As you guys know, my current focus is research of the James Clyburn network of precinct level ballot scanner operations. Previously we mapped the trip by Clyburn through Wisconsin (pre-Biden withdrawal). Next, we mapped the DNC/Clyburn travel through Michigan. Currently we are looking deeply into Pennsylvania.
From what I can ascertain, the two regions where the Clyburn ballot operations [harvesting/scanning]in Pennsylvania seem focused are: (1) Philadelphia County (Philadelphia city and metro area) and Allegheny County (Pittsburgh city and metro area). That’s it. Those two areas are where most of the high velocity Democrat operations seem to be focused on Pennsylvania, Philly and Pittsburgh.
That being said, our ballot tracking research has hit an unexpected issue. I am hearing reports on the ground about “regional” ballot printing operations where local (precinct level) mail-in ballots are being printed from software downloads. I need help confirming information.
Normally I would not reach out until I could confirm or validate the details of what I am told. However, on this issue I am against a timing deadline. The gist of what I am told, again – seeking to confirm this, is that a portion of potential mail-in-type ballots are not physically coming from the Secretary of States office, rather they are being printed locally.
If this is an accurate lead, localized printing may complicate the issue of address validation and challenges presented to local supervisors of elections as a result of fraudulent addresses (empty lots, Wal Marts, businesses, etc). If precincts can print ballots, which are then later scanned, this could potentially be a vector for fraud.
My question is whether anyone has heard of this issue before? ….and/or does anyone have information about allowed ballot printing in any state where the printing of ballots has become very localized. Who generates the voter registration rolls if absentee ballots are printed locally?

The SOS in Pa will not acknowledge how many illegal aliens are on the Voter Rolls in Pa. There is no chain of custody of the mail in ballots at the central counting centers in Delaware, Chester, Allegheny, Butler, Bucks, Washington, Philadelphia counties. These are where the ballots can be swapped out for real mail in ballots. Delaware County Elections board have been video taped spoiling real ballots and destroying election records. These video tapes have been entered into court records, and the Pennyslvania Commonwealth Courts have been delaying some of these courts case for the last three years. As a poll worker, I am very familiar with printing on-site election day.
Upon arriving, the voter proceeds to a voter station where a voter clerk and ballot judge (must be of different political parties) control intake and ballot printing. The voter clerk verifies the voter in the voter roll system via valid driver license which must match current address on file.
The voter clerk prints an authorization ticket once voter is verified. The clerk directly hands off the ticket to the ballot judge who then prints the ballot which is associated with the voter’s precinct. The blank ballot is a specialty marked paper and only recognized by the scanner. Paper is under lock and key and must be issued.
The voting clerks end-day ticket print tally must match the ballot judges end-day ballot print tally.
The ballot is handed off to the voter to make their selection and taken to the ballot locked/secure scanners for tabulation.
The ballot can no longer be retrieved once scanned. Scanner deputies are at all scanners and must be a combination of different political parties.
All voter registration is maintained in the state voting registration system monitored and maintained by the county court clerks.

This points out the fatal flaw with paper ballots. They are a token representing a voter’s action. Tokens can be counted repeatedly (Fulton County), or added (vans arriving at 4 AM).
The greater the intermediation between a voter’s action and tabulation the greater the opportunity for corruption.
A lever machine tabulates a voter’s action then and there.
This is not to say that a system relying on lever machines is immune from corruption, but it has much fewer opportunities for corruption.
The problem you mention with paper ballots has nothing to do with paper; it has to do with moving the ballots before the votes are counted. You would never move radioactive material without knowing exactly how much you had before you left and how much you had when you got there. We should be that careful with ballots too.
We should count paper ballots by hand at the precinct level where the voting should happen. So that if you wanted to, you could stand there after voting and watch your ballot sit there in a transparent box until it is counted. Then you transmit the numbers to the next level, and this should be done in a transparent way where the county totals are displayed, and the numbers from the precincts are added one precinct at a time so that everyone can see the current county total, see the number from the precinct, and see that the total rises by that much at the time.
Lever machines, just like electronic machines, are a black box (meaning the scientific concept of something where you can see the inputs and the outputs but you have no way to know what happens inbetween) as far as the voter is concerned. Transparency is essential.

I don’t know if this helps, but in the news in the last couple of days, Ken Paxton (TX AG) had to send a warning letter to Harris and Bexar Counties about this very issue and how it was illegal.
Something akin to a ‘cease and desist’ letter.
It seems this is occurring in the affected areas of the states that are/were affected last time and this time.
Maybe reaching out to the Texas AG office could help in how to identify.

Each county prints and approves its ballots in PA. The Election board of that county sets the ballot. Here in Somerset County, the election board consists of the three county commissioners unless it is the year they are up for election. That was last year here in Somerset County.
Yes, I attended Union County election board meeting yesterday and agree. Once final details are set by the state, the county has the ballots printed and then readies those for individuals who requested mail in ballots to be mailed out to them. Union County expects to mail them the 1st week of October.

There certainly were cases in 2020 of ballots being printed where they weren’t supposed to be. I have to leave so can’t find it right now, but wanted to note these things are hard to find because of Google suppressing searches – unless you have been keeping records of how to find things for four years. I have, but not as complete records as I should have.

I live in Pennsylvania. It is mostly a conservate state but Philly and Pittsburgh ALWAYS CHEAT. ALWAYS. There are always precints that more people vote than are registered and there have been many times that not even ONE republican vote is recorded in precincts. They have no fear of being caught or held responsible.
We need the “1’s” that make elections harder to cheat: 1 photo ID (with proof of American citizenship) on 1 Day to vote on 1 paper ballot. Zero mail ballots except for military out of country. Zero “digital voting machines”, only mechanical counters that can be backed up by a hand count on request. 24 hr Armed custody of all ballots at secure locations with filmed record of every person’s entry and exit.
Of course the Blue States (which are already on the way to communism) will outlaw and fight all of the above tooth and nail, and in Red States, nonstop Lawfare will be fought by dems at every effort to enact any of the above.

In 2020 the suspect counties in Pennsylvania were Chester (28.7%), Montgomery (24.8%), Monroe (29.9%), and Northampton (29.5%). The percentages are the increase in Democrat votes from 2016 to 2020. State-wide, the increase was 18.2%. The corresponding state-wide number for Trump is 13.7%.
The corresponding numbers for Allegheny and Philadelphia respectively are 17.2%, and 3.4%.
These numbers would suggest Democrats are working all the large blue counties to maximize the number of ballots for the Democrat candidate. Philadelphia is so overwhelmingly Democrat (Biden 603,790 ballots vs Trump 132,740 votes in 2020) that they seem to have maxed out the number of ballots they can plausibly generate.
In looking at the swing states, I see a pattern of a slight swing to Biden in 2020 in most counties and large swings in large, blue counties.

Many issues with ballot printing have already been pointed out by others; here are some I don’t think have been mentioned:
I’m not smart enough to fully understand this situation but are you referring to ballot-on-demand technology being used to print excess ballots in each precinct? While used in a lot of places, this technology/system is not certified by the Election Assistance Commission (EAC). But it can print a legit ballot for anyone on the roll… living or dead.
I live on the border of Ohio and Pa. So grateful I live in a DEEP RED county. I live close to the city on the map of PA named Sharon. No one would dare print a fake ballot here even if someone paid them to do so. The poll workers know me by facial recognition.
Pittsburgh and Philadelphia are in contrast, from another planet. Philly has been on a decline for generations now. And the “Burgh” is heading that way too. CVD has left many major buildings there empty shells due to the work at home culture. It’s heartbreaking for me to see the Burg descending into something unrecognizable.
I figure there are many who vote in “fly over ” PA that may well outweigh the numbed out people trying to survive in the major cities. That’s just my hope, and /or opinion.

Isn’t this the same issue that AG Ken Paxton of Texas, has in Harris County and Bexar, where they are using private company to print ballots and send them out to “unverified recipients”? See Sept 3, 2024 story by Jim Hoft at Gateway Pundit.

I heard a reference by a podcaster in Allegheny County about delays in preparing “mailings”, iir, in a podcast the week of the assassination attempt & when Biden was removed. Delays were caused by questions over who would be on the ballot, iir.

Here is one podcast where at 22:00 mins. a participant discusses “canceling the mailers” because of the slogan “Finish the job” is a problem in the context of the rally assassination attempt. This is clearly about a political mailer, not ballots.
