♦ Last night, drones from Ukraine attacked a pumping station responsible for transporting oil through the Caspian Pipeline Consortium (CPC). This is not exclusively a Russian oil infrastructure asset. This is partly a western asset belonging to American energy corporations. As noted by Medvedev: “In 2024, American businesses accounted for over 40% of CPC oil shipments, and together with other Western companies, their total share exceeded 65%.”
Now, think carefully about what the Western control elements behind the Ukraine military operations are doing. “They” are, essentially, using U.S. provided military weapons, to target energy infrastructure -ancillary to Russia- that is owned by American corporations. Who are “they”?

The other issue is that the Ukraine never filed it’s boundaries after the fall of the Soviet Union.

30 years ago, my divorce went into arbitration. My ex and her atty in one room, me and mine in another, the arbitrator/judge going back and forth between our rooms to work out the terms, at the end of which anything at impasse, was decreed by the judge. I didn’t get to sit in on my ex’s discussions nor she on mine. We only came together to confirm our agreements and for the judge to rule on the balance.
I suspect the process between P-Monger and Z-Douche will work similarly to that. What makes it “binding” is the willingness of countries to continue funding the war and innocent people to die. The process will leave Z-Douche increasingly isolated / cornered. Or so I imagine.

The reasons that I am questioning your assertions is that 1) the talks in Riyadh weren’t about any specific peace proposals like some memorandum and 2) Lavrov wouldn’t bother with a lie that might scupper these talks.
Russia IS regularly targeting Ukraine’s energy infrastructure because it is that energy infrastructure that is producing drones, repairing military equipment, and providing fuel for tanks, armored vehicles, etc.
