Today, Secretary of State Marco Rubio delivered remarks to reporters in El Salvador discussing his role as Acting Director of USAID after President Trump and Elon Musk moved to incorporate USAID into the State Department. Secretary Rubio repeated that USAID must align with U.S. foreign policy and the national interests of the U.S. government.
Citing the “uncooperative” nature of the USAID leadership acting as an independent entity, Secretary Rubio announced he is now Acting Director of USAID with the intention of removing all elements who operate against the direct U.S. interests he outlined. WASHINGTON, Feb 2 (Reuters) – The Trump administration over the weekend put on administrative leave dozens more staff at U.S. Agency for International Development, three sources familiar with the move said, as it moves to abolish the agency’s independence and bring it under the control of the State Department.
Nearly 30 career staff in the agency’s Legislative and Public Affairs bureau lost access overnight to their emails, the sources said, bringing the total number of senior USAID career staff who have been put on leave over the past week close to 100.
Two senior officials overseeing the agency’s security operations were also put on administrative leave after refusing to hand over classified documents to Elon Musk’s Department of Government Efficiency officials, one of the sources said.
Matt Hopson, who was appointed as chief of staff by the Trump administration, has resigned, five sources familiar with the matter said. A congressional source said his resignation followed the security personnel being put on leave. USAID did not respond to a request about Hopson.
The purge follows more than a week of mayhem inside USAID, Washington’s primary agency funding billions of dollars’ worth of life-saving aid globally. President Donald Trump ordered a freeze on almost all U.S. foreign aid, saying his administration will review spending to ensure money is distributed in line with his “America First” foreign policy.

If you want to read how far back all this USAID & CORDS corruption goes, read LtCol Bill Corson’s book, Betrayal (1968). He was a Marine, expert in counterinsurgency warfare, and in charge of the Combined Action Group in I-Corps (1967-68). That was the groups of Marines who worked with villagers providing security and to gain trust of the local Vietnamese population. We called them, “The Marine Peace Corps with rifles.” Col Corson witnessed the corruption and grifting while commanding those groups.
He was court martialed for publishing his book without departmental permission. They finally let him off the hook. He had worked closely with the CIA also. His book, reads highly critical of the Army, the State Department, the South Vietnamese hierarchy and the Vietnamese ARVN (Army of the Republic of Vietnam). He was fluent in Chinese, held a PhD and at one time destined to perhaps earn a Brigadier General’s star…
He exposed a lot of corruption in those programs working among the Vietnamese…
I’m sorry. I don’t think Rubio can be trusted. Having him in charge of the State Dept and USAID is a huge mistake IMO.

Rubio is the figurehead, but how much of it he is actually in charge of is debatable. And there will not be much left of USAID to be merged into the state department. But is the long run, he can be replaced at a whim by President Trump.

Federal law since 1998 has explicitly required USAID to be “under the direct authority and foreign policy guidance of the Secretary” of State.
Since @SecRubio says this has not been the case, USAID has been operating illegally since 1998.

Talked to a friend who has connections within the Democratic Party and he said the level of panic over Trump and Elon shutting down USAID is unlike anything he’s ever seen.

I’m excited about everything but Marco Rubio. I doubt we will get rid of via overthrowing governments though, so it’s better we have it out in the clear for all to see than have it go dark like so many other cia ops we’ve banned.
Do you really think the US is going to dismantle a program that’s been successful in overthrowing governments and shaping public perceptions? This is nothing more than moving the operations “in house” to protect financial flows from exposure. The “Deep State” simply would not allow a program as useful as USAID to be killed.
In the 1990s Geroge Soros crashed the UK economy making his first $Billion. He fled to France where he was imprisoned for money laundering most likely for not declaring the mentioned $Billion. Someone bailed/bribed him out and brought him to the USA. Who on this side of the pond has use for someone who can crash a second-world country’s economy? Presumably, it is the same agency that purged all sites that showed he went to prison. I remember 10 years ago I looked at the first five pages of links and now all are gone.
