where he knows he has it or can create it; perhaps the Five Eyes intelligence sharing can be leveraged against the economic parity that we have with that nation in the active trade agreements.

To your points that POTUS will create and use leverage for negotiations I do recall that his team left some wiggle room for agreements with some countries could include Other components beyond tariffs although they did not specify. IIRC POTUS mentioned the VAT tax as a possible example that was not directly tariff related per se.
I also think your point about making it too complex and profitable for a subsequent POTUS to easily unravel them is spot on.
So with the wiggle room for tariff negotiations pulling in ‘other’ components like excerpts from the 5 eyes agreement and assigning consequential costs to involved governments for not holding their spooks accountable might help deter future unlawful behavior.

I suspect President Trump, via his Emissary Witkoff, is very aware of this AND is working to get that “direct control” of the US Intel Operations in ways we are not privy to.
