The 1,547 page “continuing resolution bill” is available for review HERE. They are calling this a “CR” (continuing resolution) bill to fund government. However, only approximately 10 pages (15 to 25) are the funding mechanism; the rest is a regulatory construct, an attempt to circumvent the Trump administration, and position the federal government to defend against structural changes President Trump is intending to initiate.
Within THE BILL, in an effort to force Republicans to support it, there is a section approximately 500 pages, that spends and directs $100 billion for disaster relief in Florida, Georgia, Tennessee and North Carolina following the devasting late season hurricanes. The disaster relief portion should be a stand-alone bill but is included in the massive omnibus spending package because it creates votes to support.
President Trump is well aware of the mechanics inside the Omnibus (CR) package and, together with Elon Musk, has announced his opposition to it.
President Trump is urging congress to pass only the portion of the bill that would tie up loose ends and keep government funded before he takes office next month. His direction is to raise the government’s borrowing authority –debt ceiling– and extending government funding.
Doing a short-term funding CR means lawmakers must strip out all the non-funding elements backed by Democrats. This would allow only Republicans to pass the bill. The stuff Democrats want would be removed. Currently the Democrats are aligned to support the bill and vote for it because the majority of the bill is toxic regulatory changes.

Trump said Congress should limit the bill to temporary spending and disaster relief and also raise the national debt ceiling now before it comes to a head next year.

If the spending package is not complete the non-essential elements of the government will “shut down” a non-technical term that really means little in the grand scheme of things because congress has defined everything as ‘essential.’

No it doesn’t. The current CR, P.L. 118-83 only really adds new funding for the presidential inauguration/ transition.
Don’t get wrapped around this “actual budget” idea. The term “budget” is getting a lot of work here. The current concept of “budget” is probably best used in relation to the congressional “budget resolution” which was/is intended to summarize all federal spending and revenue/borrowings, and sets a process known as “resolution” for dealing with specifics. In theory there was supposed to be a resolution each year, in practice they find that too hard and instead use the “resolution” process to keep a prior year resolution effective. The starting point is the “President’s Budget” which is submitted to Congress by OMB in Feb.
Within the budget resolution is a category known as “discretionary spending” split between national security and non-national security. This “discretionary spending” is managed via the 12 appropriation acts that split up the spending into functional areas. Since the mid-1800s, Congress has imposed a limiting date on the spending (obligations) of appropriated money, much but not all are limited to the end of the federal fiscal year (was 1 July but since Carter 1 October). The “CR” is needed because in general the Senate refuses to pass the 12 appropriation bills. The CRs are for a limited time, after which a new appropriation typically referred to as “omnibus” or “consolidated” is passed, which essentially merges all the 12 appropriations into a single bill (sometimes less, for example if Congress separately passes the appropriation for Congressional funding).
It’s this “omnibus” bill (now I guess targeted for 15 Mar 25) that needs to be followed, with CR kept as it is currently drafted (and Trump wants to add suspension of debt ceiling to 2027).

Schumer, McConnell, Mike Johnson and Jerffies had been secretly working on the original monstrosity of a bill for 85 days. Deliberately leaving it to these last days to cram it through.
Johnson lied. He must resign as Speaker or be replaced PERIOD.
I’m late to reading this post, and after reading the prior comments, I just want to assure everyone that a govmint shut down happened more then once while I was working for .gov. The world didn’t end. We still showed up for work and got our paychecks, and everyone else got there Social Security checks too. The only people who panicked were those who were threatened and didn’t get their free range spending priorities included in the bill.
I would love to know who the fed contractor is who writes up the Omnibus spending bill, and just how the process works where anyone and everyone can send their wish list to them so it is included in this “party until its not 1999, or 2099 or whenever Omnibus bill. Like writing in immunity for crimes they have committed, oops I meant the treason.
This Omnibus Bill has too many Cover Someone’s *ss provisions. Too many get past jail free cards, as in the game MONOPOLY.
It should FAIL and at this hour it has. This has nothing to do with Speaker Mike Johnson. He didn’t WRITE IT and most likely it was about twenty pounds of paper put on his desk just like everyone else and was told to just SHUT UP and PASS IT.
We live in interesting times. I really am enjoying them. Not all of the time, but I am. There will be much shaming of the scammer’s ahead, weeping, and gnashing of teeth. Good. And its about time.
Meanwhile, and LOL, Pelosi is in a hospital in a hospital in ? probably one that does not have an extradition treaty with the U.S. But she’s wearing a hopital gown, wearing make up to the nines. I couldn’t make this stuff up if I tried to.
