Consider this an escalation once President Trump is briefed. Overnight, someone, claimed by media to be Ukraine, launched a targeted series of drone attacks against the KINEF oil refinery in the Leningrad region of Russia.
The refinery is approximately 800 to 1,000 kilometers from where western intelligence operators are assembled to support Ukraine. This distance means someone within NATO has violated President Trump’s order to withdraw ‘long-range’ targeting system operation, and/or someone within NATO has provided an alternative. [SEE MAP]
When President Trump stopped “intelligence sharing” with Ukraine, what he technically did was stop allowing Ukraine to use exclusive USA targeting systems controlled by U.S Intelligence, the CIA, the National Reconnaissance Office and the U.S. National Geospatial Intelligence Agency.
These terrain mapping systems, the missile and drone targeting systems, are what military forces inside Ukraine need to carry out offensive drone and missile attacks against Russian forces. However, two drones were launched on the night of Saturday March 8th and were shot down as they approached the KINEF refinery, damaging one external oil tank.
Who launched them, and what targeting system was used?

On the night of March 8, the KINEF oil refinery in Kirishi, Leningrad region of Russia, was attacked by drones.
“The UAV attack on KINEF in the Kirishi district has been repelled. Air defense forces shot down one drone on approach, and the other was destroyed over the plant’s territory,” he wrote on his Telegram channel.
According to the governor, the debris from the downed drone damaged the external structure of one of the tanks. There were no reported casualties.
It is worth noting that the Kinef oil refinery (Kirishinefteorgsintez) is one of the largest in Russia. (more)

The drones were launched from Ukraine?
The KINEF refinery is quite a long distance from the Western Ukraine region under the control of Zelenskyy and NATO allies. Beyond the issue of who controlled the drones, how was the drone targeting system used and who provided it?

I think this is a good question. I don’t know that this attack was in contravention of the president’s order not share intelligence. I think the Ukrainians probably have the capability to attack a refinery like this without NATO targeting assistance.
Reports seem to indicate that the Kursk bulge is being encircled; the Russians were a master of this in WWII. If Z is cooked, then I’d expect a flurry of attacks like an extinction event. The Ukranian equivalent to V2 attacks.
Agree. A fixed target like a refinery does not require sophisticated geo-spatial intelligence to locate and targetting is not that complex as the required effect was probably just disruption.
I have read that GPS is severely degraded in the UKR are due to RUS jamming. There’s always radar or infrared imaging [terrain mapping], inertial guidance and good old fashioned ‘fly this course and altitude at this speed for xx minutes then dive and detonate’. There have been UK/FR Storm Shadow missiles used in UKR before but don’t appear to have the range for this mission.
My guess is that the whole thing was an attempt to catch exactly who would disobey orders.

Who is issuing orders to whom? That’s part of the problem. There isn’t a unified command structure in this war. Making things worse (in this respect only), it’s not a formal NATO controlled war for an obvious reason.

It is my hope that this was an espionage act with back pack drones. It is interesting that they were shot down over the target. That may imply that they were not in the air very long. How was key material shared? Not disputing that something happened.
How do the data streams get to the missile? Is it a direct encrypted feed (probably/almost certainly) or through an intermediary system?
What Sundance is stating is that whoever fired the missiles or controlled the drones had to have the encryption keys – and those keys had to be shared with the Ukrainians (assuming it turns out these weapons were launched & controlled from Ukraine). This scenario gets to be even worse if the Ukrainians had no role in any of this.
A separate, smaller matter: older GPS systems had their keys replaced on a daily basis per public info sources. Newer OTAR (over the air rekey) capabilities likely are in place per public info sources. Nevertheless, there is the matter of a window. I doubt that is in play but this all has to be run to ground.

An oil refinery and terminal is a huge AREA TARGET.
So it depends on the … the munition used and flight profile of the munition used … which I am sure the US has recorded. Plus, there is the SIGINT data from any communications to and from the munition.
This could also have been an autonomous munition just pointed in the right direction using a pre-programmed flight path … these types of weapons have been around since the 1960’s. There is a digital library of flight paths than can be loaded … or one can be created rather easily from existing data.
Also, the INTEL assets used to guide munitions do not have to be located in the Ukraine. This is St Petersberg (or Leningrad, what ever) that means a flight path within 100’s (if not 10’s in some places) of miles of Baltic State Borders. There are the crazies who govern the Baltic States who allow a US-NATO asset to set up camp to do the job. Plus, there are more than US satellites buzzing about in this part of the world.
One more thing to consider … Russia has not let up striking the Ukraine as was hoped would happen when the US removed targeting assets … maybe this was an “authorized” strike to remind Russia of what has been stopped with the US removing targeting assets. No matter if the strike hit or not … this is the first after several days of NO Deep Strikes into Russia from the Ukraine.

Could this be a Russian false flag designed to deepen the growing divide between the US and the Euros/West? Two drones, one shot down, the other does (apparently) minor damage to a storage tank. Putin might seem like a willing partner seeking an end to the war, but he isn’t a fool. One of NATOs big advantages over the Soviets and now the Russians is our sharing of intelligence and operational information. If he can poison that well on the way to the negotiating table, that’s a win for him.

Trump pulled the intel to prevent these kinds of attacks, maybe as a way of showing good faith. Putin has made it pretty clear that long-range weapon attacks by the Ukes wouldn’t be tolerated.
I haven’t seen any images of the drones, but if images are released, they will likely be the usual burned and twisted metal, or perhaps it will be pieces of drones the Russians have recovered from other strikes.
I’m not wedded to this theory, I put it forth as food for thought, rooted in the idea that Putin might be playing a game of his own.

My handheld Garmin GPS has a feature that allows it to access 3 different satellite systems, the US, Russia and Japan’s. When in this mode I can get a position fix in wooded canyons, places I couldn’t get with my older GPS. I don’t know if a similar civilian GPS could be retrofitted to the drones. They wouldn’t be as accurate as a military system, but you don’t need that degree of accuracy when you are targeting an oil refinery with the intentions of creating terror, political statements and possibly expanding the war.
Yep … there are “commercial” navigation assets (covering the globe) that cannot be shut down or JAMMED for any reason that support; sportsman, hikers, pleasure yacht sailors, airlines, ships at seas , et al …. which can be accessed for free.
The Baltic AREA is a major commercial shipping and airline highway and well covered by navigation aides used by ALL nations bordering the Baltic.

The more accurate the requirement the larger and more power hungry an autonomous INS has to be. Size and weight are premiums in designing drones and deep strike air frames.

Another source of navigational (targeting) data to be considered (and that cannot be shut down for any reason) are commercial navigation assets used by airlines and shipping industries.
These do not have terrain information but do have very accurate locational and rate measurement abilities. Combine them with an autonomous digital map with integral INS carried on board the munition and you have cheap smart weapon.
There were US Army battle management system experiments using just this very combination, using the old LORAN-A Navigation linked to a Litton INS integrated with crude autonomous digital map “box” back in the 1980’s … that were quite successful.

I don’t know if it’s smoking gun proof of leaks, or not.
Ukraine has attacked this region before with drones, probably even this same refinery. The location is well known. Drones can fly to the target based on recognition of ground landmarks, no need for Starlink or GPS, though I don’t know how advanced Ukraines capabilities are with that. I have read that you can build a drone with this capablilty using a $50 Chinese cel phone’s electronics, the camera is good enough to recognize major landmarks, or follow a programmed route along say a riverbed that is progammed into the onboard memory chip.
Russian Geran 2 drones (slow moving, low altitude) use the ground navigation method to strike targets hundreds of kilometers inised Ukraine, navigating by ground recognition, which means no GPS/Starlink needed, making them not jammable and not affected by normal electronic warfare interference. They usually use riverbeds, at very low altiudes, and will strike the intended target with very high accuracy, as the desired target face/area of a building or structure can be entered into memory from recon info, or even from Google Street data.
Where US/NATO recon comes in is trying to figure the route which best avoids Russian air defences, by using masking terrain, and attempting to expoloit perceived gaps in Russian coverage. This has to be almost real-time, or real-time, as Russian AA units can move around, new ones be installed, maybe a Russian AWACS could be flying covering that area, many variables.
But it could be possible to do this with data from last week. Or the UK could do it, they have some recon planes that could theoretically provide the data, though none have been seen in the St Petersburg lately as far as I know, they are usually in the Romanian end of the Black Sea, looking at Crimea. Norway or Sweden, maybe, France or other NATO country not likely but not impossible. Or it was leaked US data from after Trump cut them off, but how would you prove that? Very difficult. Maybe signal intercepts could identify who was sending the data from the West, if it was sent. FT London had an article about how many UK/France/Polish/NATO etc agents there are in Kiev who could provide the data to Ukraine, if they had it sent to tthem.
Sundance’s basic point still stands though, it seems the UK/NATO/EU neo-cons, in their deep hatred of Russia, will do almost anything to prevent peace, still operating under the delusion they can defeat Russia, and are just totally unwilling to grasp reality and admit their total defeat.
