Lets me clear here. These ATACMS missiles are tactical weapons. It takes reccon by satellites or other means to identify their targets. They are inertial/GPS guided.

The good news is GPS does not work in Russia. Its jammed through Eletronic Warfare pretty extensively. Only the very top end expensive version of the ATACMS is inertia guided, but between Israel and Ukraine, the US stockpile is not such they can hand out 10 thousands of them. As a former Cold War warrior stationed in Germany prepared to fight the Russian horde should it pour through the Fulda Gap, I’m surprised the Ukraine hasn’t been totally crushed by now.
Haven’t you been paying attention to Russia’s strategy of attritional warfare and the fact that drones have changed the nature of warfare in the same way the machine gun turned WWI into trench warfare and the tank turned WWII into combined arms manoeuvre warfare? The big arrow mass formation movements with air cover NATO has trained for are no longer available with the air defense and drone saturation we see in Ukraine today. That style of warfare is all NATO knows and if Russia goes to war against NATO, NATO is going to lose. It’s not rocket science.
You were facing the armies of the Warsaw Pact. Russia alone had 300,000 troops as a vanguard force in East Germany. Since then their numbers have collapsed. Compare the size of the Fulda Gap and Ukraine. Factor in Russia’s prime objective of lowest casualties as possible. Add in 7 years of Ukrainian fortress building making the Maginot line look like sandcastles.
That’s why Russia is intentionally making its way west very slowly. Final point, if they went too quickly they might panic NATO into doing something stupid.

There are almost certainly ATACMs in Ukraine either at the front of on the way. How many is of course classified.
The Russian’s Intel systems are very good so many are destroyed on the way which makes delivering more a risk.
The Ukrainians already fire the missiles, the issue here is who creates and who loads the target files. This is dependent on very highly classified data from US satellites that is US eyes only. It is unclear who would actually load that program as by that stage the data may be in a form that has a much lower security classification. There is no suggestion that any US input is needed to fire the missile.
This could be active in a few days. But only if the US supplies the data. This is not something that the Ukraine can just do.

That is the difference and a huge issue. Hitting any Russian population center will start much bigger war, with at the least tactical nukes if now hyper-sonic ICBM’s. I don’t know if most people understand what a brutal society Russia still is today.
