Only a small number of Americans understand the relationship between the U.S. State Dept (DoS) and the Central Intelligence Agency (CIA). However, as more people understand how these two agencies operate, then people have a much more accurate context for how both agencies are viewed by the rest of the world.
Almost every deployed CIA operative has a cover profile within the State Dept. The foreign service missions of the DoS and CIA are so enmeshed there is literally no way to separate the functions of their agencies. [Go back to the Benghazi Attack for an operational reference] CIA/DoS have to be viewed through the prism of connection.
To better understand this concept, I use the following metaphor:
♦ The U.S State Dept and CIA operation is like a restaurant. The Dept of State is the front of the restaurant, with the Secretary as the Maitre D’. The CIA is the back of the restaurant, the kitchen. The Director is the Chef. The consulates are the wait staff. USAID are the food runners. The Dept of Defense are the bus boys.
The tables and chairs are assigned by the Maitre D’ according to their value. Countries viewed as more important get the best tables. The menus offered to each nation are completely different. Israel has a table in the kitchen. To get the best experience, tips (bribes) are required for everyone, from the parking valets outside, to the sommelier, to the server. Currently, Ukraine is the biggest tipper.
On the oversight aspect the Senate Foreign Relations Committee is the control mechanism to approve/install the Secretary of State. The Senate Select Committee on Intelligence is the control mechanism to approve/install the CIA Director. Everything therein and thereafter is a system of pretending it is something else.
The Dept of State (DoS) is so large there’s no way of addressing the inherent institutional corruption. The Secretary of State can control a small portion of DoS operations, but that’s usually only the geopolitical stuff we see discussed on television, in print media or in press conferences. The business functions of the DoS take place within a network of carefully guarded silos.
Perhaps, the first step in advancing an American-First policy, is to just stop the various administrative offices within the Dept of State from doing anything, literally anything. The challenge within DoS is massive, complex and complicated. I’m genuinely not sure what the Executive Branch mechanism is to do it, but we need to close the restaurant for a few months and do a deep cleaning.
On the back of the operation is the kitchen, the CIA.
It is a popular DC sentiment to say the CIA Director is the most powerful person within the intelligence apparatus. As the viewpoint is shared, it is the established secrecy within the mandate of the institution that gives them power.
Essentially, the CIA was created to be a place where dark arts (lying, spying, manipulation, tradecraft) would be approved and used at the discretion of the institutional leadership. As a consequence, there is no check on the CIA operational agenda. They are permitted by function and mandate, to lie to everyone about what they are doing; this includes the Office of the President.
Because they are essentially an unchecked intelligence silo within a government that has allowed the institution to hold unilateral power and self-policing, the CIA has a power within the apparatus unlike any other member. Inside the business model of foreign policy as a restaurant, the CIA are in control of the kitchen.
Together the DoS/CIA operate a shadow government, looking out for their best interest while generating power through large multinational institutions (corporations), spy agencies (5-eyes), banks, non-governmental agencies (NGAs) and various influence operations.
The activity of the CIA/DoS construct takes place regardless of who is president. Any hope of busting up this corrupt system is going to take a lot of strategic pounding while confronting the supportive element within the Senate at the same time. [Note this is why repealing the 17th amendment would make the work infinitely easier – and also why the 17th amendment was created by banking interests.]
When you stand back and look at the challenge of confronting the DoS and CIA, you can easily see why the Emissary was the first most important person I noted. If you are going to confront the domestic corruption within the DoS, you need the Emissary as a contact for specific foreign government leaders.
Under my sketch, the foreign policy of the USA shifts away from Foggy Bottom and directly back to the White House. This provides space to destroy the system through domestic confrontation. A new State Dept Secretary is going to have to push intensely and forcefully to support the goals of President Trump while understanding the internal effort is going to be much less glamorous, but historically far more important.
♦ The Secretary of State needs to have an understanding of the scale of the system underneath them, a comprehensive understanding of the opposition they will face from within that system, and the fortitude to keep playing whac-a-mole until the heads of the sub-silos are slowly removed. The person in this role needs to be a ‘high energy, smart, multitasker.’ The odds are all against them.
♦ The CIA Director needs the same type of understanding, and an impenetrable ability to put the USA interests above the interests of anyone else who has a table in the kitchen. Given the relationships within the aligned Western Intelligence Services, this is going to be a nerve-wracking challenge. As much as I want the CIA candidate to know the scale of the problem they will face, in one important way it might be more beneficial if the person didn’t know the scale of opposition they will face. This is a dark place.
This is a four-year plunge into one of the most corrupt enterprises at the heart of the DC swamp. The DoS/CIA are the guards of the drain. The drain is underneath decades of bile, silt, muck, scum, filth and horrible stuff.
Our candidates for these jobs need to be high-energy and full of equal parts determination, fortitude, piss and vinegar.

Because the legislation that created them under the auspice of the Constitution built in Congressional approvals to provide “oversight.” I agree Joe, the President is the Executive, recently affirmed by SCOTUS. So, in that context, Congress should not have any authority over whom is selected….but Congress and others have ignored the Constitution for decades.
It happens because of Article !!, Section 2, para 2 of the Constitution.
“He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.
The laws enacting the alphabet agencies give the President the authority to appoint people to certain positions, but also requires that the Senate approve those appointments.
I believe that in the case of the Senate rejecting the approval of the desired candidate, POTUS can install an interim for a period of one year without Senate approval.
Article II, Section 2, Clause 3:
The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.
Current Senate Rules say they shall be considered “in session” so long as a “call to order” is made once every three working days. If these “pro-forma” sessions do not occur, the Senate is considered in recess and the President may exercise the recess appointment process outlined above.
And that scumbag McConnell made certain there was not ONE recess during all of President Trump’s first term. Think that wasn’t deliberate?

I’m from her state. Wyoming. I’d first like to say please don’t do this to Harriet. She’s too nice a person. It took a LOT to go up against Liz Cheney and that machinery in a state with only 586,000 people of which half can vote. Everyone knows Everyone. It’s like the Andy Griffin show. If you move out of your place either socially or class you’re still forever known as what you were. People are real big on saying they are 5th generation Wyoming at the same town. New people coming in are slotted in accordingly.

As informative and fun as these posts have been, we cannot be distracted by them. Trump has not been elected, yet. We need a gameplan to get him elected. The post on the ballot issue in Wisconsin is a great example of the beginnings of such. We need something like this for every state and people in each state to carry it out. Up until Ronna (GOP) chairwomen was removed, the GOPe was doing nothing to help with election irregularities including ballots. I hope that it is not too late for the current GOP chairpeople to rectify this. Otherwise, these posts about Trump’s ideal cabinet will remain an ideal, a fantasy, a dream of what might have been. Treepers, it is time to wake up and smell the coffee. We need to hit the sidewalks in our neighborhoods, talking about the Biden/Harris disaster of an economy, an overrun border, and lawless streets in our cities and towns, etc. The shock of the ass@ssin@tion attempt has passed. For what it is worth, and in this case it might be a great deal, Ric Grenell has proven himself to be loyal to President Trump through thick and thin. Loyalty deserves to be rewarded, particularly since in Grenell’s case it is backed by a very sharp mind and a solid work ethic.

Commissioned career officers at State, DOD, and the “foreign service” side of Commerce, Agriculture, and Treasury, receive Presidential commissions, with the advise and consent of the Senate, which read, “and exercise such office at the pleasure of the President of the United States.” Personnel actions concerning these career officers are handled by the respective agency personnel rules and regulations. The commissions of non-career officers or those where the career officer is commissioned for a “political” position, read, “and exercise such office at the pleasure of the President of the United States for the time being.” As a general rule, those working in the “silo” don’t have commissions but are hired/fired under standard civil service procedures. As far as I know, in the “alphabet” agencies, under the guise of “security”, only the director and deputy director occupy Presidential Appointment/Senate Confirmed positions. You can immediately see the problem every incoming President faces.

DoS/CIA do what they do because there is a mountain of cash thrown at them, and Congress allegedly holds the purse strings. Congress needs to grow some backbone and starve the beast, but they cannot because there are too many of them that are terminally compromised. Any time IC budgets are threatened, the intel squirrels invite select members into the SCIF for a secret squirrel briefing, from which the Congress critters emerge and declare that the IC absolutely must have every cent they requested (if not more!) or our entire way of life will end.
Grenell/Hageman would be a great one-two punch, but there are so many lying liars at every level in DoS/CIA that how are they to know they’re not just being lied to some more? How many James Clappers are there? The government is infested with Lois Lerners who don’t need to be told what to do because they just know.

The solution for this problem is actually very simple: sell all the embassies and consulates! Admit that we are broke and sell all that valuable real estate. For state dept functions, house staff in joint ventured consulates with other english speaking countries that are also broke and need to reduce their expenditures in foreign countries!

I think many of the choices promoted on CTH reflect the no-nonsense, “non-pretending” evaluation of performance and consistency in office and service from a recent and historical viewpoint. High government positions all have drawbacks that any chosen individual might not be able to handle or accept. Nonetheless, I have enjoyed the thorough and thoughtful presentation of this topic from Sundance.
I was once 2nd choice for a high level NIH administrator job. The section leader who “recruited” me said I should try again next year as that was how he got his position with perseverance and willingness to keep trying. Maybe 20 years ago I would have done that but instead I took a part-time position at another prestigious medical school and ended my career being part of a team that published work on an exciting new treatment in my research field. There are a lot of smart good people out there and I was glad to be a part of it all.

I wonder where you would put Allen West? I have met him. He has an unbelievable knowledge of the threat Islamic Jihad has to our country and civilization. He has loyalty and courage and smarts. I would like to see his talent and devotion to the country used in a new administration.
Again, I would hope that there is some faction of patriot spooks willing to act against the Marxist core of our IC if the door is open. Unfortunately, there is no opportunity for an outsider to spot a true White Hat— covers being what covers are — so set the stage for and support a color revolution within the Deep State. Truth be told, best case this will be a generational fight against domestic enemies while foreign enemies watch closely. As optimistic as I want to be, there is only so much of this swamp that can be drained as long as they control the technology gap and breaking that means breaking society as we know it. Not that that is not an option but I (and my grandkids) would prefer they work this out amongst themselves.

A perfect example of their operation was the coup in Bangladesh this week where the President who refused to join the American sponsored anti Russian mob, was removed after Mrs Nuland paid a ‘state visit’.
Sundance has been so spot on with every pick in this series of posts it just knocks me down on my ass. Some I could see coming, some not, but please God, guide PDJT’s mind and hand to choose at least some of Sundance’s picks.
I like Hageman but would prefer a man with proven combat experience who is familiar with real risk and unphased by it. I don’t have Sundance’s playbook visibility but that’s the quality I’d be looking for. The intent should be to dismantle and rebrand this rogue dysfunctional organization. I’d start with the termination of the absolutely worthless analysts first.

It is possible for two ideas to be simultaneously true. It is true that the government hasn’t announced who will be installed as President yet. And it is also true that if Trump gets reelected that he has a big row to hoe.
In fact, getting re-elected is the EASY PART.
You can’t understand how hard the former is until you understand the latter.
Great analogy. In the past I thought it could be crushed by cutting off the funding but we all know how that worked out lately with speaker Johnston wusing out regarding Ukaraine. I then realized it doen’t matter because the CIA has all of it’s dark money enterprises with a revenue stream that is most likely greater than the US treasury’s and therefore you can’t get rid of the hemorrhoid with a rubber band procedure. There has to be an epic palace coup that involves the military and you know how that always turns out. We are doomed until the End Times.
If less than 10 individuals in DC understand the depth of corruption and info siloing, how is this understanding passed to Trump and his advisors?
If I’m not misreading the simplified restaurant analogy, wouldn’t this make the DoS/CIA the core of the 4th branch of government? They literally buy and sell wars, spin off new spy agencies to target internal dynamics (FBI, DHS, NSA), cooperate with foreign nations for money, and don’t answer to anyone in the United States government. Again, if I’m reading correctly, the DoS/CIA is perhaps the biggest Swamp Hydra head, steering all the others from the shadows. And they’ve had decades to work without anyone realizing what they were.
If this is true, then they are perhaps a task too big for one administration. Even starving them as suggested is going to be highly dangerous.

I’m not much iinto naming names or who’s who but I would like to suggest that President Trump keep his strongest, most loyal, and American first people here at home for environment, immigration, three letter agencies such as the ones Sundance has written regarding and so on. We need to rule the roost in DC and let the rest of the world have the second string. Stop depending on congress because we have few friends there.
I agree with Sundance’s assessment of CIA and State being key players, although Hageman was not on my radar as a one term congresswoman, rancher and lawyer. She did remove Cheney so she’s likely one tough hombre.
The SoS and CIA Director are the “deep state” intelligence controllers that rule the roost in DC and around the world. Without repealing the 17th amendment via Brunson or military tribunals, getting past the “banker’s controlled” Senate is going to be a nutcracker. I can see that it may take some musical chairs of those already senate confirmed to be moved into positions of need.
Grenell for SOS should get past the Senate after his effectiveness as the Ambassador to Germany and acting DNI. He has done nothing to detract from his appointments before or after his time in government. I have a hard time believing that the Senate would let Hageman go through without a fight, as the Cheney clan and backers will stab her not only in the back but the front, sides, top and bottom to get even.
