Today, Secretary of State Marco Rubio delivered remarks to reporters in El Salvador discussing his role as Acting Director of USAID after President Trump and Elon Musk moved to incorporate USAID into the State Department. Secretary Rubio repeated that USAID must align with U.S. foreign policy and the national interests of the U.S. government.
Citing the “uncooperative” nature of the USAID leadership acting as an independent entity, Secretary Rubio announced he is now Acting Director of USAID with the intention of removing all elements who operate against the direct U.S. interests he outlined. WASHINGTON, Feb 2 (Reuters) – The Trump administration over the weekend put on administrative leave dozens more staff at U.S. Agency for International Development, three sources familiar with the move said, as it moves to abolish the agency’s independence and bring it under the control of the State Department.
Nearly 30 career staff in the agency’s Legislative and Public Affairs bureau lost access overnight to their emails, the sources said, bringing the total number of senior USAID career staff who have been put on leave over the past week close to 100.
Two senior officials overseeing the agency’s security operations were also put on administrative leave after refusing to hand over classified documents to Elon Musk’s Department of Government Efficiency officials, one of the sources said.
Matt Hopson, who was appointed as chief of staff by the Trump administration, has resigned, five sources familiar with the matter said. A congressional source said his resignation followed the security personnel being put on leave. USAID did not respond to a request about Hopson.
The purge follows more than a week of mayhem inside USAID, Washington’s primary agency funding billions of dollars’ worth of life-saving aid globally. President Donald Trump ordered a freeze on almost all U.S. foreign aid, saying his administration will review spending to ensure money is distributed in line with his “America First” foreign policy.

As they say: “Rome (corruption) wasn’t built in a day.” So it’s understandable that it will take time to tear it(USAID)down. Think of it more like the demolition of a large, structurally unsafe building that must be taken down. It takes the demolition crew a long time to strategically place their explosives within the structure. Then, after all that should be preserved has been removed, the explosives are set off. Careful placement of the charges brings the whole building down in seconds, leaving things surrounding it that are not meant to be destroyed unscathed.

Executive Order 10973 was the order that established USAID and specified how the agency was to be run. It was issued by JFK in 1961.
According to President Kennedy’s order, the Secretary of State, serving at the pleasure of the President, was to be in charge of USAID. There was never supposed to be a Samantha Powers-like zombie running the agency as her own personal money laundering/war making/political assassination corporation. That’s why Rubio is in charge now.

It may be that Marco Rubio is growing into his own; away from the Bush handlers and the strictures of Senate life, he may just surprise himself with what can be done unburdened by what once was, or something like that.
I too am pleasantly surprised; keeping a kind eye toward what he’s done so far, certainly has stepped up to the plate and is playing on the team that put him there. Time will tell when it comes to who will be in the running for the top spot in 2028, but suspect he’s liking his odds as each new win comes along.
This appears to be some of that “plenary” authority Sundance talked about from the recent Supreme Court case. Something about the President being the head of the Executive Department and has plenary authority over it.
